‘1-min traffic plan’ reintroduced in Shimla to tackle tourist rush

Amid an increase in the number of tourist vehicles entering Shimla, the district police have decided to reintroduce a "one-minute traffic plan" to decongest and manage the traffic movement.

As part of the plan, the police have identified 10 traffic bottlenecks in the city and established halt points a few kilometres ahead of these points where traffic police personnel stop vehicles for 40 seconds and then release them for 20 seconds to ease congestion on the roads.

Introduced earlier this year during the summer season when the tourist inflow increases in the city, the plan has not only proved to be instrumental in making the city free from frequent traffic jams, but has also reduced commuting time.

The halting points were earmarked at Chharabra, IGMC on the Sanjauli-Lakkar Bazaar stretch, Tara Devi near Shoghi, Heeranagar, St Bede's College, Fagli and Khalini on the Shimla-Malyana bypass and Willows Bank on the Vidhan Sabha-Advanced Studies road.

Superintendent of Police, Shimla, Sanjeev Gandhi said, "Apart from being instrumental in streamlining the traffic movement and decongesting city roads, the plan also benefited school-going children and in the events of medical emergencies."

"At a time when the number of vehicles is increasing fast every year and the road network in the city remains more or less the same, such advanced methods have to be devised and implemented effectively to manage traffic," added Gandhi.

The one-minute plan is based primarily on time, number and space. The new plan has received a positive response from transporters, taxi drivers and passengers. The police monitor the traffic flow from a control room.

Formalities for Shimla Ropeway Project completed, tendering process initiated: Deputy CM

All the formalities for construction of the Shimla Ropeway Project, touted to be the second-largest ropeway project in the world, has been completed and the process of obtaining No Objection Certificates (NOC) and tendering has been initiated, Deputy Chief Minister Mukesh Agnihotri said on Friday.

Consultants have been hired for the project that aims to decongest Shimla city and a detailed project report has been prepared and submitted, Agnihotri said.

The 13.55 km long eco-friendly green ropeway project has three lines and 13 stations built at a cost of Rs 1,555 crore, he said, adding that it would be funded by the New Development Bank, he said.

Agnihotri said the ropeway would be the second-largest ropeway in the world with a 32-km ropeway project in South America to be the largest.

The biggest players in the ropeway projects are expected to participate in the bid, said the deputy CM who also holds the portfolio of the transport department. About 65 per cent of the material for the project would be imported, he said.

The work on the project is likely to start in October 2024. The first phase of construction would be done in two and a half years and the project would be completed in five years, Agnihotri said.

The ropeway would initially start with 220 cabins with a capacity of 8-10 persons in each, which would subsequently be increased to 660, he said.

The project will provide innovative urban transportation in Shimla with the aim to charge a nominal fare to commuters, the deputy CM said.

This could make Himachal Pradesh a model for the country in ropeway commuting, he added.

The project would provide direct employment to 250 people and indirectly to over 20,000 people, the minister said.

Agnihotri said that in a bid to push for ropeway transportation, the state government is also discussing plans to build the Jabli-Kasauli ropeway at Rs 253 crore and the Narkanda-Hatu Peak ropeway at Rs 172 crore.

Another project to build a ropeway from Parwanoo-Shimla ndash; which could be the longest ropeway project in the world at 38 km ndash; has also been proposed, he added.

The thirteen stations on the ropeway's route are: Taradevi, Judicial Complex Chakkar, Tutikandi, New ISBT, Railway Station, Old ISBT, Lift, Chota Shimla, Navbahar, Sanjauli, Indira Gandhi Medical College and Hospital, Ice Skating Rink (Rivoli) and 103 Tunnel.

हिमाचल प्रदेश की राजधानी शिमला में एशिया का सबसे लम्बा रोप-वे प्रोजेक्ट बनेगा। शिमला शहर में 1555 करोड़ की लागत से 13.79 किलोमीटर लंबी रोपवे का निर्माण होगा। खास बात यह है कि यह विश्व का दूसरा सबसे लंबा रोपवे होगा। शिमला शहर से सटे तारादेवी से उपनगर संजौली तक बनने वाली इस रोपवे में कुल 13 स्टेशन बनेंगे। इसमें 660 केबिन होंगे और प्रत्येक कैबिन में 8 से 10 व्यक्तियों के बैठने की क्षमता होगी। 

उप मुख्यमंत्री मुकेश अग्निहोत्री ने शुक्रवार को यह जानकारी दी। उन्होंने बताया कि शिमला शहर में ट्रैफिक की समस्या से निजात दिलाने के लिए यह रोपवे प्रोजेक्ट महत्वपूर्ण भूमिका निभाएगा। उन्होंने कहा कि यह विश्व का दूसरा सबसे बड़ा रोपवे प्रोजेक्ट होने वाला है, जो भारत समेत कई देशों के लिए उदाहरण बनेगा। 

उन्होंने कहा कि 1555 करोड रुपए का य़ह प्रोजेक्ट न्यू डेवलपमेंट बैंक एनडीबी से वित्त पोषित है। इसमें हिमाचल प्रदेश सरकार की भी हिस्सेदारी रहेगी। यह प्रोजेक्ट अब जल्द शुरू कर दिया जाएगा। इसके लिए सभी प्रकार की एनओसी और टेंडर प्रक्रिया आरंभ कर दी जाएगी। अगले अढ़ाई साल में प्रोजेक्ट का पहला चरण पूरा कर दिया जाएगा जबकि पूरा प्रोजेक्ट पांच साल में पूरा होगा। 

