Traffic on Tibet road halts after landslide at Nathpa

Traffic movement on the Hindustan-Tibet National Highway-5 came to a halt after a massive landslide near Nathpa in Kinnaur district late last night. Earlier, three massive landslides had taken place in the district in a month and traffic movement remained suspended on the national highway for several days.

In Friday's landslide, debris in a large quantity along with big boulders and heaps of stones fell and covered a 200-metre stretch of the national highway, thereby disrupting vehicular movement. Long queues of vehicles were seen on both sides of the highway, as commuters remained stranded for hours.

As per officials, as it was a massive landslide, it may take a few days before the highway was restored to traffic. Frequent landslides in the district has become a cause for concern and a major challenge for the Public Works Department (PWD). The department attributes landslides to excessive rainfall and the fragile strata in the area.

Satish Joshi, Junior Engineer, PWD, National Highways wing, at Negulsari, Kinnaur, said, "A massive landslide was expected in the area as stones were falling onto the highway from the hills regularly for a long time. Due to excessive rain during the monsoon this year, landslides occur frequently in the area. We will start treating the hills to prevent or reduce the risk of landslides after conducting a study."

Joshi said, "It will take around three days to clear the debris and restore the highway to vehicular traffic, provided stones stop falling on it." He added that the machinery, workers and equipment had been stationed at the landslide site but the PWD would start the restoration work only when stones and debris stops falling onto the highway.

हिमाचल प्रदेश के मुख्यमंत्री सुखविंदर सिंह सुक्खू ने राज्य में हेली सेवाओं से जुड़ा बड़ा ऐलान किया है। सीएम ने बुधवार को ऐलान करते हुए बताया कि चम्बा, पालमपुर, रक्कड़ (कांगड़ा) और रिकांगपिओ हेलीपोर्ट के लिए किफायती हवाई किराए पर हेलीकॉप्टर सेवाएं जल्द ही शुरू होने वाली हैं। सीएम सुक्खू ने कहा कि यह हेलीपोर्ट उड़ान योजना के तहत चिह्नित किए गए हैं। इस दौरान सीएम ने बताया कि यहां के लिए उड़ानें शुरू होने से दूरदराज और दुर्गम क्षेत्रों के लोगों के लिए हवाई यात्रा सुलभ हो जाएगी और इससे इन क्षेत्रों में पर्यटन को भी बढ़ावा मिलेगा।

मुख्यमंत्री ने कहा कि ये नई हेलीकाप्टर सेवाएं पर्यटन और स्थानीय आबादी दोनों के लिए वरदान साबित होंगी। उन्होंने कहा कि हिमाचल को पर्यटन राज्य के रूप में विकसित करना सरकार की प्राथमिकता है। इससे स्थानीय युवाओं को रोजगार और स्वरोजगार के अवसर भी उपलब्ध हो सकेंगे। मुख्यमंत्री के अनुसार, सरकार प्रदेश में पर्यटन बुनियादी ढांचे को सुदृढ़ करने, पर्यटकों की संख्या बढ़ाने और हवाई सम्पर्क में और सुधार के लिए प्रतिबद्ध है। इस लक्ष्य को प्राप्त करने के लिए जिला मुख्यालयों पर हेलीपोर्ट स्थापित करने की योजना है। उन्होंने कहा कि कांगड़ा हवाई अड्डे का वस्तिार भी प्रगति पर है।

सुखविंदर सिंह सुक्खू ने यह भी कहा कि राज्य सरकार के अथक प्रयासों से हवाई सम्पर्क सेवाओं का निरंतर विस्तार हो रहा है। हाल ही में अंतर्राष्ट्रीय हवाई अड्डा अमृतसर से कुल्लू के भुंतर तक हवाई उड़ानें शुरू की जा चुकी हैं। ये राज्य में पर्यटकों की आमद में बढ़ोतरी में मददगार साबित होगा क्योंकि अमृतसर हवाई अड्डा कई घरेलू और अंतर्राष्ट्रीय गंतव्यों को जोड़ने वाला एक प्रमुख केंद्र है। इस बारे में जानकारी देते हुए सीएम सुक्खू ने यह भी बताया कि राज्य के युवाओं को इससे रोजगार मिलेगा। इसके साथ ही राज्य में टूरिज्म के भी बढ़ने की संभावना है। पर्यटकों की संख्या बढ़ने के साथ ही राज्य के राजस्व में भी बढ़ोत्तरी होगी।

