Experts to study incidence of Hepatitis B & C in tribal area

To study the occurrence of Hepatitis B & C and the associated risk factors behind its cause in the tribal region of Kaza of district Lahaul and Spiti, a team of doctors from Indira Gandhi Medical College and hospital, Shimla, headed by Dr. Brij Sharma, HoD, Department of Gastroenterology would work on this project. Under the project various activities have been initiated in Kaza with the cooperation of BMO, Kaza and field staff today.

While giving details, Dr. Brij Sharma said that the team comprises of eight members which include Professor Dr. Anmol Gupta, Department of Community Medicine, medical officers and other staff members from IGMC Shimla. The project was being implemented in collaboration with NHM, Government of India, he added.

He said that Hepatitis was a disease with an inflammation of the liver, most commonly caused by a viral infection. He said that Hepatitis B and C usually occurred as a result of par- enteral contact with infected body fluids. Common modes of transmission for these viruses include receipt of contaminated blood or blood products, invasive medical procedures using contaminated equipment and hepatitis B was transmitted from mother to baby at birth, from family member to child, and also by sexual contact, he added.

Dr. Sharma said that Kaza health block in Lahaul & Spiti District has a population of 12,000 and the health institutions in the block include one CHC, five PHCs and 10 health sub-centers.  He said that in the past three years high prevalence of viral hepatitis B had been reported to the department of gastroenterology at IGMC from the area. He said that the reasons behind such a high prevalence needed to be investigated.

State Government Committed for Development Areas: CM

Chief Minister Shri Virbhadra Singh said that the State Government was committed for uniform and balanced development of the State and special emphasis was being given for tribal areas so as to bring them in main stream. He was addressing a public meeting at Udaipur in Lahaul & Spiti district today. 

Earlier he paid obeisance in Mata Mrikula Devi temple, Udaipur. 

Shri Virbhadra Singh said that the State Government had allocated Rs. 369 crores under Tribal Sub-Plan for the year 2013-14, which was 11 per cent higher than the previous year. Total budget of Rs. 764 crores have been allocated including Non-Plan allocations to ensure speedy development of tribal areas. He said that Rs. 3.60 crore would be spent on roads, bridges and buildings in Lahaul Division during current fiscal. Apart from it Rs. 25 lakh would be spent on metaling and tarring under NABARAD, he added. 

Chief Minister said that the State Government had provided free travel facility in HRTC buses to all the students studying in Government schools from their homes to school and back and free school uniforms would be provided to all the students studying in Government schools under ‘Mahatma Gandhi Vardi Yojna’. He said that Rs. 41 lakh were being spent for qualitative improvement in education and technical education in the Lahaul valley. 

Shri Virbhadra Singh said that the State Government had enhanced the Social Security Pension from Rs. 450 to Rs. 500 per month and senior citizens above 80 years would be given social security pension of Rs. 1000 per month. He said that Rs. 88 lakh had been allocated to provide social security pension in Lahaul valley during current fiscal year. 

He said that Rs. 1.73 crore had been allocated for agriculture sector in Lahaul valley under Tribal Sub-Plan. Besides, Rs. 46 lakh were being spent to provide subsidized seeds, fertilizers and pesticides under Special Central Assistance. He said that Rs. 10 lakh were being spent under National Agriculture Development Scheme while 44.36 lakh would be spent under ‘Kisan Bagwan Samridhi Yojna’. He said that agriculturists of Lahaul valley were being provided subsidized potato and pea seeds. 

Shri Virbhadra Singh said that there was no dearth of money for the development of tribal areas and targets were being set for the officers to ensure proper utilization of funds. He took strict notice of slow pace of certain development schemes in Lahaul valley and said strict action would be taken against the concerned officers. He said that contractors who do not complete their assigned work in stipulated time would be blacklisted. He directed the officers to ensure the completion of construction work of Udaipur stadium before winters. 

Chief Minister said that the transfers of Government officers and employees would not be cancelled in tribal areas and they have to join their duties otherwise their promotions would be affected. He said that vacant posts in various departments such as education and health etc. would be filled up on priority basis in Lahaul valley. He said that demand of opening Sub-BDO office at Udaipur would be considered sympathetically. 

Shri Virbhadra Singh said that appropriate funds would be provided to mitigate the damages occurred in Mayad valley due to natural calamity. He also announced Rs. 10 lakh for setting up a span at Karpat village to facilitate the farmers to send their products to the markets. He said that interests of local people would be safe guarded while constructing the power projects in the tribal areas. 