उप मुख्यमंत्री ने बताया कि इस पूरे रोपवे प्रोजेक्ट में 13 स्टेशन होंगे। जिसमें रोपवे की तीन लाइने रेड ,ग्रीन, ब्लू चलेगी। रोपवे के पूरे प्रोजेक्ट में 660 केबिन चलेगी जिसमें 8 से 10 लोगों के बैठने की क्षमता होगी। 2 से 3 मिनट के भीतर स्टेशन पर लोगों के लिए कैबिन उपलब्ध हो जाएगा उन्होंने कहा कि इस रोपवे का पहला स्टेशन तारादेवी में बनेगा। इसके बाद ज्यूडिशियल कॉम्पलेक्स, टूटीकंडी पार्किंग, न्यू आईएसबीटी टूटीकंडी, रेलवे स्टेशन, ओल्ड बस स्टैंड शिमला, लिफ्ट, सचिवालय छोटा शिमला, नव बहार, संजौली, आईजीएमसी, आइस स्केटिंग रिंक और 103 टनल के नजदीक होटल चेतन पर स्टेशन बनाए जाएंगे।

मुकेश अग्निहोत्री ने बताया कि लोगों की सुविधा के लिए रोपवे प्रोजेक्ट में किराया बस किराए के समान ही रखा जाएगा ताकि अधिक से अधिक लोग इसका लाभ उठा सके। उन्होंने बताया कि तारा देवी-शिमला रोपवे के बाद परवाणू से शिमला तक भी रोपवे का निर्माण किया जाएगा। इस पर 6600 करोड़ रुपये की लागत आएगी। इसकी लंबाई 38 किलोमीटर होगी और यह विश्व का सबसे लंबा रोपवे होगा।

बता दें कि इस रोपवे का सबसे बड़ा फायदा सैलानियों का होगा। दरअसल समर और विंटर सीजन के दौरान भारी संख्या में सैलानी शिमला का रूख करते हैं। ऐसे में शिमला शहर से पहले 10 किलोमीटर तक वाहनों का लंबा जाम लग जाता है। ऐसे में रोपवे के धरातल पर उतरने से सैलानियों को शहर में लगने वाले जाम से नहीं जूझना पड़ेगा।

भाजपा नेता चेतन बरागटा ने लगाया आरोप, कहा- बेरोजगारी में हिन्दुस्तान का पहला राज्य बना हिमाचल

बेरोजगारी में हिमाचल फिर हिंदुस्तान में नंबर एक बन गया है। भाजपा के प्रदेश प्रवक्ता चेतन बरागटा ने आरोप लगाया कि 3 दिसंबर को पीएलएफएस ने जारी डेटा के मुताबिक प्रदेश शहरी बेरोजगारी में नंबर एक है। इस डेटा के मुताबिक हिमाचल का 15 से 29 वर्ष का 34 प्रतिशत युवा बेरोजगार है। 

49 प्रतिशत महिलाएं बेरोजगार है

प्रदेश की 15 से 29 आयु वर्ग की 49 प्रतिशत महिलाएं बेरोजगार है। साल के पहले अप्रैल, मई और जून में हिमाचल प्रदेश बेरोजगारी में नंबर एक रहा और जुलाई, अगस्त और सितंबर में भी बेरोजगारी में हिमाचल प्रदेश नंबर एक रहा। चेतन बरागटा ने कहा कि प्रदेश सरकार को याद दिलाना चाहता हूं की, कांग्रेस ने जनता को गारंटी दी थी। पहली कैबिनेट में एक लाख युवाओं को नौकरी देंगे। साल में 5 लाख युवाओं को रोजगार देने की गारंटी थी।

Administration prepares to deal with snow

To ensure that the residents and tourists do not face any inconvenience during the snowfall season, the district administration has done preparations in advance. The city has been divided into five zones and officials and employees of different departments have been assigned work in these zones.

From every department, one nodal officer (total 26 nodal officers) has been assigned work in every zone. The Deputy Commissioner has issued directions to officials of the PWD, the NHAI and the Shimla MC to ensure timely road clearance during snowfall season. He also instructed to ensure required machinery, equipment and calcium chloride, sand and other material required during snowfall season.

Meanwhile, the Shimla Municipal Corporation (SMC) has also started preparations ahead of snowfall season and Rs 70 lakh have been earmarked for road clearance and other works. Apart from buying new machinery and equipment, more than 150 workers would be deployed in different parts of the city. For early melting of snow, calcium chloride would be sprinkled.

The MC, apart from one JCB machine of its own, would take JCB machines from contractors for road clearance. And for interior or congested areas, snow robots would be used to clear roads and pathways. The civic body has two snow robots and planning to purchase two more.

