पांच वर्ष ही राजनीति कर पाएंगे कर्मचारी नेता, सीएम सुक्खू ने फाइल पर किए हस्ताक्षर; सख्ती से लागू होगा नियम

हिमाचल का सरकारी कर्मचारी अब पांच वर्ष तक ही किसी कर्मचारी संगठन का पदाधिकारी रह सकेगा या दो बार ही संगठन में दायित्व संभालेगा। देखने में आता है कि सरकारी नौकरी में आने के बाद कई कर्मचारियों को राजनीति करने का काम रहता है। ऐसे कर्मचारी विभिन्न पदों पर रहते हुए सेवानिवृत्ति तक संगठन की राजनीति करने में व्यस्त रहते हैं।

सख्ती से लागू होगा नियम

कई नेता अराजपत्रित कर्मचारी महासंघ हो या विभागीय कर्मचारी संगठनों में सक्रिय रहते हैं। अब प्रदेश सरकार तीन जून, 2022 के नियमों को सख्ती से लागू करने जा रही है। तीन जून 2022 को अधिसूचित कर्मचारी कंडक्ट रूल में स्पष्ट किया है कि कोई भी कर्मचारी अधिकतम पांच साल या दो टर्म के लिए ही किसी संगठन का पदभार संभाल सकता है।

कोई भी सरकारी कर्मचारी सेवानिवृत्त होने तक राजनीति नहीं कर पाएगा

इस संबंध में मुख्यमंत्री सुखविंदर सिंह सुक्खू ने फाइल हस्ताक्षरित कर दी है। अब फाइल अधिसूचित होने के लिए कार्मिक विभाग के पास पहुंची है। हालांकि गुरुवार सायं तक कार्मिक विभाग से फाइल को अंतिम स्वीकृति नहीं मिल पाई थी। जैसे ही कार्मिक विभाग की ओर से कर्मचारियों के कंडक्ट रूल लागू होंगे, कोई भी सरकारी कर्मचारी सेवानिवृत्त होने तक राजनीति नहीं कर पाएगा।

कर्मचारी चाहे तो पांच साल तक या फिर किसी संगठन में दो बार ही संगठनात्मक दायित्व ग्रहण कर पाएगा। काम कम, राजनीति अधिकहजारों कर्मचारी ऐसे हैं जो विभागीय कार्य करने के बजाय नेतागिरी करने में अधिक दिलचस्पी लेते हैं।

Cabinet to decide enhancing retirement age of employees: CM

Chief Minister Virbhadra Singh today announced that the issues regarding enhancing the retirement age of the employees of the state government to 60 years and providing them benefit of 4-9-14 would be taken up in the state cabinet meeting.

Virbhadra Singh, who attended the inaugural session of the meeting of Joint Consultative Committee of the H.P Non-Gazetted Employees Federation organized, here today also announced Dearness Allowance to the employees due from July, 2016 besides enhancing the Capital Allowance and Tribal Allowance in proportion.
He said the employees were backbone of the government who had been enormously contributing for the development of the State. The State government had always maintained cordial relations with its employees and all of their genuine demands had always been considered along-with providing them a number of benefits from time to time.
Chief Secretary V.C Pharka said the employees were the integral part of the government and it was due to their hard work that Himachal Pradesh had emerged as role model for the development of hilly states. He said the state government has always been considerate to the demands of the employees and their genuine demands would be considered in future as well.
While discussing agenda items of the meeting, Pharka said that the cases of anomalies particularly in Grade Pay should be sent to him through the Secretaries concerned for further examination and redressal.  On the issue of qualification bar of 10+2 and one time relaxation in promotion for class-IV employees to the post of clerk, he said an appropriate decision would be taken soon by the government. He said the State Government has filled thousands of posts in different departments during last four years and vacant functional posts of exigency would be filled up soon for which he asked the departments to send proposals.
The Chief Secretary directed all the departments for expediting the promotion cases so that incumbent could get timely benefit. He also directed that the Recruitment and Promotion rules should be framed after consultation of NGO Associations and these directions must be adhered in letter and spirit. He also directed to expedite the cases of pending enquiries and departmental proceedings on priority basis and submit monthly report to the government on these matters.
As regards the pending Medical Reimbursement and Travel Allowance claims, he said Rs. 5 crore had been released recently for the pensioner's claims. He directed to submit supplementary demand for release of funds for the claims of the other employees.  He assured to decide the issue of grade pay to the Horticulture Extension Officers at par with Agriculture Extension Officers.
On the demand of construction of public toilets at SDA complex, Shimla,  Pharka said the matter would be taken up with Municipal Corporation. To overcome the housing demand of the employees, he said the government was making all out efforts to construct accommodation besides renovating the existing ones.
On the demand of restoring 117 posts of Superintendents Grade-I in Education department and joint ministerial cadre in Higher and Elementary Education, he asked the departments concerned to submit concrete proposal so that some permanent solution could be made.
The Chief Secretary directed all the departments to regularly holding of JCC meetings.
President, H.P Non-Gazetted Employees Federation S.S Jogta thanked the Chief Minister for providing various facilities and fulfilling all demands of the employees. He said Virbhadra Singh has always been true benefactor of the employees and always protected their interests as a Chief Ministership of the state.
Secretary General Gopal Sharma, Senior Vice President Gian Singh Thakur, Trilok Thakur, Rajiv Thakur and other office bearers of the Federation also participated in the discussion on various issues.
 Additional Chief Secretaries Tarun dhar, Dr. Shrikant Baldi and Narender Chauhan, Principal Secretary Tarun Kapoor, Secretaries, head of the departments, representatives of District level NGO Associations of various Departments participated in the meeting.