Later, while addressing a public meeting at Keylong, Chief Minister said that the UPA Government had brought revolutionary Food Security Act to provide food security to the people. He said that it would benefit about 37 lakh people in the State who would get three kgs wheat at Rs. two per kg and two kg rice at Rs. 3 per kg. while the families not covered under this Act would continue to get subsidized ration i.e. three pulses, two edible oils, sugar, rice, flour and iodized salt on previous pattern. 

Shri Virbhadra Singh said that people of the State should welcome setting up of hydel projects as they benefit not only the State but also the country, as power was must for development. He said that large number of people were displaced due to construction of Bhakra and Pong Dam while least were affected due to 1500 MW Nathpa Jhakri Project. He said that the Government would allow only run of river projects as they affect minimum population. He assured that the affected people would be given proper compensation in these projects. He said that projects upto 5 MW would be given only to Himachalis and preference would be given to them upto 25 MW projects so that people of State come forward in this sector.

Chief Minister said that the Government would provide relief of Rs. 86 lakh to the Lahaul Potato Society which suffered huge losses due to rottening of 21,667 bags of potatoes in the year 2011-12. He said that if there were enough money available in this budget the same would be released this year otherwise it would be provided in two instalments. 

Shri Virbhadra Singh announced to upgrade Government High Schools Gosal and Chimrat to Government Senior Secondary Schools. 

Member Parliament Smt. Pratibha Singh said that she was striving hard to ensure the speedy development of Lahaul-Spiti alongwith other areas of Mandi Parliamentary Constituency. She also expressed her gratitude for providing massive mandate to ensure her victory in recent held by-elections. 

MLA Shri Ravi Thakur welcomed the Chief Minister and detailed about the various development activities being carried out in Lahaul valley. He also put forth the various demands of the area. 

Former MLA Shri Raghuvir Singh Thakur, Tribal Advisory Committee Member Shri Pyaray Lal, Panchayat Pradhan Shri Shamsher Singh, Congress leader Shri Jai Ram, Shri Sansar Chand and President District Youth Congress Shri Deepak Thakur also spoke on the occasion. President Block Congress Udaipur Shri Dalip Bodh presented vote of thanks at Udaipur.

While at Keylong MLA Shri Ravi Thakur, former MLA Shri Raghuvir Singh Thakur, President Block Samiti Shri Norbo Pans, Tribal Advisory Council Member Shri Nabag Bodh and President Mahila Congress Ms. Shashi Kiran also spoke. 

Forest Minister Shri Thakur Singh Bharmouri, Advisor to Chief Minister Shri T.G. Negi, Principal Secretary to Chief Minister & Tribal Development Shri V.C. Pharka, DC Lahaul-Spiti Shri Beer Singh Thakur, SP Shri Shiv Kumar and prominent persons were present on the occasion. 

Governor launches Iron Folic Acid Supplementation Programme

Smt. Urmila Singh, Governor who is on a two day tour to the tribal area of Lahaul and Spiti launched the Weekly Iron Folic Acid Supplementation (WIFAS) Programme of Health department at Udaipur today. She distributed Iron folic tablets to students of 6th to 12th standards on the occasion. Governor also visited Sri Trilokinath and Sri Mrikuladevi temples and offered prayers. 

She was welcomed by the local Mahila Mandals in a traditional manner at both the places and honoured with a cap and shawl. Smt Singh appreciated the scenic beauty of the area and said that the Buddhist monasteries and temples of Lahaul Spiti attracted tourists from home and abroad and the area had vast potential for development of tourism. It was also the favourite destination of adventure lovers, she added. 

She said that the culture of the valley was unique in its own way and should be preserved. She stressed upon generating awareness regarding environment protection so that the natural beauty of the area could be protected.

Governor also presented a cheque of Rs. one lakh from State Red Cross Society Fund to Smt. Kesari Devi whose husband is suffering with cancer. 

Local MLA Shri Ravi Thakur welcomed the Governor on the occasion. 

Later, she also visited Jispa and enjoyed a colourful cultural programme presented by the children of Kendriya Vidyalaya and Government Senior Secondary School, Keylong.

Earlier, Governor was accorded a rousing reception at Udaipur helipad by the local MLA Shri Ravi Thakur, Deputy Commissioner Shri Bir Singh Thakur, Superintendent of Police Shri Sunil Kumar, officers of district administration and prominent people of the area.

Remains of soldier found 45 years after aircraft crash in Dakka Glacier

The mortal remains of Havaldar Jagmail Singh has been recovered 45 years after 102 members aboard IAF's giant AN-12 aircraft mysteriously vanished near Rohtang Pass area, killing all people on board.