लोकसभा चुनाव से ठीक पहले हिमाचल प्रदेश में मंत्रिमंडल विस्तार की अटकलों ने जोर पकड़ा है। दरअसल, हिमाचल प्रदेश में सुखविंदर सिंह सुक्खू की सरकार में तीन मंत्री पद खाली पड़े हैं। इस मसले पर पूछे जाने पर मुख्यमंत्री सुखविंदर सिंह सुक्खू ने कहा कि हाईकमान से हरी झंडी मिलते ही मंत्रियों के तीनों पद भर दिए जाएंगे। हाईकमान जैसे ही उचित समझेगा मंत्रिमंडल विस्तार कर दिया जाएगा।

सीएम सुक्खू ने शिमला में गुरु नानक के प्रकाश उत्सव में शिरकत करने के दौरान यह बात कही। मुख्यमंत्री ने कहा कि कांग्रेस ने सत्ता आने से पहले 10 गारंटी दी थी, उनमें से एक स्टार्टअप योजना भी है। जिसकी पहले चरण की शुरुआत ई-टैक्सी के रूप में सरकार ने कर दी है। 2026 तक सरकार का लक्ष्य भी हिमाचल प्रदेश को हरित राज्य बनाना है। ई टैक्सी योजना से युवाओं को आत्मनिर्भर बनाया जाएगा।

शिक्षा मंत्री ने किया सैंज स्कूल भवन का भूमि पूजन, 2 करोड़ 30 लाख से बनेगा भवन, जल्द कार्य आरंभ करने के दिए निर्देश

26 नवंबर - शिक्षा मंत्री रोहित ठाकुर ने आज ठियोग उपमंडल के अंतर्गत राजकीय आदर्श वरिष्ठ माध्यमिक पाठशाला सैंज के बनने वाले भवन का भूमि पूजन किया। शिक्षा मंत्री ने अपने संबोधन में कहा कि भवन का निर्माण कार्य लगभग 2 करोड़ 30 लाख रुपए की राशि से पूर्ण किया जाएगा तथा आने वाले समय में भी स्कूल को धन की कमी नही आने दी जाएगी। उन्होंने कहा कि यह क्षेत्र की बहुत पुरानी मांग थी। इसका निर्माण कार्य पूर्ण होने से यहां के छात्रों एवं लोगों को इसका लाभ मिलेगा। 

 शिक्षा मंत्री ने वित्तीय वर्ष 2024-25 में यहां पर साइंस ब्लॉक के लिए भी प्राथमिकता के तौर पर बजट का प्रावधान करने का आश्वासन दिया । उन्होंने कहा कि प्रदेश के ग्रामीण स्तर तक के विद्यालयों में छात्रों को गुणवत्ता युक्त शिक्षा प्रदान करना हमारी प्राथमिकता है। उन्होंने कहा कि प्राथमिक शिक्षा में 2252 पदों की भर्ती प्रक्रिया शुरू की जा चुकी है जिससे शिक्षकों की कमी दूर होगी। शिक्षा मंत्री ने कहा कि यहां पर स्कूल के खेल मैदान की भी बात सामने आई है। साथ लगती जमीन लोक निर्माण विभाग के पास है जिसे अधीन करने के लिए भी पैरवी की जाएगी ताकि यहां पर एक बेहतर खेल मैदान का निर्माण हो सके। उन्होंने कहा कि भारी आपदा से प्रदेश को काफी नुकसान पहुंचा था। सीमित संसाधनों के बावजूद प्रदेश सरकार ने आम जनजीवन पटरी पर लाया है। उन्होंने कहा कि प्रदेश को आत्मनिर्भर बनाने के लिए समय-समय पर उचित कदम उठाए जा रहे है जिसकी बदौलत इसी वर्ष प्रदेश को 1100 करोड़ रुपए का राजस्व अर्जित हुआ है। इस अवसर पर शिक्षा मंत्री ने सैंज स्कूल के राष्ट्रीय पदक हासिल कर चुके विद्यार्थियों को सम्मानित किया जिसमे अजय चंदेल ने खो-खो में तथा सेजल, हेमलता एवं साक्षी ने ताईक्वांडो में राष्ट्रीय पदक हासिल किए है।

 स्थानीय विधायक कुलदीप सिंह राठौर ने अपने संबोधन में कहा कि पूर्व मंत्री विद्या स्टोक्स का क्षेत्र के विकास में महत्वपूर्ण योगदान रहा है। क्षेत्र के विकास कार्यों को गति प्रदान करने के लिए हर संभव प्रयास किए जायेंगे। उन्होंने कहा कि पराला में बैंक की मांग भी जल्द ही पूर्ण होने जा रही है। विधायक ने कहा कि अगले वर्ष तक कुरपन खड्ड पेयजल योजना का निर्माण कार्य भी पूर्ण होने जा रहा है जिससे क्षेत्र की 57 पंचायतों की प्यास बूझेगी तथा आगामी 25 वर्षों तक क्षेत्र में पानी की समस्या नहीं होगी।

To nail tax defaulters, Shimla Municipal Corporation mulls changes in rules

The BJP retained the posts of Mayor and Deputy Mayor of the Mandi Municipal Corporation in the election held today. Virender Bhatt, BJP councillor from Ward No. 2 (Purani Mandi) and former Deputy Mayor, was elected Mayor while Madhuri Kapoor, councillor from Ward No. 12 (Thanehada), was elected Deputy Mayor.

Sanyardi Ward councillor Virender Arya proposed Bhatt's name for the post of Mayor while Behna Ward councillor Krishan Bhanu proposed Madhuri's name for the post of Deputy Mayor. Both proposals were unanimously accepted in the House.

Presiding Officer Nivedita Negi, Additional Deputy Commissioner, administered the oath of office and secrecy to the newly elected Mayor and Deputy Mayor. Mandi Sadar MLA Anil Sharma, Balh MLA Inder Singh Gandhi and Darang MLA Puran Chand Thakur, besides, Municipal Corporation Commissioner HS Rana and councillors were present on the occasion.

The BJP has 11 councillors in the house of 15 while the Congress has four councillors, who were elected two and a half years ago when the civic body was formed during the BJP regime in 2021. As the post of Mayor was reserved for women, Deepali Jaswal was elected Mayor while Virender Bhatt was elected Deputy Mayor for a tenure of two and a half years. This time, the post of Mayor was open.