Mock drill in 7 quake-prone districts

A mega mock drill to meet any eventuality in the wake of calamity like earthquake and raise the level of preparedness was held simultaneously in the headquarters of seven districts today.
The mega exercise was conducted in Shimla, Solan, Mandi, Kullu, Kinnaur, Chamba and Kangra falling in seismic zones IV and V to find out strength and gaps in preparedness and mitigation.
The State Disaster Management Authority, the Army, ITBP, NDRF, SSB, Police, Civil Defence, Home Guards, Fire Brigade, Deputy Commissioners, Red Cross and line departments, including Revenue, Irrigation and Public Health, Education, Irrigation and PWD, state power board and BSNL, participated in the mock drill.
Briefing media-persons about the mock drill, Chief Secretary VC Pharka said the basic objective of the exercise was to gauge the level of preparedness in the wake of earthquake of 8 degree magnitude.
The exercise was held with six vulnerable spots in each district headquarters and different types of situations were created to test the disaster management preparedness.
Additional Chief Secretary and head of the disaster management Tarun Sridhar said the mock drill was organised as the major area of the state was in the seismic zone and 25 per cent area fell under seismic zone V.
Some gaps in communication came to light and the efforts would be made to remove these after proper assessment and the Army had suggested strengthening of trauma centre and mortuary, first-aid training and wireless network at the ground level.
The Army also pointed out that there were gaps in coordination at grassroot level which needed to be bridged. Sridhar said the relief and rescue operations were conducted presuming 582 casualties and 1,731 injuries.
In Shimla, mock drill was conducted at six places as per the international parameters of disaster management through multi-agency coordination.

Casualties to be in lakhs: IIT

As per a survey conducted by IIT Roorkie, about 1.8 lakh people will die and 14.5 lakh be injured if an earthquake of 8 degree magnitude rocked the state. An earthquake of 8 degree which rocked Kangra in 1905 had claimed 20,000 lives in spite of the fact that the population was very less at that time. Geologists have observed that such calamities normally occur after about 100 years.

18 Killed in Bus Accident in Nathpa

18 people were reported killed and 15 others injured when a private bus plunged into a gorge in Nathpa district of Himachal Pradesh at 4pm on Tuesday, 1 September.

The bus from Rampur was on its way to Tapri in Kinnaur when the driver reportedly lost control of the vehicle. It skidded off the road and fell into a deep gorge in Nathpa, which is located near the 1500 MW Natpha Jhakri project in Kinnaur district.

Governor and Chief Minister express grief over Nathpa bus accident

Governor Acharya Devvrat and Chief Minister Virbhadra Singh have expressed grief over bus accident near Nathpa in Kinnaur district today in which around 18 persons lost their lives and 15 to 17 persons were reported injured.

As per the reports reaching State Headquarters, the ill-fated private bus was on the way from Tapri to Shimla and rolled down in a deep gorge near Nathpa at around 4 PM. Chief Minister directed the district administration to provide immediate relief as per the relief manual to the next of the kin of the deceased.

Meanwhile, Deputy Commissioner, Kinnaur, Naresh Kumar Lath telephonically informed that as many as 18 died on the spot and more than 15 were injured who were being treated at Bhawanagar hospital and the serious were being taken to Khaneri hospital Rampur. He said that help was being sought from the Army and the disaster management team. The Police and Home-guards teams had been rushed to the spot to carry relief and rescue operations.

Jagat Singh Negi, Deputy Speaker Vidhan Sabha also reached the spot and monitored relief and rescue operations.

He said that a sum of Rs. 25 thousand had been distributed to the family members of those died in the mishap and Rs.15 thousand to the injured as an immediate relief.

The Chief Minister has ordered magisterial inquiry into the mishap which would be conducted by SDM Bhabanagar, Neelam Dulta.

Transport Minister G.S. Bali has also expressed grief over the bus accident and said that an inquiry would be conducted to know about the cause of accident.

All the Cabinet Minister and Chief Parliamentary secretaries also expressed grief over the Mishap.

Sangla to become first village with sewerage scheme : Chief Minister

Chief Minister Shri Virbhadra Singh said that the Sangla sewerage scheme would soon be made operational and Sangla would become the first village of Himachal Pradesh to have this facility. 

While addressing a public meeting at Sangla in Kinnaur district today, he said that sewerage scheme for Sangla village was started during the last term of Congress government but the previous BJP government failed to start it. He said that the work on this scheme was complete and it would be started soon. 

Chief Minister said that State government was considering over giving TD rights to the tribal people of the State. The opinion and suggestions of common people were being taken and the decision would be taken accordingly. 

He asked the Gram Panchayats to check random construction of houses along road sides and ensure that all construction was done as per the guidelines of Town and Country Planning department. This would help in smooth operation of traffic besides boosting tourism activities. 

Chief Minister also directed to conduct survey for feasibility of irrigation scheme for Sangla from Kharogla khudd. 

Shri Virbhadra Singh acclaimed the efforts of district administration and locals in restoration and relief works in the time of natural disaster which helped in bringing back normalcy in the district in a record time. He said that State government had taken every care to provide support to the people of the district during natural disaster and development of the tribal areas would continue to get added attention. 