98 army personnel and four crew members were on their way to join duty in the ill-fated aircraft that had taken off from Chandigarh in February 1968 for Leh.

The body of the soldier was established by an identity disk, an insurance policy, and a letter from his letter that was retrieved from his pocket. The body will be sent to his native village in Haryana for last rites with full military honour.

Link your Aadhaar number with your LPG Consumer ID

Preparations are underway to implement Direct Benefit Transfer (DBT) scheme for LPG subsidy in 7 more districts of Himachal Pradesh. Chamba, Kangra, Shimla, Solan, Sirmaur, Kullu, Lahaul Spiti are the seven districts of Himachal Pradesh where the scheme would be extended.

Before this, LPG subsidy through DBT scheme which began from 1st June includes Una, Bilaspur and Hamirpur districts of Himachal Pradesh. The scheme began in the fourth district (Mandi) of Himachal Pradesh from August 1. Government has started Cash Transfer Compliance Customer (CTC) system for more than 70% LPG consumers in the said districts.

For CTC consumers have been given a time frame till 30th September to provide their bank account linked Aadhaar number to their gas agencies. Those consumers would be denied of LPG subsidy from October 1 who will fail to submit their bank account linked Aadhaar number to their gas distributors until the set deadline. Consumer will have to buy LPG cylinder at market price from October 1 while the subsidy amount of 9 LPG cylinders per year would be credited into their Aadhaar linked bank account.

The vanishing gods of Himachal

The deities are no more gracing the "land of the gods", as Himachal Pradesh is known. They have been silently whisked away by antique smugglers.

The theft earlier this week of six ancient idols and antiques worth over Rs.1.50 crore from a three-century old Bondra 'devta' temple at Bachunch village near Rohru town, some 120 km from Shimla, has once again put the spotlight on the treasures lying vulnerable in hundreds of temples and monasteries.

Police say it's one of the biggest heists in a religious place in the recent past. In the past 15 years, at least 100 thefts from temples have been reported, over 20 of them notable ones. The police suspect the involvement of Nepali migrants in connivance with foreign antique smugglers.

"It's a serious issue. We will certainly soon implement some foolproof security arrangement in all the prominent temples and monasteries," Additional Director General of Police (Law and Order)Sanjay Kumar told IANS. He said directions would be issued to the temple and monastery committees to put up iron grills where the idols and ornaments are kept. "We will even convince them to install CCTV cameras and burglar alarms in the temple premises," he added. Despite a large number of thefts, the state has no policy on preserving antiques, an official said. "No proper stocktaking or verification of antiques lying in various religious places has taken place for quite some time. No one knows as to what all is there in our inventory," said an official of the state's language, art and culture department, which looks after important temples of the state.

Antique idols and valuables worth Rs.33.83 lakh were stolen from temples between 2008 and 2011, of which stolen property worth Rs.5.49 lakh were recovered, then chief minister Prem Kumar Dhumal informed the assembly in a written reply April 5, 2011. He admitted in the assembly that the government had not framed any separate policy to prevent thefts from temples. Police officers say with the linking of roads in the interiors and opening of new areas for tourists, temples located there have become more vulnerable to theft.

"The gangs of smugglers recce the monasteries and temples located in the interiors in the guise of tourists in summer. In winter, they try to get away with the antiques when the temples are closed," a senior police officer, who didn't wish to be identified, told IANS. Earlier instances of theft in temples include the stealing in September 2009 of seven antique idols, most of them made of silver, from the Keem temple near Rampur town in Shimla district, about 120 km from Shimla.

Less than a week before this, five 17th century bronze idols were stolen from a temple in Nahan town. In 2008, two ancient idols were stolen from the Shoolini temple in Solan town. In another incident the same year, ancient coins and silver artefacts went missing from the Suryavanshi temple in Kullu town. In the majority of thefts, the police have failed to trace the stolen property. But there are some fortunate 'gods' who have returned to their temples.

Take the case of two antique idols of the goddess Kunzum that were stolen in 2006 from the prominent temple in Kaza in Lahaul-Spiti district. The mastermind was arrested in Delhi in March 2008 and the stolen idols were seized. Likewise, a rare five-foot bronze statue of Lord Vishnu, dating back to the eighth century, was stolen from the Hari Rai Temple in Chamba town May 6, 1971. It was recovered from a godown in Mumbai two months later and reinstalled in the temple July 7.