Leader of the Opposition Jai Ram Thakur, who was camping here, congratulated the newly elected Mayor and Deputy Mayor. He said, "I am hopeful that the newly elected Mayor and Deputy Mayor will work for the development of Mandi, as per the expectations of people. I also thank Congress councillors, who did not file nominations for the posts of Mayor and Deputy Mayor and supported the BJP candidates."

Himachal Govt offers tax rebate if vehicles scrapped at registered facility

In a move to encourage the adoption of eco-friendly transportation, the government has decided that the vehicle owners would be eligible for a one-time waiver of motor vehicle tax, along with associated interest and penalties, if they choose to scrap their old vehicles at a registered vehicle scrapping facility (RVSF).

• The key objective behind the scrapping policy is to find the unfit vehicles and methodically recycle them
• "The tax concessions are investments in the state's future well-being, with a broader impact on economic growth and environmental sustainability," said Sukhu

"This incentive will be valid for a one-year period, aiming to motivate owners to responsibly dispose of their vehicles in line with existing environmental norms," said a government spokesperson.

The government has also decided to offer a 25 per cent concession on non-transport vehicles for up to 15 years and 15 per cent concession for transport vehicles for eight years. This concession applies to the tax payable under Section 14 of the HP Motor Vehicles Taxation Act, 1972, while registering a new vehicle, provided a valid 'Certificate of Deposit' is submitted.

The state government has set a target to transform the state into a green energy state by March 31, 2026. Several measures have already been implemented in alignment with this goal, including provisions in the budget to strengthen green initiatives. "Incentivising vehicle scrapping is important. It will encourage owners to opt for environmentally friendly registered vehicle scrapping facility," the CM said.

Thefts at four Shimla temples

Miscreants have stolen gold, silver and money from four temples in Shimla district. While the thieves struck at three temples in Theog on the night of November 22, they targeted the temple in Rohru on November 23 night.

SP, Shimla, Sanjeev Gandhi said the thieves would be arrested soon.

Himachal DGP expresses displeasure over low challans in six districts

Expressing displeasure over low rate of traffic violation challans in six districts of the state, Himachal Pradesh DGP Sanjay Kundu on Friday wrote letters to the SPs concerned regarding the same, according to a statement.

In the letter, the DGP asked them to intensify their efforts to increase the number of traffic challans under the Motor Vehicle Act.

The letter pointed out a decrease of over 45 per cent in traffic challans in Shimla district.

However, Shimla SP Sanjeev Kumar Gandhi said good plans, not challans help in reducing accidents and added that the number of accidents have come down by 18 per cent, deaths by 31 per cent and injuries by 36 per cent even though there is a decline of 49 per cent in the number of challans issued.

The number of road accidents, deaths and injuries declined from 319, 160 and 631 from (January 1 to November 23, 2022) to 260, 110 and 401 respectively in the same period in 2023 while the number of challans issued reduced from 168347 in 2022 to 85786 in 2023, the SP told PTI on Friday.

Timely and right planning like one-minute traffic plan for tourist season and apple on wheels during apple with focus on road safety and road traffic schooling to ensure voluntary compliance on roads, helped in reducing the road accidents.

Violations with promotional correlation with accidents like drunken driving, rash and negligent behaviour of drivers and others were targeted, he added.

The number of issued traffic challans in Himachal Pradesh has come down from 7,47,951 in 2022 (from January 1 to October 31) to 6,99,618 in the same period in 2023, a statement issued here by the Deputy Inspector General (DIG) of traffic, tourist and railways on Wednesday had said.

The Supreme Court Committee on Road Safety (SCCoRS), which also monitors the progress of the State Police in traffic enforcement measures from time to time, has adversely commented on low rate of traffic violation challans by the state police, the communiqueacute; from the police headquarters said.

It is self-evident that effective enforcement of traffic rules and regulations plays a crucial role in reducing road accidents, ensuring public safety and promoting adherence to traffic rules and regulations in the state and by increasing the number of traffic challans, we not only deter potential violators, but also send a clear message about the importance of adhering to traffic laws, DGP Kundu said.

"Reduction in traffic challans may inadvertently signal a weakening of enforcement activities which could compromise the overall safety of our roads. Given the critical importance of traffic laws enforcement in saving human lives, it is desired to intensify your efforts in increasing the traffic challans under MV Act," the letter sent to the SPs of Bilaspur, Chamba, Kullu, Mandi, Shimla and Solan said.

दो मंजिला भवन के मालिक बढ़ा सकेंगे एटिक की ऊंचाई, टीसीपी ने फाइल सरकार को भेजी

टाउन एंड कंट्री प्लानिंग क्षेत्र और नगर निगम की परिधि में भवन की छत (एटिक) बढ़ाने का फायदा फिलहाल उन्हीं लोगों को मिलेगा, जिनके मकान दोमंजिला बने हैं। अगर प्लॉट पर नया मकान बनाया जाना है तो ऐसे लोगों को भी एटिक की ऊंचाई बढ़ाने की सरकार अनुमति देगी। लेकिन जिन लोगों ने तीन व इससे ज्यादा मंजिल के भवनों का निर्माण किया है, वह अभी एटिक नहीं बढ़ा सकेंगे। इसके स्पष्टीकरण के लिए टीसीपी ने फाइल सरकार को भेजी है।