Lambasting the previous government, he said that corruption was at its peak during BJP regime and employees and labourers were tortured to extreme. He said that he had no personal differences with the BJP but it tried to divide the State on the basis of caste and region, which was not acceptable at any cost. He thanked the people of the State for overwhelming support and said that it was due to their love and affection that he became the Chief Minister for record sixth time. 

Chief Minister announced Rs. 20,000 to the students of GSSS Sangla who presented a colourful cultural programme on the occasion.

Member of Parliament, Smt. Pratibha Singh said that State government was ensuring balanced and all-round development of the State with common man at its focus. She expressed her gratitude towards the people of Mandi parliamentary constituency for support in the by-elections.

Deputy Speaker and local MLA Shri Jagat Singh Negi said that Rs. 8 crore were being distributed to the affected people who lost their houses in the natural calamity. State government was providing Rs. 2700 per bigha for the loss to orchards and Rs. 3000 per bigha each for loss to the crops and land in the district. He said around Rs. 40 crore were being provided to compensate the affected people in the district. 

District Congress President, Shri Umesh Negi also spoke on the occasion and thanked the Chief Minister for giving added attention for the development of Kinnaur district.

Gram Panchayat Pradhan Smt. Sarojini Negi raised the demands of the area while Up-Pradhan Shri Sachin Negi welcomed the Chief Minister.

Old Hindustan-Tibet Raod to be restored: Chief Minister

Chief Minister Shri Virbhadra Singh today said that the old Hindustan- Tibet road in Kinnaur district would be restored for vehicular traffic. This road would be broadened for running bus services to ensure transportation facility to the people of the district round the year. 

Chief Minister was addressing a public meeting at Reckong Peo. He said that State government had provided every possible assistance to bring back normalcy in the district which suffered huge losses due to heavy rains and floods in the monsoon season. He said that government also ensured timely supply of essential commodities to the district through helicopter during the period of natural disaster. 

He said that government ensured that there was no shortage of funds for the restoration and relief works in the district and the roads were restored on war-footings. He directed the public works department to carry mettaling and tarring works on priority in the district. 

Shri Virbhadra Singh said that government would provide suitable land to rehabilitate the families who had lost their houses in the natural calamity. He asked all PRI functionaries to lend support to the Revenue department to identify the cases who needed to be compensated. 

Chief Minister said that the damaged portion of the Thakur Sen Government Degree College in Reckong Peo would be replaced by a light weighted hi-tech structure. He announced Rs. 3 crore for construction of new structure of the college. 

Member of Parliament, Smt. Pratibha Singh thanked the Chief Minister for his four-day tour of the tribal districts and resolving the public grievances on the spot. She said that effective steps would be taken to help the people of sinking Pangi village and she would also take up the matter for financial help with the Prime Minister of India. 

Deputy Speaker and local MLA Shri Jagat Singh Negi apprised the Chief Minister about the various steps being taken as relief and rehabilitation measures in the natural calamity hit areas of the district. He also thanked the Chief Minister for giving pace to the developmental works in the district.

Shri Virbhadra Singh also addressed a public meeting in Pooh late Saturday evening and reiterated his government's resolve for speedy development of the tribal areas of the State. 

He announced to provide Rs. 40 lakh for construction of a stadium at Pooh. He said that survey would be conducted for providing sewerage system in Pooh. On the demand of local Gram Panchayat, he directed the Irrigation and Public Health department to conduct survey for irrigation scheme. 

MP Smt. Pratibha Singh said that the matter of setting up of BSNL tower in the area would be taken with the Government of India.

Member of Parliament Mrs Pratibha Singh called on Shri Farooq Abdullah Union Minister for New & Renewable Energy in New Delhi and requested him to sanction funds for Photovoltaic Solar Power Plants for the State Government Secretariat building, Shimla and famous Ridge Maidan to promote clean energy in the State Capital.

Mrs Pratibha Singh said that the State Government was focusing on Green Sources of energy and has sent proposals for meeting the power requirements from solar energy which is regarded as the most non-polluting source of energy.

Member of Parliament told that the State Government agency HIMURJA which is promoting the use of non-conventional energy has sent a proposal for installing 100 Kwp Photovoltaic Power Plant at the State Government Secretariat, Shimla and 20 Kwp capacity Photovoltaic Solar Plant for Ridge Maidan, Shimla. She told him that Detailed Project Reports (DPRs) of both of the solar plants have been sent to Ministry of New and Renewable Energy and requested him to sanction adequate funds for commissioning the plants.

