A mega multi disciplinary medical camp at Rohru and Jubbal

A mega multi disciplinary camp was organized at Rohru and Jubbal in Shimla district, today by the department of Ayurveda. The camp includes the specialties of Medicine, Orthopaedics, Gynaecology, Eye/ENT, Homeopathy, Unani and Ksharsutra surgery. For the first time the Tibetan system of medicine Sowa Rigpa and Siddha specialty of South India had also participated in the camp.

A spokesman of the Ayurveda Department said that the camp was organized by the department under the directions and guidance of Chief Minister Virbhadra Singh and Ayurveda Minister Karan Singh. He said that the camp was funded by the National Ayush Mission. The team of 20 doctors and paramedical staff of the department of Ayurveda was lead by Dr Dharmila Chauhan and District Ayurveda Officer Shimla. The services of Laboratory, ECG and Yoga Guidance were also provided.

He informed that the doctors had also sensitized the ASHA and Anganwadi workers along with the locals of the area. He said that today the camp was held at Samoli in Rohru where doctors examined and treated 678 patients of the area. He said that the camp would be held in Chirgaon on 21st and Chapoti kurd on 22nd and Hatkoti on 23rd March .  The surgery of the patients would be done at Civil Hospital Jubbal.

MLA Mohan Lal Brakta, Vice Chairman Zila Parishad Surender Retka and local Panchayat Pradhan Ratan Chand were also present.

BJP forms panel to review progress

Narinder Bragta, vice-president of Himachal BJP, who spearheaded the agitation for the early completion of widening of the 80-km Theog-Hatkoti road, today constituted an action committee to review the progress of the project.
Ravinder Chauhan, spokesman for the action committee,said the committee, comprising presidents and office-bearers of BJP Mandals of Shimla district, would give its report within 15 days and the same would be submitted to the Governor and the High Court.
Balbir Thakur, vice-president, state Kisan Morcha, would be the convenor of the committee. It would seek help of experts to prepare a detailed report with suggestions to speed up the work, he added.
The crucial road in the apple belt had been the bone of contention between the Congress and the BJP and both the parties had tried to draw political mileage from the project during the Assembly and Lok Sabha polls in 2012 and 2014, respectively.

Snow in Shimla, Manali surprises Holi revellers

Shimla, March 6 (IANS) The hills of picturesque tourist resorts of Manali, Shimla and Kufri on Friday were again wrapped up in a blanket of snow, surprising Holi revellers. While Shimla got mild overnight snow, upper areas like Kufri, Narkanda, Jubbal and Kotkhai received moderate snowfall, according to a Met official here. The minimum temperature in the state capital was 1.7 degrees Celsius.

Polls put road project back on track

State Highway 10 that passes through the apple heartland of Himachal and was a sensitive poll issue during assembly polls last year is still far from completion. While the previous BJP regime failed to ensure its completion, now, keeping in view the 2014 polls, Congress government in the state has fixed a deadline of December 15, 2015 to complete the road project.

The 80km road project, which has now become a bone of contention between BJP and Congress, was approved over five years ago. The project was awarded to Chinese government backed Longjian Road and Bridge Limited Company on February 22, 2008, and was slated to be completed by June 4, 2011. After the Chinese firm sought an extension, the previous BJP government set fresh deadline of June 20, 2012, but even after this the project remained incomplete. As the company failed to meet deadline, the government finally cancelled the contract.

Sources said that the state government in February this year had sent fresh tender documents to World Bank. In the revised documents, a proposal was made to complete the project in two phases. Sources said the first phase was of 48km stretch from Theog to Kharapathar, while the second phase was for a 32km stretch from Kharapathar to Rohru.

Officials said a fresh contract agreement was signed between project director Naresh Sharma and Director of C & C Constructions Ltd. R. N. Aggrawal in the presence of Andrew Vogle, independent contract supervision consultant for the World Bank-funded project in Shimla on November 19, 2013. "Codal formalities of both phases have been done and the company has been asked to mobilize resources by the first week of December," said an official.

According to officials, the entire work would take around 30 months to complete. "Efforts are on to complete the project by December 2015," officials added. The project cost has been worked out at Rs 323 crore.

Chief Minister stresses to strengthen the Cooperative Movement

Chief Minister Shri Virbhadra Singh stressed the need of strengthening Co-Operative Movement in the State. He said that Cooperative movement started at Panjawar of Una District in the year 1892 and presently more than 4700 cooperative societies with membership of 15.35 lakh were functional in Himachal Pradesh. 

Shri Virbhadra Singh was presiding over a review meeting of Department of Cooperation and Cooperative Institutions, at Shimla. He said that working capital of cooperatives was over Rs. 17588 crore and deposits were over Rs. 13353 crore upto March 2013 at the closing of this financial year. He said that sale of consumers goods was Rs.1312 crore while fertilizers worth sold Rs. 197 crore were sold during this period. 