दरअसल पहले एटिक की ऊंचाई 2.75 मीटर थी। इसे रिहायशी बनाने की अनुमति भी नहीं थी। अब प्रदेश सरकार ने मकानों की छत की ऊंचाई बीच से 3.05 मीटर तक बढ़ाने की अनुमति दी है। भवन की एटिक को रिहायशी बनाने के लिए सरकार ने हिमाचल नगर एवं ग्राम योजना नियम 2014 को मंजूरी दी है। प्राकृतिक आपदा के चलते पहले प्रदेश सरकार ने सारी प्रक्रिया रोक दी थी। अब सरकार ने इसे फिर से शुरू करने के निर्देश जारी कर दिए हैं।

नियमों के तहत जिन लोगों के दो मंजिला मकान बन गए हैं, अगर वह छत की ऊंचाई बढ़ाना चाहते हैं तो उन्हें संशोधित नक्शा टीसीपी कार्यालय और एमसी कार्यालय में जमा कराना होगा। उसके बाद ही उन्हें इसका लाभ मिल सकेगा। अब सरकार ने एटिक में बिजली और पानी के कनेक्शन देने का फैसला भी लिया है। इसके अलावा पहले लोग एटिक को बेच भी नहीं सकते थे। अब जरूरतमंदों को बेचने का भी अधिकार दिया गया है। गौरतलब है कि लोग लगातार मुख्यमंत्री कार्यालय में एटिक को रिहायशी बनाने की मांग कर रहे थे। विधानसभा चुनाव के दौरान कांग्रेस ने लोगों को इस बारे में आश्वस्त किया था।

Shimla ZP okays Rs 590 cr budget for works under MGNREGA

A meeting of Zila Parishad presided over by chairperson of ZP Chandra Prabha Negi was held at Bachat Bhawan here today.

16 proposals approved

• A total of 16 proposals related to various department works were approved during the meeting, while 42 proposals put forward by members were discussed in detail
• The senior officials of different departments gave detailed information on 15 questions raised during the present meeting and 20 raised during the last meeting
• An assurance was given that these works would be completed soon

A budget of Rs 590.92 crore was passed for all the development blocks of the district under Mahatma Gandhi National Rural Employment Guarantee Act 2005 (MGNREGA) and budget of Rs 4.96 crore was also passed under the 15th Finance Commission.

Negi instructed Additional Deputy Commissioner Shimla Abhishek Verma to ensure the presence of all the Sub-Divisional Officers and office heads in the Zila Parishad meetings so that the members can get information regarding the actual status of the ongoing development works in the district. Negi also directed appropriate action against absentee officials.

A total of 16 proposals related to various department works were approved during the meeting. Apart from this, 42 proposals put forward by the members were discussed in detail. The proposals were about Deputy Commissioner's Office, tourism, horticulture, animal husbandry, public works, panchayati raj and police departments, HIMFED, HIMUDA, HRTC, Medical Department, etc. Various works related to the state government were also covered during the meeting.

The senior officials of different departments gave detailed information on 15 questions raised during the present meeting and 20 questions raised during the last meeting. An assurance was given that these works would be completed soon.

Negi instructed the officials to take swift action and complete the works mentioned in the proposals and questions put forward by the Zila Parishad members. "We are accountable to the people of our area. Keeping this in mind, a meeting will be held with the Additional Deputy Commissioner on a monthly basis regarding the progress of the proposals and questions put forward in the zila parishad meeting," she added.

Negi also asked the Additional Deputy Commissioner to submit complete details of funds which were allocated by Zila Parishad members for development works but not being utilised so that these funds can be used on other development works.

Additional Deputy Commissioner Abhishek Verma assured to ensure the presence of all Subdivisional Officers and other office heads in the next meeting. He said that appropriate action will be taken against officials who would be absent.

मटर के गिरे दाम तो टमाटर ने लगाई छलांग, शिमला में बढ़ रहे सब्जियों के दाम

राजधानी शिमला में हाल के दिनों में फिर से कई सब्जियों के दामों में महंगाई तो कई सब्जियों के दामों में गिरावट देखने को मिली है। इन दिनों मंडियों में मटर काफी हद तक कम हो गया है। कुछ ही दिन पहले मटर के दाम 160 रुपए किलो थे। वहीं अब मटर के दाम गिरकर 80 रुपए किलो हो गए हैं। टमाटर एक बार फिर बढ़ गया है। टमाटर के दाम अब 70 रुपए किलो हो गए हैं। 

40 से 50 रुपये किलों बिक रहा था टमाटर

कुछ दिनों पहले टमाटर 40 से 50 रुपए किलो था। लोगों को बार बार सब्जियों के दाम बढ़ने के कारण महंगाई की बारी मार झेलनी पड़ रही है। वैसे ही रोजमर्रा की चीजें हर दिन महंगी हो रही हैं। ऐसे में अब सब्जियां भी लोगों की परेशानियां बढ़ाने लगी हैं। टमाटर के अलावा अब प्याज भी एक बार फिर से लोगों को सता रहा है। 

एक बार फिर बढ़े प्याज के दाम   

प्याज के दाम एक बार फिर से 60 रुपए प्रति किलो हो गए हैं। बीते दिनों प्याज गिरकर 40 रुपए तक पहुंच गया था, लेकिन अब फिर से एक बार प्याज 60 रुपये किलो हो गया है। प्याज के साथ साथ अरबी भी 60 रुपए किलो हो गई है। अब अधिकतर सब्जियां मंडियों में पहाड़ी सब्जियां हैं। इस कारण भी कई सब्जियों के दाम इन दिनों ज्यादा हैं। हालांकि कुछ सब्जियां ऐसी हैं जो मैदानी इलाकों की हैं। जिमिकंद भी मंडियों में 100 रुपए किलो मिल रहा है।

