कैथलीघाट-शिमला फोरलेन प्रभावितों को झटका, नहीं मिलेगा बढ़ा मुआवजा, याचिका खारिज

कैथलीघाट से ढली फोरलेन के बीच पड़ने वाले छह गांव के भूमि मालिकों को झटका लगा है। मंडलायुक्त शिमला ने मुआवजा बढ़ाने की उनकी याचिका को खारिज कर दिया है। आठ साल बाद मामले में मंडलायुक्त शिमला की अदालत ने फैसला सुनाया है। इन गांव में 1,000 से ज्यादा प्रभावित आ रहे हैं। प्रभावितों को अब उपमंडलाधिकारी शिमला ग्रामीण की ओर से तय की दरों के अनुसार ही मुआवजा दिया जाएगा। वर्ष 2015-16 में भूमि मालिकों ने मुआवजा बढ़ाने को लेकर मंडलायुक्त के पास याचिका दायर की थी। आठ साल तक मामले में सुनवाई चली। इसके बाद मंडलायुक्त ने माना कि उपमंडलाधिकारी शिमला ग्रामीण की ओर से तय मुआवजा ही सही है और उसे बढ़ाने की जरूरत नहीं है। 

फ्लैट रेट किया था तय
एनएचएआई के अधिवक्ता एमपी कंवर के अनुसार कैथलीघाट से ढली फोरलेन के बीच छह बड़े गांव आ रहे हैं। इनमें पुजारली, गुसेन, मझार, भाड, भोग और मोहरी शामिल हैं। इनमें 1,000 से ज्यादा प्रभावित हैं। प्रभावितों के लिए उपमंडलाधिकारी शिमला ग्रामीण ने फ्लैट रेट तय किया था। इनमें उपजाऊ और बंजर जमीन का एक समान मुआवजा बनाया गया था, जिससे भूमि मालिक खुश नहीं थे। इसके बाद उन्होंने मुआवजा बढ़ाने के लिए याचिका दायर कर दी। अभी भी करीब 100 करोड़ के करीब मुआवजा दिया जाना बाकी है। हालांकि मकानों के लिए अलग से मुआवजा तय किया गया था। जिसकी सुनवाई अभी चल रही है।

27 किलोमीटर बनेगा तीसरे चरण में फोरलेन

• परवाणू से शिमला फोरलेन के तीसरे चरण में कैथलीघाट से ढली के बीच सड़क बनेगी
• इसकी लंबाई करीब 27 किमी होगी
• लगभग 3,755 करोड़ रुपये की अनुमानित पूंजी लागत प्रस्तावित है
• इसे दो चरणों में बनाया जाना है

20 पुल, दो टनल, एक अंडरपास, 53 कलवर्ट, एक प्रमुख जंक्शन, दो अल्प जंक्शन और एक टोल प्लाजा बनाया जाना प्रस्तावित है

48% road mishaps in Himachal occurred on National highways last year

National highways have reportedly seen more accidents than other highways and roads in the state. In 2022, national highways, which are just about six per cent of the total road length in the state, recorded 48 per cent accidents and 43 per cent deaths.

443 killed in these accidents

As per a government report, 2,597 road accidents in the state last year, 1,258 took place on national highways

As per the report of the Union Ministry of Road Transport and Highways, of the total 2,597 road accidents in the state last year, 1,258 accidents took place on national highways. While the total number of deaths in these mishaps was 1,032, as many as 443 died in accidents on national highways.

Considering that the national highways comprise just around 2,200 km of the total 41,000 km of road length in the state, the number of accidents and resultant deaths is quite high.

The two major reasons for such accidents and subsequent deaths are overspeeding and driving on the wrong side. As many as 517 accidents took place due to overspeeding, resulting in 264 deaths, while 268 accidents occurred due to driving on the wrong side, killing 99 people and drunken driving caused 25 accidents, resulting in the death of six persons. Incidentally, the national highways under the National Highways Authority of India (NHAI) saw fewer accidents and deaths than the national highways under the Public Works Department (PWD). As compared to 251 accidents and 76 deaths on the national highways under the NHAI, the national highways under the PWD recorded 998 accidents and 361 deaths.

Among the people killed in such accidents on national highways, 95 were pedestrians. The death count in the accidents involving two-wheelers and light motor vehicles like cars and taxis was 150 and 111, respectively.

Given the high number of accidents and deaths on national highways, the state Transport Department is planning to make people working at roadside establishments aware about road safety and engage them in post-accident situations to bring down the number of fatalities. "We have roped in the Social Work Department of Himachal Pradesh University to conduct a survey among the people working at roadside establishments like hotels, dhabas and kiosks along the national highways. These people are the first responders in case of an accident. Through this survey, these people will be made aware about road safety and laws so that they can help other people involved in mishaps without any fear," said Anupam Kashyap, Director, Transport Department.

To begin with, the survey will be done on the Parwanoo-Shimla National Highway and later on the other national highways. Also, the department plans to provide institutional training in helping out accident victims to the individuals keen on higher level of engagement in road safety activities.

Centre gives nod to 22-km Padhar-Bijni road project

The Union Ministry of Environment and Forest has given approval to the construction of a 22-km stretch of the Pathankot-Mandi national highway four-lane project between Padhar and Bijni in Mandi district.

The construction work on this stretch was hanging fire for the past three years in the absence of forest and environment clearances as large areas of forestland was involved. To avoid environmental degradation and cutting of hills, this highway stretch would have only two lanes.