The hill state has over 2,000 temples and monasteries that are centuries old. Of these, 60 are under the Archaeological Survey of India (ASI) while 31 are under the state language, art and culture department.

सीपीएस ने जांचा स्वास्थ्य केंद्र

केलांग — मुख्य संसदीय सचिव राकेश कालिया हिमाचल प्रदेश जिन के पास आयुर्वेद विभाग भी है, लाहुल घाटी के तीन दिवसीय दौरे पर गुरुवार को जिला मुख्यालय केलांग पहुंचे। उन्होंने उदयपुर उपमंडल के राजकीय आयुर्वेदिक स्वास्थ्य केंद्र त्रिलोकनाथ का निरीक्षण किया। उन्होंने स्वास्थ्य केंद्र का निरीक्षण करने के बाद बताया कि लाहुल मंडल में जनजातीय उपयोजना के अंतर्गत आयुवेर्दिक विभाग को एक करोड 73 लाख 66 हजार रुपए चालू वित्त वर्ष में विभिन्न योजनाओं के लिए बजट आबंंटित किया गया है। उन्होंने कहा कि वर्तमान सरकार कठिन क्षेत्रों को बेहतर स्वास्थ्य सुविधा उपलब्ध करवाना पहली प्राथमिकता है। उन्होंने कहा कि क्षेत्र के लोगों को आयुर्वेद विभाग के 13 स्वास्थ्य केंद्रों, एक जिला आयुर्वेदिक अस्पताल तथा आमची क्लीनिक के माध्यम से निःशुल्क जीवन रक्षक दवाइयां उपलब्ध करवाने के लिए चालू वित्त वर्ष में 45 लाख रुपए बजट का प्रावधान किया गया है। निरीक्षण के दौरान उन्होंने आयुवेर्दिक विभाग के अधिकारियों एवं कर्मचारियों की समस्याओं को भी सुना। उन्होंने कहा कि स्वास्थ्य केद्रों के निमार्णधीन भवनों की निर्माण के लिए प्रर्याप्त बजट का प्रावधान चालू वर्ष में किया गया है।

रवि ठाकुर ने जीत को छेड़ा अभियान

केलांग — इन दिनों लाहुल में मंडी संसदीय उपचुनाव को देखते हुए कांग्रेस पार्टी ने अपने जनसंपर्क अभियान को तेज कर दिया है। स्थानीय विधायक रवि ठाकुर गांव-गांव जाकर प्रतिभा सिंह को वोट मांग रहे हैं। इसी कड़ी में बुधवार को रवि ठाकुर स्थानीय कांग्रेस कार्यकर्ताओं के साथ मियाड वेली के क्षेत्र में चुनावी प्रचार किया। रवि ठाकुर का कहना है कि इस जन संपर्क अभियान में लोगों का भारी समर्थन मिल रहा है। उन्होंने उम्मीद जताई कि कांग्रेस पार्टी की प्रत्याशी प्रतिभा सिंह भारी मतों से विजयी होगी। वहीं दूसरी ओर पूर्व जिलाध्यक्ष नोरबू बौद्ध ने भाजपा द्वारा जारी अपील पत्र पर कड़ा एतराज जताते हुए कहा कि रोहतांग सुरंग इंदिरा गांधी का सपना था।