C M announces extra pension of 5, 10 and 15 percent to its pensioners

Chief Minister Virbhadra Singh on the occasion of All India Pensioners Day function organized by H.P. Pensioners Welfare Association today at Peterhoff accepted the long standing demand of pensioners of the State for hike of 5 per cent -10 per cent-15 percent in basic pension after attaining age of 65 years, 70 years and 75 years respectively from next financial year.  This would put an extra burden of about Rs. 100 crore on the State exchequer.
Speaking on the occasion, Chief Minister said that the State Government had always been committed for welfare of its employees and pensioners. He said that the Government during its present tenure had provided financial benefits worth Rs. 2454.88 crore to its employees. He said that financial benefits worth Rs. 970 crore had been provided to the pensioners during the present tenure of the State Government.
Virbhadra Singh said that the State Government had always maintained cordial relations with its employees and pensioners as they were instrumental in effective implementation of policies and programmes of the State Government. He said that it was during his tenure that the JCC of Pensioners was constituted in the State to look into their grievances and their redressal.
He said that the pensioners of the State had given prime of their lives for the State and had played pivotal role in making Himachal Pradesh the model State of the Country.
Chief Minister said that the State Government during its present tenure has ensured that fruits of the developmental activities and welfare schemes reached to the people living at the lowest ebb.
Chief Minister also honoured senior citizen and pensioner Smt. Tara Gupta, 90 years along-with other pensioners on the occasion.
Industries Minister Mukesh Agnihotri said force of entire pensioners was behind the Chief Minister and the Government will repeat with their cooperation in the next Vidhan Sabha general election.
He said that the State Government under the dynamic and able leadership of Chief Minister  Virbhadra Singh had ensured speedy development of the State. He said every section of the society had been benefitted by the welfare policies and programmes of the State Government.
President, Pensioners Welfare Association  H.R. Vashisht while welcoming the Chief Minister apprised him about various demands of the Association.

CM approves promotion of 140 employees of HPTDC

Chief Minister Virbhadra Singh gave nod to promote as many as 140 employees of HP Tourism Development Corporation (HPTDC) and regularize the services of 113 Utility Workers, thus generating employment avenues and new recruitment's in the corporation to as many as 253 employees after many years.

The Chief Minister was presiding over 142nd meeting of HPTDC here today.

This was first time in the history of the corporation that regularization of utility workers and the lower staff, as housemen and washer-boys were considered for regularization besides being promoted as well. As many as 25 employees were promoted as assistant managers, 10 guides and conductors to receptionists and five promoted as assistant receptionists.

The Chief Minister also said that the old staff be also promoted irrespective of educational qualifications provided they were well experienced. It was also decided in the meeting that the promotions henceforth will be linked with profitability and performance of the employees of the Corporation. It was argued to set norms for performance based incentives.