Mrs Pratibha Singh said that 100 kilo watt solar plant would be directly connected to the main secretariat grid to provide its power needs from solar energy which would also help the Government to save electricity bill. She told that entire lighting system of Ridge Maidan would also be connected with solar plant. Once installed and proven efficient, the Government would explore possibilities of adding such more non-polluting plants at HIPA, Mashobra and Panchayat Bhawan Shimla for which DPRs of 100 kwp and 15kwp have already been prepared under Shimla Solar City Programme.

Mrs Pratibha Singh urged for sanction of funds for 150 kwp Solar Power Plant at Pin Valley Kaza and 500 kwp Solar Power Plant for REE village in Bilaspur. She demanded 2000 SPV Home Lighting System for slum areas in Shimla and 5000 SPV lanterns for beneficiaries in Shimla town.

She requested the Union Minister to sanction 20,000 SPV Lanterns and 20,000 SPV home lights for flood affected areas of Kinnaur on the pattern of Uttrakhand and told that electricity has not been restored completely in many villages due to recent flash floods and added that the areas experiences heavy snowfall in winters which leads to disruption in power supply time and again in entire area and requested to provide solar power systems to provide regular clean energy in entire tribal areas. She also demanded 5000 SPV Home Lighting System for remote and backward areas like Dodra Kwar where transmission lines were snapped in winters during heavy snow fall.

She told that HIMURJA has prepared a master plan for implementation of the Union Government-sponsored Solar City Project, for which the MNRE had selected the Shimla among 50 cities across the country. Under the project, the Union Government will provide 90% subsidy on renewable energy projects while 10% is to be borne by the concerned beneficiaries to reduce at least 10% of the projected demand of conventional energy through renewable energy. Through an awareness campaign, the project would promote solar devices such as photovoltaic systems, solar water heating, cooking, steam generating and air-conditioning systems, she added.

भाजपा वर्कर्ज का हल्ला बोल

रिकांगपिओ — आपदा प्रभावित क्षेत्र किन्नौर के पीडि़त परिवारों के केसीसी माफ किए जाने के साथ-साथ प्रभावित क्षेत्रों में राहत एवं पुनर्वास कार्यों में तेजी लाई जाने को लेकर भारतीय जनता पार्टी किन्नौर के नेताओं व कार्यकर्ताओं ने मंगलवार को जिला मुख्यालय रिकांगपिओ में प्रदेश सरकार के विरुद्ध रोष रैली निकालने के बाद उपायुक्त किन्नौर के माध्यम से राज्य पाल हिमाचल प्रदेश को ज्ञापन सौंपा। रिकांगपिओ में आयोजित इस विरोध प्रदर्शन को जिला भाजपा अध्यक्ष विद्या सागर नेगी, पूर्व विधायक तेजवंत नेगी, पूर्व जिला अध्यक्ष सूरत नेगी, किन्नौर भाजयुमो अध्यक्ष हकीम नेगी सहित कई पार्टी पदाधिकारियों ने आपदा प्रभावितों के प्रति सरकार की नकारात्मक रवैया व राहत कार्यों में बरती जा रही अनियमितताओं के संदर्भ में जम कर हल्ला बोला। वक्ताओं ने कहा कि गत 16 व 17 जून को हुई बेमौसमी बर्फबारी व भारी बारिश के कारण किन्नौर के सैकड़ों परिवारों के हजारों बीघा कृषि भूमि परर लगे लाखों सेब के पौधे, बादाम, खुरमानी सहित कई नकदी फसलें जैसे राजमाश सहित मटर की फसल तबाह हो गई। इस दौरान 23 लोगों की अनमोल जान सहित हजारों मवेशियों व दस करोड़ से अधिक की निजी व सरकारी संपत्ति का नुकसान हुआ। इस सबके बावजूद सरकार ने राहत कार्यों के नाम पर प्रभावितों के साथ बद्दा मजाक किया जा रहा है। वक्ताओं ने कहा कि आपदा के 37 दिन बाद भी विश्व प्रसिद्ध पर्यटन स्थल सांगला, सापनी, बु्रआ, कनई, शौंग, चांसू, कामरू, बोनिंगसारिंग, थेमगारंग, बटसेरी, यूला, असरंग, नेसंग, कानम, लाबरंग, ठंगी, चांगो, शलखर, सुमरा, चुलिंग आदि कई गांव के संपर्क सड़कें अवरुद्ध पड़े हैं। इसी प्रकार किन्नौर के 25 गांव पिछले 37 दिनों से अंधेरे में डूबे पडे़ हैं। इन गांव में बिजली बहाल होने में और कितना दिन लगेगा, इसका अभी कोई पता नहीं है। नेताओं के इशारे पर राहत कार्यों में भी पीक एंड चुज की राजनीति की जा रही है। वक्ताआें ने यह भी आरोप लगाया कि कई स्थानों पर यह भी देखा जा रहा है कि स्थानीय नेताआें को फायदा पहुंचाने के लिए बिना निविधा के ही सड़कें खोलने तथा राशन व अन्य सामग्री ढोने के ठेके ऊंचे दामों पर दिए जा रहे हैं।