Chief Minister said that total Share Capital of Primary Agriculture Cooperative Societies was over Rs.100 crore while consumers goods worth Rs. 779 crore were sold through 1891 fair price shops in the State. He said that all Urban Cooperative Banks viz. Baghat, Shimla, Parwanoo, Mandi and Chamba were doing good business and serving the common people. 

Shri Virbhadra Singh said that Government of India(GoI) had implemented more that Rs. 3000 crore handloom revival package for individual as well as Weaver Cooperatives and Rs. 6.6 crore have been provided to 65 Weavers Cooperatives in the State. 

Chief Minister said that new initiatives were being taken under diversification and expansion of activities of cooperatives societies. He said that in order to promote dairy activities and general employment and income resources to public a Dairy Project for chilling and processing of milk and its products with an estimated cost of Rs. 1.53 crore would be set up at Dadhol in District Bilaspur. A modern grading and packaging unit with capacity of 550 boxes in 8 hours shift would be set up at Jubbal with an estimated cost of Rs. 23 lakh besides another such units set up at Kumarsain in Shimla district, he said. 

Shri Virbhadra Singh said that with a view to provide storage grading and packing facilities to the flowers and vegetables alongwith marketing through refrigerated van a project of Rs. 63 lakh would be initiated at Jubbarhatti near Shimla. In order to promote herb cultivation a project of Rs. 35 lakh would be set up at Hamirpur to facilitate processing and marketing of herbs such as Aloevera, Behra, Amla and Haldi etc. A project of Rs. 78 lakh would be set up at Palampur in District Kangra to manufacture potato chips and bhujia etc. Besides modern machineries for hygienic food processing and packaging at a cost of Rs. 8.50lakh. 

Chief Minister said that with a view to promote tourism in and around Pong Dam area a project of Rs. 51 lakh would be set up at Fatehpur in Kangra District while Rs. 7.40 lakh would be spent to promote herbs cultivation on wasteland of farmers and Government through cooperative efforts. He said that an ice factory would be setup at Dehra with a cost of Rs. 49 lakhs to keep fish catch fresh for longer period and to cater the local demand of ice in the area. He said that to promote tourism around Banjar area luxury based tents upto 10 men capacity including equipments for rock climbing for river crossing and fishing facilities to the tourists would be set up at a cost of Rs. 20 lakh in Kullu district. 

Chief Minister said that a big project of setting up a Mill for grinding and packing of maize flour with a cost of Rs. 1.34 crore would be set up at Sauli Khud in Mandi. A ginger based processing unit would beset up at Dadahu in Sirmour District with a cost of Rs. 27.31 lakh. A possibility to set up Mineral Water Processing and Packaging Plant at Nichar and Sangla with the costing of Rs. 75.63 lakh would be explored with tie-up with HPMC. 

Chairman H.P. State Cooperative Bank (HPSCB) Shri Harsh Mahajan apprised the Chief Minister that HPSCB had paid a capital of Rs. 847.43 lakhs and working capital is over Rs. 7062 crore at present. He said that many new initiatives were being taken to improve its position in banking sector. 

Chairman, HIMFED Shri Ajay Bahadur Singh apprised the Chief Minister that efforts were being done to improve the cumulative losses which were Rs. 17.63 lakh and MBA Institute Pune was requested to prepare the revival plan. 

Chairman H.P. State Cooperative Agriculture & Rural Development Bank Shri Devi Singh Jistu urged the Chief Minister to provide monetary support and one year guarantee to the Bank. He also urged that Bank had land assets over 3500 bigha but the same could not be transacted as the mutation is not done favour of the Bank. 

Managing Director Jogindra Central Cooperative Bank Shri Daya Ram Sharma told that it has share capital of Rs.288.69 lakh and its reserve and surplus were Rs. 3830 lakh. He said that the Bank had earned the profit of Rs. 960.52 lakh for the year 2012-2013.

Chief Secretary Shri Sudripta Roy, Advisor to Chief Minister Shri T.G. Negi, Additional Chief Secretaries Shri P. Mitra and Shri Ajay Mittal, Principal Secretary to Chief Minister Shri V.C. Pharka, Principal Secretary Finance Dr. Shrikant Baldi, Registrar Cooperative Societies, Shri R.D. Nazim, Managing Director, HPSCARDB Shri L.K. Sharma, Managing Director HIMFED Shri Rakesh Sharma, Managing Director, Kangra Central Cooperative Bank Shri Hans Raj Chauhan and other Senior Officers of the Cooperative Department and Banks were present in the meeting.