डांडिया पर झूम उठा केलांग

केलांग — जिला मुख्यालय केलांग के पुलिस मैदान में मंगलवार को केंद्रीय विद्यालय केलांग द्वारा वार्षिक उत्सव को केंद्रीय विद्यालय संगठन के 50वीं वर्षगांठ को स्वर्ण जयंती समारोह के रूप में धूमधाम से मनाया गया। इस समारोह की अध्यक्षता उपायुक्त लाहुल-स्पीति एवं अध्यक्ष केंद्रीय विद्यालय संगठन लाहुल-स्पीति बीर सिंह ठाकुर ने की। समारोह का शुभारंभ उपायुक्त ने मां सरस्वती के चित्र के आगे विधिवत द्वीप प्रज्वलित कर किया। इस अवसर पर स्कूली छात्र-छात्राओं द्वारा रंगारंग कार्यक्रम प्रस्तुत किए, जिसमें लाहुली, हरियाणवी, राजस्थानी तथा गुजराती डांडिया नृत्य ने अविभावकों का खूब मनोरंजन किया। मुख्य अतिथि ने वर्ष 2012-2013 के मेधावी छात्र-छात्राओं को पुरस्कार वितरित किए। इस अवसर पर उपमंडलाधिकारी (ना.) केलांग प्रशांत सरकैक, वन मंडल अधिकारी हीरालाल राणा व अन्य गणमान्य लोग उपस्थित थे। इस अवसर पर उपायुक्त ने इस उत्सव को मनाने के लिए आयोजकों को बधाई देते हुए कहा कि 1963 में केंद्रीय विद्यालय संगठन के माध्यम से देश में कुल 20 संस्थानों से देश के विद्यार्थियों को शिक्षा प्रदान की जा रही थी, परंतु आज इस संगठन के माध्यम से देश के विभिन्न भागों में 1100 से अधिक संस्थानों में लगभग 11 लाख विद्यार्थी शिक्षा ग्रहण कर रहे हैं, जिसके लिए 46 हजार कर्मचारी शिक्षा के क्षेत्र में कार्य कर रहे हैं। उन्होंने कहा कि यह जिला देश के दुर्गम क्षेत्रों में से एक है फिर भी केंद्रीय विद्यालय केलांग इस जनजातीय क्षेत्र में वर्ष 2007 से अपनी सेवाएं दे रहा है और लगातार अच्छे परिणाम दे रहे हैं। उपायुक्त ने बधाई देते हुए कहा कि केंद्रीय विद्यालय केलांग में अपना विद्यालय भवन न होते हुए भी 40 प्रतिशत से भी अधिक विद्यार्थियों ने ए-वन ग्रेड प्राप्त कर परीक्षा उत्तीर्ण की है।उपायुक्त ने कहा कि प्रशासन केंद्रीय विद्यालय को सभी प्रकार का सहयोग प्रदान करेगा। इस अवसर पर प्राधानाचार्य डा. दिवाकर सिंह ने मुख्यातिथि का स्वागत किया तथा वार्षिक रिपोर्ट पढ़ी।

आंगनबाड़ी में नौकरी को करें आवेदन

केलांग — कबायली क्षेत्र लाहुल की आबादी हाल में हुए जनगणना के मुताबिक 33500 के करीब है, जिसमें से लाहुल की आबादी 22 हजार के आंकड़े को छू रही है। इतने कम जनसंख्या के बावजूद लाहुल में इस समय रोजगारों की संख्या दिन-प्रतिदिन बढ़ रही है। रोजगार कार्यालय केलांग से मिली जानकारी के अनुसार इस समय रोजगार कार्यालय में बेरोजगारों की संख्या तीन हजार के आंकडे़ को पार कर गई है, जो इस इलाके के लिए एक चिंता का विषय है। लाहुल में सर्दियों के मौसम में भी सैकड़ों की तादाद में बेरोजगार रहते हैं तथा प्रतियोगिता परीक्षा की तैयारी करते हैं। इस वर्ष सर्दियों के मौसम में भारत संचार विभाग के इंटरनेट सेवा खराब रहने से घाटी में रह रहे सैकड़ों बेरोजगारों को खासा परेशानी का सामना करना पड़ा। गौरतलब है कि दिसंबर माह से रोहतांग दर्रे में वाहनों की आवाजाही के लिए बंद हो जाने से घाटी के लोग अखबार आदि की सुविधा से महरूम हो जाते हैं। ऐसे में जानकारी हासिल करने का एकमात्र जरिया इंटरनेट सेवा रह जाती है, लेकिन इस वर्ष इंटरनेट सेवा के खराब रहने से घाटी के सैकड़ों बेरोजगार विभिन्न सरकारी व गैर सरकारी संस्थान के लिए ऑनलाइन फार्म भरने से वंचित रह गए हैं, जिससे लाहुल-स्पीति के बेरोजगारों में खासा नाराजगी देखी जा रही है। लाहुल-स्पीति प्रधान संघ के अध्यक्ष वीर सिंह व लाहुल-स्पीति बेरोजगार संघ के पूर्व प्रधान अनिल सहगल ने कहा कि भारत संचार निगम लिमिटेड केलांग के गैर जिम्मेदाराना प्रबंध व कार्यप्रणाली के चलते सरकारी नौकरी के इच्छुक सैकड़ों बेरोजगारों के भविष्य के साथ खिलवाड़ हो रहा है।