रिकांगपिओ पहुंची केंद्रीय आपदा प्रबंधन टीम

रिकांगपिओ — जिला किन्नौर में प्राकृतिक आपदा से हुए नुकसान का जायजा लेने के लिए केंद्रीय आपदा प्रबंधन टीम मंगलवार को रिकांगपिओ पहुंची। यह टीम दो दिनों तक किन्नौर में प्राकृतिक आपदा से हुए नुकसान का जायजा लेंगे व रिपोर्ट केंद्र को सौंपेंगे । केंद्रीय गृह मंत्रालय में संयुक्त सचिव पद पर तैनात वीना कुमारी मीणा की अध्यक्षता में टीम ने शुद्वारंग गांव के 40 परिवारों के घरों व बागीचों को हुए नुकसान का जायजा लिया। इस अवसर पर केंद्रीय आपदा प्रबंधन टीम के सदस्यों ने शुद्वारंग गांव में प्रभावित परिवारों की समस्याएं सुनीं व आश्वासन दिया किया कि इस प्राकृतिक आपदा से हुए नुकसान का रिपोर्ट शीघ्र केंद्र को सौंपा जाएगा। इसके बाद केंद्रीय आपदा प्रबंधन टीम रिकांगपिओ से सड़क मार्ग द्वारा रल्ली, करड़म व सांगला मार्ग में प्राकृतिक आपदा से हुए नुकसान का जायजा भी लिया। इससे पहले केंद्रीय आपदा प्रबंधन टीम का रिकांगपिओ पहुंचने पर उपायुक्त किन्नौर केप्टन जेएम पठानिया ने स्वागत किया व रिकांगपिओ के लोक निर्माण विश्राम गृह में इस वर्ष सर्दियों को हुई भारी बर्फबारी व पिछले महीने के 16 व 17 जून को हुई बेमौसमी वर्षा व बर्फबारी से हुए नुकसान का विस्तृत प्रस्तुति दिखाई व कहा कि इस वर्ष प्राकृतिक आपदा से किन्नौर में 22 लोगों की जान गई व सरकारी एवं गैर सरकारी संपत्ति को लगभग 1137 करोड़ रुपए का नुकसान हुआ है। इस अवसर पर केंद्रीय प्रबंधन टीम के साथ विशेष सचिव राजस्व हिमाचल प्रदेश अमनदीप गर्ग, उपायुक्त किन्नौर कैप्टन जेएम पठानिया के अलावा विभिन्न विभागों के अधिकारी भी उनके साथ मौजूद थे।

एक माह बाद भी बहाल नहीं हुईं सड़कें

रिकांगपिओ — हिलोपा का एक दल जिला अध्यक्ष एवं पूर्व संसदीय सचिव चेतराम नेगी की अध्यक्षता में आपदा प्रभावित का दौरा कर रिकांगपिओ लौटा। दौरे में जिला महामंत्री शिव कुमार नेगी, राजेंद्र कुमार, प्रदेश कार्यकारिणी सदस्य गौतम सिंह भी साथ थे। दौरे के बाद रिकांगपिओ पहुंचने के बाद प्रेस को जारी बयान में श्री नेगी ने क हा कि गत 15 से 17 जून के बीच किन्नौर के ऊपरी क्षेत्रों में बर्फबारी तथा निचले क्षेत्रों में हुई बारिश से भारी नुकसान हुआ है। सरकारी व लोगों के निजी संपत्ति को भारी नुकसान हआ, लेकिन सरकार द्वारा नाममात्र का राहत राशि दी जा रही है। उन्होंने कहा कि किन्नौर के अधिकांश ऊपरी क्षेत्रों में बिजली एक माह बाद भी बहाल नहीं हो पाई है। यही हाल सड़कों का है कई संपर्क सड़कें अब भी बहाल नहीं हो पाई हैं। उन्होंने कहा कि सरकार से मांग किया है कि जिला में भारी नुकसानी को देखते हुए जिला के किसानों व बागबानों ने विभिन्न बैंकों से जो केसीसी ऋण लिया है, उसे माफ किया जाए। हिलोपा अध्यक्ष ने कहा कि मकानों, फसलों के नुकसान का मुआवजा राशि बहुत कम आंका गया है, इसे बढ़ाए जाने की भी सरकार से मांग की। पुह उपमंडल क ा दौरा करने के बाद प्रतिनिधिमंडल ने उपायुक्त किन्नौर से मिलकर उन्हें भी स्थिति से अवगत करवाया गया।