बढ़ते दामों से लोग परेशान

शहर के विवेक शर्मा, ललिता ठाकुर, मनोरमा शर्मा का कहना है कि सब्जियां दिन प्रतिदिन महंगी होती जा रही हैं। इससे आम लोगों पर महंगाई का गहरा असर पड़ रहा है। कई लोगों का कहना है कि मंडी में अगर इसी तरह सब्जियों के दाम बढ़ते रहे, तो एक दिन सब्जियों की खरीदारी बंद करने की नौबत आ जाएगी। 

सब्जियों के जगह दालों की ओर बढ़ रहे लोग

झंझीड़ी की कमला का कहना है कि घर में आठ लोग रहते हैं। ऐसे में सब्जियां भी प्रति किलो के हिसाब से ज्यादा खरीदनी पड़ती हैं। सब्जियों के दाम ज्यादा होने से सब्जियों की मात्रा कम करके खरीदारी करनी पड़ती है। वहीं कनलोग के सुभाष वर्मा का कहना है कि और चीजों की महंगाई पहले ही ज्यादा है। ऐसे में सब्जियां भी हर दिन थाली से बाहर होती जा रही है। अगर ऐसा ही चलता रहा, तो एक दिन सब्जियों के बजाए दालें खरीदनी पड़ेगी।

पुष्पांजलि अर्पित कर मनाई पूर्व प्रधानमंत्री इंदिरा गांधी की जयंती

शिमला 19 नवंबर - 

भारत की प्रथम महिला प्रधानमंत्री भारत रत्न स्वर्गीय इंदिरा गांधी की जयंती आज यहाँ ऐतिहासिक रिज मैदान स्थित उनके स्मारक पर पुष्पांजलि अर्पित कर मनाई गई। 

इस अवसर पर शिक्षा मंत्री ने प्रदेश वासियों की ओर से स्वर्गीय इंदिरा गांधी को पुष्पांजलि अर्पित करते हुए कहा कि इंदिरा गांधी के कार्यकाल में अनेक ऐतिहासिक कार्य हुए हैं जिसमें बैंक को नेशनलाइज़्ड करने, पाकिस्तान को करारी शिकश्त देने जैसे कार्य शामिल हैं। देश की प्रगति में उनके योगदान के लिए इंदिरा गांधी को भारत रत्न से नवाजा गया था। इसके अतिरिक्त, 1971 में हिमाचल को भी स्टेटहुड उनके समय में ही मिली थी और डॉ यशवंत सिंह परमार मुख्यमंत्री थे। आज सभी राष्ट्रवासी और प्रदेशवासी उन्हें श्रद्धासुमन अर्पित कर रहे है और उनके योगदान के लिए यह राष्ट्र हमेशा कृतज्ञ रहेगा।

सांसद लोकसभा प्रतिभा सिंह ने कहा कि स्वर्गीय इंदिरा गांधी के जन्मदिन पर हम उन्हें श्रद्धासुमन अर्पित करते हैं और देश को नई ऊंचाइयों पर ले जाने के लिए उनके योगदान को याद करते हैं। उन्होंने कहा कि हम इंदिरा गांधी के आदर्शों का पालन करते हुए जीवन में आगे बढ़ें यही उनके प्रति देशवासियों की सच्ची श्रद्धांजलि होगी। 

कार्यक्रम में स्वास्थ्य एवं परिवार कल्याण मंत्री कर्नल डॉ धनि राम शांडिल ने भी शिरकत कर स्वर्गीय इंदिरा गांधी की प्रतिमा पर पुष्पांजलि अर्पित की। 

इस दौरान सूचना एवं जनसम्पर्क विभाग के कलाकारों ने देशभक्ति के गीत और भजन गायन की प्रस्तुति दी।

Shimla to have eight more green belts

The state Cabinet today decided to carve out eight new green belts in the state capital and declare them no construction zones. This will raise the total number of green belts in Shimla to 25.

The city at present has 17 green belts spread over 414.36 hectares, which were carved out in December 2000 and declared no construction zones. The decision to carve out more green belts in Shimla will help preserve forests, as proposed by environmentalists. The 17 green belts have been acting as the lungs of the city with no construction activity for the past 23 years.

In contrast to today's decision of the Congress government to increase the number of green belts, the previous BJP regime had thrown open the 17 green belts and the core area of the city for construction. The National Green Tribunal (NGT) had in its 2017 order not only restricted the opening of green belts for construction but also banned construction in the most congested core area of the city.

The Cabinet also decided to bring more parts of Kullu and Chopal under the ambit of the planning area. The decision is aimed at regulating haphazard construction in these areas that have witnessed rapid urbanisation.

The Supreme Court had on May 3, 2023, given the go-ahead to the government to notify the Shimla Development Plan (SDP). The Cabinet had approved the document on June 19. The previous BJP government by way of the SDP, also known as Vision 2041, had proposed to throw open the green belts for construction.