सात को 2152 गटकेंगे जिंदगी

केलांग — लाहुल-स्पीति के मुख्यालय केलांग में पल्स पोलियो अभियान के प्रथम चरण के संबंध में स्वास्थ्य विभाग द्वारा बैठक का आयोजन किया गया। बैठक की अध्यक्षता उपायुक्त लाहुल-स्पीति वीर सिंह ठाकुर ने की। उपायुक्त ने बताया कि जिला लाहुल-स्पीति में पल्स पोलियो अभियान की प्रथम चरण सात अप्रैल को आयोजन की जा रही है। उपायुक्त ने बताया कि जिला में पल्स पोलियो अभियान को सफल बनाने के लिए 50 पोलियो बूथ स्थापित किए जाएंगे, जिसमें लाहुल क्षेत्र में 35 व स्पीति क्षेत्र में 15 पोलियो बूथ लोगों की सुविधा के लिए स्थापित किए जाएंगे। उन्होंने बताया कि सभी अविभावकों व नागरिकों से जिला प्रदेश व देश को पोलियो मुक्त करवाने के लिए सहयोग करने का आह्वान किया। बैठक में कार्यकारी मुख्य चिकित्सा अधिकारी रंजीत वेद ने बताया कि जिला में शून्य से पांच वर्ष तक के लगभग 2152 बच्चे हैं, जिन्हें पल्स पोलियो की खुराक पिलाई जाएगी। उन्होंने बताया कि लाहौल घाटी में 1042 व स्पीति घाटी में 1110 बच्चे हैं। उन्होंने जानकारी देते हुए बताया कि इस अभियान को सफलतापूर्वक संपन्न करवाने के लिए स्वास्थ्य विभाग, आंगनबाड़ी कार्यकर्ता व अन्य विभागों के लगभग 200 कर्मचारियों की सेवाएं ली जाएंगी। बैठक में उन्होंने बताया कि पल्स पोलियो अभियान के प्रथम चरण के लिए सभी प्रबंध पूरे कर लिए हैं। इस दौरान विभिन्न पदाधिकारियों ने भाग लिया। बहरहाल लाहुल-स्पीति के मुख्यालय केलांग में पल्स पोलियो अभियान के प्रथम चरण के संबंध में स्वास्थ्य विभाग द्वारा बैठक का आयोजन किया गया।

केलांग-कोकसर सड़क ठप

केलांग — गत दिनों के गीला बर्फबारी होने की वजह से लाहुल के गोंधला व रंगलों इलाके में पत्थर, मलबा व चट्टानों के खिसकने से केलांग-कोकसर सड़क मार्ग अवरुद्ध हो गया है। यही हाल तांदी-उदयपुर तिंदी सड़क मार्ग का है। इस महत्त्वपूर्ण सड़क मार्ग के खराब होने से लोगों को पैदल ही केलांग आना-जाना पड़ रहा है। मिली जानकारी के अनुसार इन सड़क मार्गों पर सीमा सड़क संगठन के जवान जी-जान से सड़क पर पड़े चट्टानों, मलबा व पत्थरों को हटाने में लगें हुए हैं, लेकिन स्थिति इतनी गंभीर है कि इन सड़क मार्गों को ठीक करने में अतिरिक्त समय व्यय होने की उम्मीद की जा रही है। सितंगरी डेट के इंचार्ज कैप्टन रणजीत ने बताया तांदी-कोकसर सड़क में पडे़ अवरुद्धों को शीघ्र दुरुस्त कर वाहनों के आवाजाही के लिए खोल दिया जाएगा। मार्ग ठप होने से काफी मुश्किलों का सामना करना पड़ रहा है।

एचआरटीसी को इंतजार

केलांग — कबायली क्षेत्र लाहुल में हिमाचल पथ परिवहन निगम के बसों को चलने में अभी और वक्त लगने की संभावना है। घाटी के भीतर जगह-जगह सड़क टूटने, हिमस्खलन व चट्टानों के खिसकने के कारण सड़क मार्ग की हालात बेहद दयनीय हो गई है। गत वर्ष हिमाचल पथ परिवहन निगम ने एक अप्रैल से अपने बसों को नियमित रूटों पर चलाना आरंभ कर दिया था, लेकिन इस वर्ष मौसम के बेरुखी के चलते घाटी के लोगों को बसों में सफर करने के लिए अभी और इंतजार करना पडे़गा। जिला प्रशासन ने उक्त निगम के स्टाफ को कुल्लू से लाने की सारी तैयारी कर ली गई है तथा प्राथमिकता के आधार पर हेलिकाप्टर में लाने की योजना है, लेकिन ऐन वक्त पर घाटी के भीतर सड़क मार्ग के दयनीय स्थिति से समयसारिणी में कुछ दिनों का बदलाव आ गया है। कार्यकारी क्षेत्रीय प्रबंधक मंगल मनेपा ने कहा कि सड़क मार्ग के दुरुस्त होते ही निगम की बसें घाटी के भीतर नियमित बस सेवा आरंभ कर देगी । उन्होंने उम्मीद जताई कि मौसम के अनुकूल होते ही सड़क मार्ग दुरुस्त हो जाएगा। लोग केलांग से तांदी पुल तक आने-जाने के लिए छोटी गाडि़यों का सहारा ले रहे हैं।