पवारी सड़क पर जोखिम भरा सफर, लोग बेहाल

रिकांगपिओ — रिकांगपिओ-पवारी संपर्क सड़क पिछले कई दिनों से वाहन चालकों के लिए परेशानी का सबब बना हुआ है। बीते कई दिनों से पवारी कैंचियों के धंसने से लोड गाडि़यों की आवाजाही तो दूर खाली वाहन को सुगमता से दरारों वाली सड़क को पार करना मुश्किल हो रहा है। बताया जाता है कि लोक निर्माण विभाग कल्पा मंडल इस संपर्क सड़क को दुरुस्त करने के कार्य तो प्रतिदिन जारी रखे हुए हैं, लेकिन प्रति दिन सड़क मार्ग करीब आधा फुट धंसने से समस्या ज्यों की त्यों बनी हुई है। पवारी कैंचियों में सड़क मार्ग के धंसने से इस स्थान पर प्रतिदिन वाहनों की बारी कतार देखी जा रही है, नतीजन राहगीरों को इस स्थान पर कई घंटों परेशानी झेलनी पड़ रही है। शनिवार को इसी स्थान पर (एचपी 63-2922) आइशर ट्रक चढ़ाई में न चढ़ पाने के कारण अनियंत्रित होकर खाई में जा गिरा। इसी तरह एक अन्य लोड ट्रक के भी चढ़ाई में नहीं चढ़ पाने के कारण इस स्थान पर करीब तीन घंटों तक वाहनों की आवाजाही ठप रही। इस स्थान पर भूमि के धंसने से पेश आ रही इस समस्या को देखते हुए जिला मुख्यालय रिकांगपिओ के लिए वैकल्पिक मार्ग तलाशने की आवाज जोरों से उठने लगी है, अन्यथा आगामी सेब सीजन के दौरान बागबानों को भारी परेशानी झेलनी पड़ सकती हैं।

पीडि़तों को छोड़ जेपी को सिलेंडर

रिकांगपिओ — सिविल सप्लाई कारपोरेशन के सांगला स्थित एलपीजी गैस वितरण केंद्र द्वारा आपदा प्रभावित क्षेत्रों की अनदेखी करते हुए जेपी कंपनी को एक ट्रक रसोई गैस सिलेंडर मुहैया किए जाने के मामले ने तूल पकड़ना शुरू कर दिया है। मामले की शिकायत मिलने के बाद प्रदेश विधानसभा उपाध्यक्ष जगत सिंह नेगी ने जिला खाद्य आपूर्ति नियंत्रक, जिला प्रशासन सहित सिविल स्पलाई के अधिकारियों को आदेश दिए हैं कि जिस किसी स्तर पर भी इस तरह की कोेताई बरती गई है, उनके विरुद्ध कार्रवाई अमल में लाई जाए।

कृष्ण मंदिर की दीवार ढही

रिकांगपिओ — किन्नौर जिला के युवा कंडा में महाभारत काल में बना कृष्ण मंदिर भी गत दिनों की भारी बारिश से नहीं बच पाया। भारी बारिश के कारण इस ऐतिहासिक कृष्ण मंदिर की एक दीवार पूरी तरह से क्षतिग्रस्त हो गई है। भगवान मंदिर कमेटी यूला कीरतन नेगी ने बताया कि गत दिनों हुई भारी बारिश के कारण 11 हजार फीट की ऊंचाई पर महाभारत काल में एक बडे़ तालाब के बीचोंबीच बने कृष्ण मंदिर की एक दीवार पूरी तरह से क्षतिग्रस्त हो गई है, जिससे मंदिर को ही खतरा बना हुआ है। उन्होंने कहा कि यदि समय रहते इस ऐतिहासिक मंदिर की दीवार की मरम्मत नहीं की गई तो पूरा का पूरा मंदिर ही क्षतिग्रस्त हो सकता है। गौर रहे कि 11 हजार फुट की ऊंचाई पर बना यह कृष्ण मंदिर के दर्शन के लिए हर वर्ष हजारों की तादाद में लोग दूर—दूर से पैदल यहां पंहुचते हैं। विशेष कर हर वर्ष कृष्ण जन्म अष्टमी के दिन इस मंदिर के दर्शन के लिए हजारों लोग पंहुचते हैं। प्रदेश सरकार ने इस ऐतिहासिक मंदिर के प्रति लोगों की आस्था को देखते हुए हर वर्ष जन्माष्टमी के दिन इस मंदिर परिसर में होने वाले उत्सव को जिला स्तरीय उत्सव का दर्जा प्रदान किया है।भगवान मंदिर कमेटी युला के अध्यक्ष किरतन नेगी ने प्रदेश सरकार व जिला प्रशासन से मांग की है कि इस ऐतिहासिक मंदिर को भारी बारिश के कारण हुई क्षति को पुनः ठीक किए जाने के लिए शीघ्र पुख्ता कदम उठाया जाना अति आवश्यक है, अन्यथा लोगों की अस्था से जुडे़ इस ऐतिहासिक मंदिर का अस्तित्व खत्म हो सकता है।