The Chief Minister also forwarded the proposal for additional lift facility to the tourists from the cart road and directed to maintain the façade of the Mall from CTO to Hotel Oberoi Clarkes and for finding a provision for setting up of escalator.

The Chief Minister also directed to renovate Hotel Shivalik at Parwanoo as it is a prime property of the corporation and all the rooms in the hotel besides the washrooms be renovated and made fully operational.

It was disclosed in the meeting that the Corporation has signed an agreement with M/s Honeygold Retreats Pvt. Ltd.  for offline bookings of HPTDC properties.

It was also revealed that the 42 room hotel/tourist complex/Museum with parking facilities was coming up in Kasauli.

Additional Chief Secretary (Tourism), V.C. Pharka briefed about the tripartite loan signing of Rs 382 crore Asian Development Bank (ADB) aid to the State for promotion of tourism. He said that this will pave the way for conservation of many heritage structures, new facilities, parks, art and craft centre and many other recreational activities including beautification of The Mall for 10.5 kilometers.

Chief Secretary P. Mitra, Additional Chief Secretary Finance Dr. Shrikant Baldi, Managing Director Tourism Mohan Chauhan, Members BoD, HPTDC, Surinder Sethi, Virendar Dharmani, Gopal Krishan Mahant, Rupesh Kanwal, Vijay Inder Karan Singh, Amarjeet Singh and senior officers were also present in the meeting.

Pension cases of employees being cleared in time bound manner

A spokesman of Accountant General (A&E), Himachal Pradesh said that most of pension cases of employees retired on 31st March and 16th April, 2015 had been cleared by this office. He said that pension cases of employees were being cleared in a time bound manner after thorough investigation.

He urged all the heads of the departments to send the pension cases of the employees before six months of their retirement to the office of Accountant General.

CM announces 6% DA hike

Himachal Pradesh Chief Minister Virbhadra Singh on Saturday announced a six percent hike in dearness allowance for the state government employees and pensioners from January 1.

While addressing a gathering in the state capital amid drizzle on the occasion of India`s 69th Independence Day, the chief minister also announced the initiation of services of eight special ambulances in remote areas of Kinnaur, Lahaul-Spiti and Chamba districts.

These ambulances, which can be availed of free-of-cost by dialling phone number 108, are in addition to the 172 ambulances, possessing life-saving equipment and drugs like anti-snake bite venom, currently operating in the state.

The ambulance service was launched in the state by the previous state BJP government on December 25, 2010. It was initially funded by the National Rural Health Mission.

Virbhadra Singh earlier hoisted the national flag.

A colourful cultural programme was also performed by school students.

Similar Independence Day functions were also organised in all 12 district headquarters.

GPF Statements made available on Government website

Accountant General, Himachal Pradesh informed here today that Annual Accounts Statements of GPF for the year 2014-15 of Himachal Pradesh Government employees have been made available on H.P. Government website in himkosh to the respective Drawing and Disbursing Officers for distribution amongst the subscribers working under them.

He said that DDOs would have to follow the procedure for downloading the GPF statements in bulk for which first they may open the H.P. Government website and Click on Himkosh link thereafter GPF statement link. This link open the page of website of Accountant General and there was information  for DDOs link thereafter fill in the column Treasury code, DDOs code, and password and  click on login and download employees Annual GPF Statement. He also requested the DDOs to change this password for security purpose at their own level.

He has also requested the subscribers to obtain their Annual Account Statements from the respective Drawing & Disbursing Officers and confirm that the balance shown therein were correct, or point out to the office of the Accountant General (A&E) Himachal Pradesh, Shimla online in complaint box or through e-mail agaehimachalpradesh@cag.gov.in or by making correspondence. He said that full particulars of such missing credits/ debits may be sent to the Accountant General (A&E) Himachal Pradesh, Shimla duly certified by their Drawing & Disbursing Officers by the end of September, 2015. The subscribers can also see their Annual GPF statements on website www.aghp.cag.gov.in

Chief Minister announces 7% DA to employees

Chief Minister Virbhadra Singh while presiding over the Joint Consultative Committee (JCC) meeting of State Employees Federation here today announced seven percent dearness allowance to the employees of the State government. He also announced enhancing the income limit to Rs. 1.50 lakh from the present Rs. 1.25 lakh for granting jobs on compassionate grounds.