केलांग में सरकारी काम प्रभावित

केलांग — केलांगकेलांग में लगभग तीन घंटे बिजली आपूर्ति न होने से क्लोजिंग में जुटे सरकारी व गैर सरकारी कर्मचारी काफी परेशान दिखें। हालांकि बाद में इसे दुरुस्त कर दिया है। जानकारी के अनुसार कारगा सब-स्टेशन में आई अस्थायी खराबी के चलते बिजली आपूर्ति में बाधा पहुंच गई थी। बिजली आपूर्ति न होने से फोटो स्टेट करने वालों की लंबी कतारें दुकानों के सामने नजर आ रहे थे। बिजली के बहाल होते ही लोगों ने राहत की सांस ली है। बहरहाल बिजली व्यवस्था प्रभावित रहने से सरकारी कर्मचारियों को भारी परेशानी का सामना करना पड़ रहा है। यही नहीं, घंटों तक कर्मचारियों को बेकार बैठना पड़ रहा है।

तारों से जरा संभल कर रहें

केलांग — 33 केवी विद्युत लाइन के माध्यम से मनाली से लाहुल घाटी के लिए विद्युत आपूर्ति की जाती है। यह विद्युत लाइन रोहतांग दर्रा से हो कर गुजरती है। भारी हिमपात के कारण सर्दियों में पलचान से रोहतांग दर्रे के बीच विद्युत लाइन क्षतिग्रस्त हो गया था। यह जानकारी वरिष्ठ अधिशाषी अभियंता विद्युत मंडल केलांग टषी दावा ने दी। उन्होंने कहा कि क्षतिग्रस्त लाइन को बहाल कर दिया गया है और इस लाइन से विद्युत आपूर्ति लाहुल के लिए आरंभ हो गया है। उन्होंने कहा कि रोहतांग दर्रे में भारी बर्फ जमा होने के कारण 33 केवी विद्युत लाइल की तारें तीन से चार फुट तक की ऊंचाई पर है। रोहतांग दर्रा पैदल यात्रियों के लिए खुल गया है। उन्होंने रोहतांग दर्रा पार करने वाले यात्रियों को सलाह दी है कि रोहतांग दर्रा पार करते समय विद्युत लाइन की तारों से दूरी बनाए रखे तथा तारों को छूने की कोशिश न करें, ताकि किसी भी अप्रिय घटना से बचा जा सके।

लाहुल में लैंडलाइन खामोश

केलांग —कबायली क्षेत्र लाहुल-स्पीति के उपमंडल लाहुल में भारत संचार निगम लिमिटेड द्वारा स्थापित सैकड़ों लैंडलाइन टेलीफोन बंद पडे़ है, जिससे लैंडलाइन के उपभोक्ताओं को खासी परेशानियों का सामना करना पड़ रहा है। उपभोक्तताओं ने उक्त टेलीफोन खराब की शिकायत डेढ़ महीने से कर रखी है, लेकिन अभी तक लोगों को फोन सेवा नहीं मिल पा रही है। जब इस संबध में केलांग स्थित कार्यालय से जानना चहा तो वहां पर उपस्थित कर्मचारी ने बताया कि लाइन मैन काफी समय से छुट्टी पर गया है। जैसे ही लाइन मैन आता है, तो जल्द ही बंद पड़ी फोन सेवा को बहाल कर दिया जाएगा। इन लोगों ने प्रशासन से मांग की है कि घाटी के भीतर खराब पडे़ लैंडलाइन टेलीफोन सेवा को जल्द से जल्द दुरुस्त किया जाए। साथ ही घाटी में ठप पड़ी इंटरनेट सेवा की प्रक्रिया भी शुरू की जाए।