रिकांगपिओ – प्रदेश सरकार द्वारा कर्मचारियों के लिए पुनः ट्रिब्यूनल बहाल करने पर जिला अरापत्रित कर्मचारी महासंघ किन्नौर अध्यक्ष ओम प्रकाश नेगी, महासचिव देवेंद्र वर्मा, निचार खंड अध्यक्ष राजीव नेगी, कल्पा खंड महासचिव रामकुमार नेगी ने मुख्यमंत्री वीरभद्र सिंह का धन्यवाद किया। उन्होंने कहा कि वीरभ्रद सिंह हमेशा कर्मचारी हितैषी रहे हैं, जिसका यह प्रमाण है।

ट्रैफिक-पानी की व्यवस्था पर 21.50 करोड़ रुपए खर्च

रिकांगपिओ — जिला में भारी वर्षा और बर्फबारी की वजह से प्रभावित लोगों को राहत राशि वितरित करने, यातायात एवं जलापूर्ति बहाल करने के लिए अब तक 21.50 करोड़ रुपए की राशि व्यय की जा रही है। यह जानकारी सोमवार को यहां एकीकृत जनजातीय विकास परियोजना सलाहकार समिति की बैठक की अध्यक्षता करते हुए उपाध्यक्ष हिमाचल प्रदेश विधानसभा तथा परियोजना सलाहकार समिति के अध्यक्ष जगत सिंह नेगी ने दी। श्री नेगी ने जिला में किए जा रहे राहत एवं पुनर्वास कार्य पर संबंधित अधिकारियों को राहत एवं पुनर्वास कार्य को पारदर्शिता के साथ युद्ध स्तर पर तत्परता के साथ पूरा करने को कहा। उन्होंने क्षतिग्रस्त भवनों को दी जाने वाली राहत राशि का वितरण भी पारदर्शिता के साथ ग्राम सभाओं में आम लोगों की जानकारी के साथ वितरण सुनिश्चित करने को कहा। उन्होंने सभी संपर्क मार्गों में यातायात, पेयजल आपूर्ति तथा विद्युत आपूर्ति का कार्य युद्ध स्तर पर पूरा करने को कहा, ताकि जनजीवन को सामान्य बनाया जा सके। उन्होंने राष्ट्रीय उच्चमार्ग में पवारी से समदू तक यातायात को बहाल करने के लिए सीमा सड़क संगठन के अधिकारियों को युद्ध स्तर पर कार्य करने को कहा। उन्होंने राष्ट्रीय उच्च मार्ग पर लगी मशीनरी को उपयुक्त मात्रा में डीजल आदि की आपूर्ति सुनिश्चित करने के लिए संबंधित अधिकारियों को आदेश दिए। उन्होंने लोक निर्माण विभाग के अधिकारियों को विशेषकर पूह तथा सांगला क्षेत्र को जोड़ने वाले सभी संपर्क मार्गों को यातायात के लिए खोलने के लिए युद्ध स्तर पर कार्य करने को कहा, ताकि प्रभावित क्षेत्रों में जनजीवन को सामान्य बनाया जा सके। बैठक में उपायुक्त किन्नौर कैप्टन जेएम पठानिया, अतिरिक्त जिला दंडाधिकारी पूह, उपमंडलाधिकारी निचार तथा कल्पा तथा परियोजना सलाहकार समिति के गैरसरकारी सदस्यों के अलावा विभिन्न विभागों के अधिकारी उपस्थित थे।एकीकृत जनजातीय विकास परियोजना अधिकारी केआर सहजल ने विभिन्न मुद्दों को चर्चा के लिए प्रस्तुत किया।