The enhanced dearness allowance will be due from July 2014 and arrears will be deposited in the provident fund of employees upto March, 2015. This would put an extra burden of Rs 300 crore on the State exchequer, said the Chief Minister.

The Chief Minister said that the demands of the employees of the Rogi Kalyan Samitis would be considered sympathetically.

“I always wished a single body of NGOs in the State and the efforts bore fruit as my only motive is to have a single employee body.” said he. Though it was tough task, but at last the maxim ‘all well that ends well’ proved to be justified and the State employees had come under the canopy of single employee federation, said the Chief Minister.

It was necessary to have an elected employees body in a democratic set up in the government sector similarly as trade unions in private set ups to take up the grievances and genuine demands of the employees with the Government from time to time, said he.

He said that the previous State government adopted the policy of ‘divide and rule’ and divided the NGO body in several separate units which proved detrimental for the employees, said the Chief Minister. He said that  Prem Kumar Dhumal, sensing my active entry in the State politics, announced sops in haste for the employees few months before the assembly elections without pondering that it would put an extra burden of Rs 1300 crore over the State treasury, as a result of which the present state government, when took over had empty coffers.

The State Government only follows the Punjab Pay Commission in respect of the financial benefits to the employees and not the announcements made by cabinet sub-committees or any other boards and corporations formed by the Punjab government to lure its employees during elections, thus the employees should understand the same he added.

Virbhadra Singh said the previous government could not present its case properly before the 13th Finance Commission and as a result, the Commission grossly underestimated the committed liabilities of the State. The 13th Finance Commission had not even given an equal treatment to the State despite the fact that preferential treatment to a Special Category State like Himachal Pradesh was required to be given, asserted the Chief Minister. He expressed hope that the 14th Finance Commission will look into the financial aspects of the State considerately.

He said the State Government had always been considerate towards the demands of the employees despite financial constraints and had always been fulfilling their genuine demands. The State government was committed to regularize the daily wagers in a phased manner and those who had completed seven years as daily wagers were being regularized. Similarly, the contractual employees completing six years in service were also being considered for regularization.

The Chief Minister said that the wages of the daily wagers had been enhanced from Rs 150 to Rs.170. The winter allowance for the employees in the tribal areas had already been enhanced from Rs 200 to Rs. 300 per month and similarly many sops had been announced for the employees during the past two years. The Chief Minister said as many as 716 persons were given jobs on compassionate ground from January 2013 to December 2014.

He urged the employees for same co-operation they had been extending since last two years to the Government and assured them that all the genuine demands of the employees would be considered sympathetically.

Earlier, S.S. Jogta, President HP State NGOs Federation, welcomed and honoured the Chief Minister and also placed few demands apart from those in the meeting agenda. He thanked the Chief Minister for considering the demands of the employees and extending them the financial benefits from time to time. He also thanked for announcing the DA for the employees.

S.K.B.S. Negi, Principal Secretary (Personnel) conducted the proceedings of the meeting.

HRTC bows to staff’s demands

The Himachal Road Transport Corporation (HRTC) today announced the release of 10 per cent DA to the employees pending since January 1, 2014, claiming that the management has accepted almost all demands of the joint coordination committee (JCC).

Though Roshan Lal Chauhan, president, JCC, Nanak Chand Shandil, general secretary, Jagrup Singh, vice-president, and all trade union members of the JCC were present at the meeting.

RN Batta, Managing Director, HRTC, said the management held the meeting with the JCC today and accepted their demands. “Ten per cent DA due from January 1, 2014, has been released while DA up to September 2014 will be paid in cash and from October onwards be added into the salary”, he added.

The management had decided to withdraw 48-hour roster for making the overtime payment to the crew and the overtime dues would be released on 22nd day of the every month, he added.

He said overtime allowance for three months had also been released.

Though management assured the JCC that 288 posts of driver, 680 posts of conductor and 146 posts of workshop employee would be filled soon, it did not give any time frame.The management also promised that 800 new buses would be added to the fleet of the HRTC.

Batta said the JCC members agreed they would not participate in the strike tomorrow. “If any employee participates in the rally, stern action will be taken against him”, he warned. 