उद्योग मंत्री से मिलीं ब्रिटिश उप-उच्चायुक्त, हथकरघा उत्‍पादों व क्रिकेट टेस्ट मैच के दौरान फैशन शो करवाने पर हुई चर्चा

चंडीगढ़ स्थित ब्रिटिश उप-उच्चायुक्त कैरोलिन रोवेट के नेतृत्व में एक शिष्टमंडल ने शिमला में उद्योग, आयुष व संसदीय कार्य मंत्री हर्षवर्धन चौहान से भेंट की। इस दौरान हिमाचल एवं ब्रिटेन के मध्य व्यापार निवेश के प्रोत्साहन से संबंधित विभिन्न पहलुओं पर चर्चा की गई।

बैठक में ब्रिटिश उप-उच्चायुक्त चंडीगढ़ के समन्वय से अगले वर्ष भारत एवं इंग्लैंड के मध्य धर्मशाला में प्रस्तावित क्रिकेट टेस्ट मैच के दौरान एक फैशन शो से संबंधित आयोजन की संभावनाओं पर भी चर्चा की गई। इससे हिमाचली हथकरघा उत्पादों एवं यहां की संस्कृति को प्रोत्साहन मिल सकेगा।

हथकरघा उद्योग से हुई संबंधित चर्चा

हर्षवर्धन चौहान ने कहा कि बैठक में विशेष तौर पर हथकरघा उद्योग से संबंधित चर्चा की गई। ब्रिटेन में हिमाचल के समान मौसम एवं जलवायु के कारण वहां प्रदेश में तैयार हथकरघा उत्पादों के लिए बेहतर बाजार विकसित हो सकता है। उन्होंने इस संदर्भ में उप-उच्चायुक्त से ब्रिटेन में एक व्यापारिक प्रतिनिधिमंडल भेजने में सहयोग का आग्रह किया गया।

इस प्रतिनिधिमंडल में प्रदेश सरकार के प्रतिनिधियों के साथ ही भुट्टिको जैसे प्रीमियम ब्रांड से जुड़े सदस्य शामिल किए जा सकते हैं। प्रदेश सरकार कुल्लू में स्थित आरआर एग्रो लिमिटेड को भूमि आवंटन की दिशा में आगे बढ़ रही है। उनके उत्पादों की ब्रिटेन में भारी मांग है और वहां की एक कंपनी भी कुल्लू में नई विनिर्माण इकाई स्थापित करने में निवेश कर रही है। इससे क्षेत्र में रोजगार के अतिरिक्त अवसर भी सृजित हो सकेंगे।

प्लांट की स्थापना के लिए 40 करोड़ का किया जा चुका निवेश

उन्होंने कहा कि शराब एवं वाइन क्षेत्र में भी प्रदेश विदेशी निवेश आमंत्रित कर रहा है। राज्य सरकार ने हाल ही में स्काटलैंड की एक कंपनी इयान मैकलियोड की 50.80 करोड़ रुपये की निवेश वाली एक परियोजना को मंजूरी प्रदान की है। इससे 77 लोगों को रोजगार उपलब्ध हो सकेगा। कंपनी को ऊना जिला के औद्योगिक क्षेत्र पंडोगा में अत्याधुनिक माल्ट डिस्टीलरी प्लांट स्थापित करने के लिए नवम्बर, 2021 में 43,700 वर्गमीटर भूमि भी आवंटित की गई है।

कंपनी द्वारा इस प्लांट की स्थापना के लिए अभी तक लगभग 40 करोड़ रुपये का निवेश किया जा चुका है। इस अवसर पर विधायक विनय कुमार, ब्रिटेन से शिष्टमंडल के डिप्टी हैड एवं वरिष्ठ इन्वार्ड निवेश सलाहकार अमनदीप ग्रेवाल, राजनीतिक, प्रैस एवं परियोजना सलाहकार राजेन्द्र एस नगरकोटी, व्यापार एवं निवेश सलाहकार प्रणीत वर्मा सहित निदेशक उद्योग राकेश कुमार प्रजापति भी उपस्थित थे।

जिला परिषद की साधारण बैठक 21 नवम्बर को

शिमला, 18 नवम्बर - जिला परिषद शिमला की साधारण बैठक 21 नवम्बर, 2023 को प्रातः 11 बजे बचत भवन उपायुक्त कार्यालय शिमला में आयोजित की जाएगी।
  जिला परिषद शिमला सचिव ने कहा कि इस बैठक में गत बैठक की कार्यवाही की अभिपुष्टि और गत बैठक के लंबित विषयों पर चर्चा की जाएगी। साथ ही जिला की ग्राम पंचायतों की मनरेगा की शैल्फों को पारित करना तथा अन्य विषयों पर भी बैठक में विचार विमर्श किया जाना है।
  इस बैठक में समस्त जिला परिषद सदस्य एवं जिला भर से विभिन्न अधिकारी और कर्मचारी भाग लेंगे।

Shimla’s ex-Mayors share views on development, income generation

The Shimla Municipal Corporation today convened a meeting of former Mayors and Deputy Mayors in which they gave suggestions on development works, revenue generation for the local body, disaster management, parking issues and drainage system, among other issues pertaining to the city.

Mayor Surender Chauhan said: "Former Mayors and Deputy Mayors shared their valuable suggestions on development of Shimla. These suggestions will be shared with the state government and as per their viability, would be implemented in letter and spirit. There are many properties of the corporation in the city, which need to be identified as they can become a major source of income."

Chauhan added: "Powers of the local bodies in terms of 74th amendment were also discussed. The focus of the meeting was on seeking suggestions for income generation and development of the city. They shared that Smart City projects are moving at a slow pace so they need to be expedited. The matter of levying green tax was also discussed."

Sanjay Chauhan, former Mayor of the Shimla MC said: "The municipal bodies have not been getting powers as enshrined in the 74th amendment. So it was unanimously decided that 18 powers, including planning, drinking water, forest care and roads, be given to the local bodies in the state."