सिस्सू-रोहतांग मार्ग में जुटा बीआरओ

केलांग —जनजातीय क्षेत्र लाहुल-स्पीति के निचले इलाकों में बुधवार सुबह से ही हल्का हिमपात हो रहा है, जबकि ऊंचाई वाले क्षेत्रों में भारी हिमपात दर्ज किया गया है। इस हिमपात से घाटी के सामान्य की ओर बढ़ रहे तापामन में विराम लग गया है। मौसम के खराब रहने के कारण सीमा सड़क संगठन के जवानों को कोकसर पहुंचने में काफी दिक्कत पेश आ रही है। स्थानीय लोगों की मानें तो इस बार कोकसर में दस फुट के आसपास बर्फ होने की संभावना है। सीमा सड़क संगठन के इंचार्ज कैप्टन रणजीत ने बताया कि सिस्सू-रोहतांग सड़क मार्ग को खोलने का कार्य युद्धस्तर पर चला हुआ है। साथ ही भरोसा दिलाया है कि सामरिक दृष्टि से महत्त्वपूर्ण सड़क मार्ग को निर्धारित समय अवधि के भीतर खोल दिया जाएगा। उन्होंने माना है कि लगातार मौसम खराब रहने के कारण जवानों व मशीनों को काम करने में खासी दिक्कत पेश आ रही है, लेकिन उन्होंने साफ किया है कि जवानों का हौसला बुलंद है तथा वह देश के प्रति समर्पित है। बहारहाल कबायली क्षेत्र लाहुल के लोग रोहतांग दर्रा खुलने का इंतजार कर रहे हैं।

केलांग को बिजली आपूर्ति बहाल

केलांग —बुधवार को हुए भारी हिमपात के बाद गुरुवार को तेज धूप खिलने से लोगों ने राहत की सांस ली है। भारी बर्फबारी से ठप हुई बिजली व्यवस्था को बुधवार रात तक बहाल कर दिया गया था। बुधवार को हुए भारी हिमपात के चलते केलांग में एक फुट, उदयपुर में एक फुट, सिस्सू में तीन फुट और काजा में एक फुट के आस पास बर्फबारी दर्ज की गई है। बर्फ के साथ तूफानी हवा चलने के कारण लोग अपने घरों से बाहर नही निकल पा रहे थे। समूचा इलाका धुंध के चलते बादल के आवरण में पूर्णरूप से ढंक गया है, जबकि इलाके में स्थित विभिन्न स्कूलों के बच्चें व कर्मचारी वर्ग अपने कर्त्तव्यपर्याणता का परिचय देते हुए अपने कार्यस्थल में ड्यूटी को अंजाम देते ऩजर आए। हवा के साथ बर्फ गिरने से लोगों ने आवश्यक यात्राओं को फिलहाल स्थागित कर दिया है। दिन भर बिजली बंद होने के बाद बिजली विभाग ने बुधवार रात बिजली आपूर्ति को बहाल कर दिया है।

काजा पांच दिन से अंधेरे में

केलांग —लाहुल-स्पीति के उपमंडल काजा में सोमवार को मौसम एकाएक साफ हो गया है, लेकिन लोगों को अभी भी मुसीबतों का सामना करना पड़ रहा है। काजा के स्थानीय लोगों से मिली जानकारी के अनुसार मशीन में खराबी आ जाने के कारण रोगटोंग बिजली घर से बिजली की आपूर्ति नही हो पा रही है, जिसके चलते काजा में पिछले पांच दिनों से बिजली की आपूर्ति नही हो पा रही है। काजा तथा इसके आस-पास के इलाकों में एक दिन छोड़कर इसी बिजली घर से आपूर्ति होती है। बिजली की आपूर्ति न होने के कारण समूचा काजा व इसके साथ के गांव उजाले से महरूम हो गए है। किन्नौर भावा से आने वाली बिजली की आपूर्ति दिसंबर माह से बंद पड़ा है, जिसके चलते रोगटोंग बिजली घर ही स्पीति के कुछ इलाकों में बिजली आपूर्ति का एकमात्र सहारा बना है, लेकिन इसके भी खराब होने से फिलहाल यह सहारा भी छिन गया है। इस रोगटोंग बिजली घर पर सरकार करोड़ों रुपए की राशि मरम्मत के लिए खर्च करती है। इसके बावजूद लोगों की आवश्कताओं पर खरा नही उतर पा रहा है। रोगटोंग बिजली घर के खराब रहने से इसके साइट सेलेशन पर ही सवाल उठने शुरू हो गए हैं। सूत्रों से मिली जानकारी के मुताबिक रोगटोंग के गलत साइट सिलेक्शन के कारण सर्दियों के मौसम में धूप नही पहुंचती है। काजा निवासी व पूर्व बीडीसी सदस्य नावांग छोपेल व काजा पंचायत उपप्रधान नोरबू बौद्ध ने कहा कि रोेगटोंग बिजली घर स्पीति निवासियों के लिए एक भद्दा मजाक बन कर रह गया है, जिसे दुरुस्त करने की आवश्यकता है।