Himachal decides to regularise 3,300 contractual workers

Shimla, Jun 25 (PTI) Himachal Pradesh government today accorded sanction for regularising the services of 3,300 contractual employees, who have completed six years of regular service on March 31 this year.

10% increase in DA for state employees – Budget 2014-2015

CM Mr. Virbhadra Singh today announced that 10% Dearness Allowance will be released to the employees with effect from 1st July, 2013. The DA will be paid with the salary for the month of March, 2014. The increased DA will also be given to the pensioners of Himachal Pradesh Government. The additional annual benefit of 10% Dearness Allowance to the State Government employees and to the pensioners will be to the tune of Rs. 580 Crore.

Government also increased the pension allowance from the next financial year. The pensioners on attaining the age of 65 to 70, 70 to 75 and 75 to 80 years will be given pension allowance of 5%, 10% and 15% respectively, from 1st April, 2014.

Distressed workers protest against Sorang Power Project Management

Jan.13 (ANI): Distressed workers of the Sorang Power Project organised a mass protest rally over the weekend against the project management at Chaura village in Shimla District of Himachal Pradesh.

A majority of the employees are tribal villagers who have not been given their salaries for months. Neither have the villagers whose land was acquired for the project been given appropriate compensation.

The employees have threatened a complete shutdown of the power project if their demands are not addressed as soon as possible.

“No representative from the company has come forward to listen to our demands. We are unable to find out who is the actual owner of the power project. If nobody comes forward to talk to us, then we will shutdown the project,” a protester, Ashok, said.

The manager of the Sorang Power Project, Anup, said the salaries were not paid due to issues within the company.

“The employees who have been working here have not received their salaries for the past four months. We admit it. Out of these four, two months’ salary has been issued to the employees. There are some issues going on within the representatives of the company and they are sorting them out. As soon as the issues are resolved, then the pending salaries will be given top the employees,” he said.

This 100 MW hydro power project is being constructed by the HP Sorang Power Limited in two phases. Sorang Power Limited is a subsidiary of NCC Infrastructure Holdings Limited.

Himachal HC quashes state law on court employees

The Himachal Pradesh High Court on Friday quashed the state law on pay, allowances and service conditions of subordinate courts' employees and directed the state to implement the Justice Shetty Commission recommendations from April 2003.

The judgment was delivered by a division bench of Justice DD Sud and Justice DC Chaudhary on a petition filed by the HP Non-gazetted Judicial Employees’ Welfare Association challenging the validity of the 2005 Act.

"The act is a colourable exercise of legislation as it overrules the directions of the Supreme Court to implement the Shetty Commission recommendations uniformly throughout the country," the court observed.

HRTC employees and pensioners get 8 per cent DA

Shimla, Oct 29 (PTI) Himachal Road Transport Corporation (HRTC) today released 8 per cent additional dearness allowance to its employees and pensioners with effect from January 2013.

HPSIDC employees to get 8 per cent ADA-Minister

Industries Minister Shri Mukesh Agnihotri while presiding over a meeting of the Board of Directors (BoD) of Himachal Pradesh State Industrial Development Corporation (HPSIDC) here today lauded the efforts of the management for earning a net profit of approximately Rs. 4.00 crore in financial year 2012-13.

He said that HPSIDC had made a significant improvement in its operation and hoped that the endeavours would continue in future also.

The Board approved eight per cent ADA to the employees of the Corporation and decided to release ex-gratia payment to all employees and officials @ of 8.33 per cent of salary subjected to maximum of Rs. 15,000 as a gesture of appreciation to the employees for their self less efforts. 

The Board also approved payment of dividend @ five per cent of the profit to the State Government which amounts to Rs. 1.54 crore. Besides, a proposal for construction of food-grain storage godowns at Baddi and Parwanoo for Food Corporation of India was also approved unanimously. 

The Board welcomed the appointment of Shri Atul Sharma as Vice Chairman of HPSIDC. 

Shri Rajender Singh, Managing Director, HPSIDC detailed about the working of the Corporation and assured that the projected targets fixed for the current financial year would be achieved in a time bound manner. 

Principal Secretary Industries Shri R.D. Dhiman, Director Industries Shri Mohan Chauhan, Special Secretary Finance, Shri Rajesh Sharma and other non official members of the BoD were present in the meeting.