धार्मिक मान्यताओं के अनुसार ग्रहण की घटना को शुभ नहीं माना जाता है। सूतक काल और ग्रहण के दौरान कई तरह के नियमों का पालन करना होता है। ऐसा माना जाता है कि जब भी चंद्र ग्रहण लगता है तो उसके अगले 15 दिनों तक बुरा प्रभाव देखने को मिलता है। ऐसे में थोड़ा संभलकर रहना होता है। इस दौरान मंत्रों जाप और पूजा-आराधना करनी होती है। चंद्र ग्रहण के दौरान चंद्रमा, शनि और राहु-केतु से संबंधित मंत्रों का जाप करें।

शिमला के गेयटी थियेटर में दिखेगी राज्य की संस्कृति की झलक, 1 अक्तूबर से 1 नवंबर के बीच आयोजित होगा 'पहाड़ी दिवस'

शिमला के गेयटी थियेटर (Gaiety Theater) में भाषा एवं संस्कृति विभाग आने वाली 30 अक्तूबर से 1 नवंबर तक तीन दिवसीय राज्य स्तरीय पहाड़ी दिवस (Pahadi Diwas) का आयोजन कर रहा है।

पहाड़ी दिवस समारोह की जानकारी विभाग के निदेशक डॉ. पंकज ललित ने दी और उन्होंने बताया कि सन 1966 ई. को पंजाब राज्य पुनर्गठन पर उन पहाड़ी क्षेत्राें को हिमाचल प्रदेश को साथ मिला, जिनका भौगोलिक वातावरण, रहन-सहन व बोलियां हिमाचल प्रदेश के साथ मिलती-जुलती थीं।

हिमाचल के गठन के बाद कांगड़ा, कुल्लू और लाहौल-स्पीति जिले बने

विभाग के निदेशक ने बताया कि पहली नवंबर 1966 ई. को हिमाचल का गठन हुआ था। इसमें पंजाब से हिमाचल में कांगड़ा, कुल्लू और लाहौल-स्पीति जिला अस्तित्व में आए। इसी परिप्रेक्ष्य में विभाग प्रति वर्ष 1 नवंबर को पहाड़ी दिवस मनाता है जिसमें पहाड़ी बोलियाें, लोक साहित्य व लोक संस्कृति को प्रोत्साहन देने के लिए विभिन्न कार्यक्रमाें का आयोजन किया जाता है।

ये होंगे कार्यक्रम में मुख्य अतिथी

31 नवंबर को सुबह साढ़े 11 बजे गेयटी थियेटर के सम्मेलन कक्ष में लेखक गोष्ठी होगी जिसमें मुख्यातिथि के रूप में विधानसभा सचिव यशपाल शर्मा उपस्थित रहेंगे। कार्यक्रम की अध्यक्षता पद्मश्री विद्यानांद सरैक करेंगे। डॉ. ओपी शर्मा पहाडी भाषा की संवर्द्धक हिमाचली बोलियां विषय पर शोध पत्र प्रस्तुत करेंगे। उसके बाद प्रदेशभर से लगभग दो दर्जन से ऊपर के पहाड़ी भाषी आमंत्रित विद्वानाें और समीक्षकाें की ओर से शोध पत्र पर परिचर्चा की जाएगी।

1 नवंबर को राज्य स्तरीय पहाड़ी कवि सम्मेलन होगा जिसमें जिला शिमला के उपायुक्त आदित्य नेगी मुख्यातिथि के रूप में उपस्थित हाेंगे और कवि सम्मेलन में प्रदेशभर से लगभग 40-50 पहाड़ी भाषी विद्वान अपनी कविताएं पहाड़ी बोली में प्रस्तुत करेंगे।

इन कार्यक्रमों का होगा आयोजन

डॉ. पंकज ललित ने बताया कि राज्य स्तर पर पहाड़ी दिवस समारोह के दौरान शिमला के गेयटी थियेटर में तीन दिनों तक पारंपरिक वाद्ययंत्रों व सांस्कृतिक नृत्यों की प्रस्तुतियां दी जाएंगी। 30 अक्तूबर को चोल्टू नृत्य (शिमला), पारंपरिक लोक वाद्य दल (शिमला), मुसादा गायन (चंबा), चुराही लोकनृत्य (चंबा), करयाला लोकनाटय (शिमला), नागरी लोकनृत्य (मंडी), हारूल लोक गायन (शिमला, सिरमौर) की प्रस्तुति होगी।

वहीं 31 अक्तूबर को बुड़ियाच लोकनृत्य (शिमला), पारंपरिक लोक वाद्य दल (सिरमौर), गद्दी लोकनृत्य (कांगडा), मोहणा व गंगी (बिलासपुर), झूरी लोक गायन (शिमला), मुसादा गायन (चंबा), भर्तृहरि लोक गायन (शिमला, सिरमौर), लोक नाट्य भगत (कांगड़ा), पारंपरिक लोक वाद्य दल (मंडी) और 1 नवंबर को ठोडा लोक नृत्य (शिमला), करयाला व स्वांग (शिमला), मुसादा गायन (चंबा), बुड़ियाच लोकनृत्य (शिमला), झूरी लोक गायन (शिमला), पारंपरिक लोक वाद्य दल (मंडी), लोक रामायण, भर्तृहरि लोक गायन (शिमला, सिरमौर) की प्रस्तुति करवाई जाएगी। इसमें पूरे प्रदेशभर की लोक संस्कृति की झलक दिखाई जाएगी।