Vikas Surjewala, Project Director of the National Highways Authority of India (NHAI), told The Tribune that global bids for this highway stretch were opened in New Delhi last year. The Rs 400-crore project was awarded to a private construction company and the work under the first phase between Kandhwal and 32 Miles was already in progress. Five major and nine minor bridges, besides three overpasses would be constructed. The length of the highway would reduce from 22 km to 19 km after the work on this highway stretch was completed.

Surjewala said that land had already been acquired for the project. The decision of the Central Government to grant environment clearance would ensure the early completion of the Rs 8,000-crore project, which was pending since 2018.

This 219-km four-lane road project is one of the strategic projects linking Pathankot to Leh, Ladakh and other forward areas. Considering defence requirements, the Central Government wants to complete it at the earliest. The distance between Pathankot and Mandi would reduce from 219 km to 171 km once the work on the entire road is completed.

Solan-Kaithlighat four-lane work delayed

With the work to widen the 22.91-km stretch of the Solan-Kaithlighat section of National Highway (NH)-5 yet to be completed, the commuters will have to wait longer to take a shorter route to Shimla from Chandigarh.

Deadline revised several times

The work to widen the 22.91-km stretch on the Kalka-Shimla highway was assigned to AIREF Engineers by the NHAI in December 2018. It was supposed to be completed by June 2022, but since some major works, including the construction of a flyover at Chambaghat and tunnel near Kandaghat, were not completed, its deadline was revised several times.

Nearly 80 per cent of the work has been completed. The construction of the flyover is likely to be finished by the year-end as key works like laying of a 54-m slab there are underway.

The construction of the tunnel has resumed after the work was halted for nearly a year. Since its length has been increased by 207m, the process to seek requisite approvals by the conciliation committee of the National Highways Authority of India (NHAI) was completed recently.

"The construction of the tunnel near Kandaghat will take around 13 months to complete. The remaining work to four-lane the Solan-Kaithlighat section of the NH-5 is slated to be completed by the year-end, which was its extended deadline," NHAI Project Director Anand Dahiya said.

He said the issues like the delay in securing forest clearance of 0.9 hectares on the Chail road in Kandaghat, where the flyover has to be constructed, contributed to the delay in the work. Other works like constructing reinforced walls below a resort and a private university near Waknaghat are also underway and would be completed by the end of December.

The work to widen the 22.91-km stretch on the Kalka-Shimla highway was assigned to the AIREF Engineers by the NHAI in December 2018. It was supposed to be completed by June 2022, but since some major works, including the construction of flyover and tunnel, were not completed, its deadline was revised several times.

Ownership dispute between the Forest Department and some locals at Kaithlighat resulted in delayed acquisition of a chunk of land. Similarly, ownership disputes at Kandaghat delayed the construction of the tunnel.

This is the third phase of the National Highway Development Project on the Kalka-Shimla highway, which when completed, will reduce the journey time significantly. The highway is being constructed on the engineering, procurement and construction mode.

The four-laning of the previous 39-km stretch on the Parwanoo-Solan portion was completed after 27 additional months. Though both the projects were supposed to be completed within 30 months, they could not meet the deadline.

सोलन-कैथलीघाट फोरलेन के दूसरे चरण को हरी झंडी, एनएचएआई ने काम में तेजी लाने के दिए निर्देश

कालका-शिमला नेशनल हाईवे पर दूसरे चरण में बन रहे फोरलेन के लिए फोरेस्ट क्लीयरेंस मिल गई है। पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय की ओर से राष्ट्रीय राजमार्ग प्राधिकरण को काम करने की हरी झंडी दी गई है। इसके बाद कंपनी को भी तेजी से कार्य करने के निर्देश एनएचएआई की ओर से जारी कर दिए गए हैं। कंडाघाट के समीप 0.9036 हेक्टेयर वन भूमि के प्रवर्तन के लिए भारत सरकार के पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय से क्लीयरेंस प्राप्त हुई है। रिपोर्ट आने के बाद कंडाघाट के समीप राष्ट्रीय राजमार्ग की सुरंग को पूरे किए जाने का रास्ता साफ हो गया है। टनल का 460 मीटर कार्य पूरा हो गया है। अब 207 मीटर कार्य कंपनी की ओर किया जाना है। इसी के साथ 1.8 हेक्टेयर भूमि पर वन विभाग की ओर से करीब 2000 पौधे लगाए जाएंगे।

गौर रहे कि हाईवे पर कंडाघाट में बन रही 667 मीटर लंबी सुरंग का दूसरे चरण में निर्माण हो रहा है, लेकिन छह माह पहले सुरंग के दूसरे हिस्से में पानी का टैंक आड़े आ गया था। साथ ही फोरेस्ट क्लीयरेंस रिपोर्ट न होने के कारण भी कार्य में बाधा उत्पन्न हो रही थी। इसके चलते कंपनी ने कार्य रोक दिया था। कंपनी ने यहां से नई डीपीआर तैयार करने के लिए एनएचएआई को लिखा और अतिरिक्त बजट की भी मांग की थी। इसी के साथ फोरेस्ट क्लीयरेंस रिपोर्ट के लिए लिखा था।

काम के लिए फोरेस्ट क्लीयरेंस दे दी गई है। टनल के आसपास के क्षेत्रों में 1.8 हेक्टेयर भूमि पर वन विभाग की ओर से लगभग 2,000 पौधे अगले मानसून के दौरान लगाए जाएंगे।-कुणाल अंग्रिश, डीएफओ, वन मंडल सोलन