रिकांगपिओ — किन्नौर में हुई इस त्रासदी से जहां यहां का आम जनमानस प्रभावित हुआ है, वहीं जल विद्युत परियोजना निर्माण कार्यों में लगी निजी कंपनियां भी इस त्रासदी से नहीं बच पाई हैं। किन्नौर जिला में निर्माणाधीन काशंग परियोजना के निर्माण कार्य में लगी (एचसीसी) हिंदोस्तान कंस्ट्रक्शन कंपनी को ही इस दौरान 12 करोड़ 70 लाख रुपए की क्षति हुई है। बताया जाता है कि 15 व 16 जून को हुई भारी बारिश के कारण पहाडि़यां खिसकने से काशंग परियोजना की पावर हाउस साइट को सबसे अधिक नुकसान हुआ है। इन दो दिनों के दौरान एचसीसी कंपनी के दो मिलर, दो टिप्पर, एक फ्लोरी डंपर, एक वैन क्षतिग्रस्त होकर सतलुज नदी में जा गिरी। इसी तरह परियोजना निर्माण के लिए पावर हाउस साइट पर बनाई गई बैचिंग प्लांट, कैशर प्लांट, कोलेलबू क्रेन, हाइड्रो ट्रेन सहित परियोजना निर्माण में लगने वाले कई उपकरण भी बुरी तरह क्षतिग्रस्त हो गए हैं। काशंग परियोजना की पावर हाउस साइट, इंटक साइड तथा आईपीएस साइड की सड़कें भी बुरी तरह क्षतिग्रस्त होने के कारण परियोजना का निर्माण कार्य पूरी तरह ठप पड़ा है। एचसीसी कंपनी के प्रोजेक्ट मैनेजर मनमीत सिंह ने बताया कि सड़क, मार्ग सहित कंपनी की कई मशीनरियों के क्षतिग्रस्त होने के कारण परियोजना निर्माण कार्य पूरी तरह बंद पड़ा है। पिछले 15 जून से कंपनी के 760 मजदूर सहित कई तकनीकी कर्मचारी कार्य नहीं कर पा रहे हैं। बताया जाता है कि हिमाचल प्रदेश पावर कारपोरेशन की इस काशंग परियोजना को नवंबर, 2013 में पूर्ण होना था, लेकिन इस बड़ी त्रासदी के चलते इस परियोजना को पूर्ण होने में कुछ महीनों की और देरी हो सकती है।

बाढ़ पीडि़तों को दस करोड़ की राहत

भावानगर — मंडी संसदीय चुनाव क्षेत्र से चुनाव लड़ रही कांग्रेस प्रत्याशी प्रतिभा सिंह ने सोमवार को प्राकृतिक आपदा से ग्रस्त जिला किन्नौर का दौरा किया। उन्होंने वहां टापरी व बालट्रंग में बाढ़ प्रभावित क्षेत्र का दौरा किया। उन्होंने कहा कि ऐसी दुख की घड़ी में उनका परिवार व प्रदेश की जनता किन्नौर के लोगों के साथ है। उन्होंने कहा कि प्रदेश सरकार आपदा ग्रस्त जिला किन्नौर बाढ़ प्रभावित क्षेत्र में राहत कार्य के लिए 10 करोड़ रुपए की राशि तुरंत जारी की है। उन्होंने कहा कि प्रदेश सरकार ने बाढ़ प्रभावित क्षेत्र के लिए केंद्र सरकार से 2575 करोड़ रुपए की मांग की है, जिसमेें से प्रदेश सरकार ने केंद्र से बाढ़ प्रभावित क्षेत्र में राहत पहुंचाने के लिए 1000 करोड़ रुपए की तुरंत जारी करने की मांग की है। उन्होंने कहा कि चार सेना व प्रदेश सरकार के हेलिकाप्टर द्वारा बाढ़ से विभिन्न क्षेत्र में फंसे लोगों को सुरक्षित स्थान पर पहुंचाया गया। उन्होंने कहा कि जल्द ही उच्च स्तरीय केंद्रीय दल भी इस क्षेत्र का दौरा करेगा और बाढ़ से हुए नुकसान का पूरा आकलन करेगा। उन्होंने कहा कि वह व्यक्तिगत तौर पर भी प्रभावित परिवारों को राहत दिलाने का पूरा प्रयास करेंगी। इस मौके पर किन्नौर कांग्रेस अध्यक्ष उमेश नेगी, एनएसयूआई के पूर्व प्रदेशाध्यक्ष अतुल शर्मा, किन्नौर युवा कांग्रेस अध्यक्ष प्रताप नेगी, निचार खंड कांग्रेस अध्यक्ष राज कुमार नेगी, सुनील नेगी सहित सैकड़ों लोग मौजूद थे।

प्रदेश का विकास कांग्रेस की देन

भावानगर – भावानगर में प्रतिभा सिंह ने चुनावी नुक्कड़ जनसभाओं को संबोधित करते हुए कहा कि भाजपा की नीतियों से जनजातीय क्षेत्रों की घोर उपेक्षा हुई। उन्होंने कहा कि अगर पूर्व धूमल सरकार ने इन क्षेत्रों में सड़कों व अन्य आधारभूत सुविधाओं की ओर ध्यान दिया होता तो आज विपत्ति के इस समय राहत कार्य तेजी से हो पाते। उन्होंने कहा कि भाजपा कभी भी प्रदेश हितैषी नहीं रही है। उन्होंने भाजपा पर सरकार को एक व्यवसाय के तौर पर चलाने का आरोप लगाते हुए कहा कि प्रदेश में विकास केवल कांग्रेस की देन है। उन्होंने कहा कि वीरभद्र सिंह के नेतृत्व में बनी प्रदेश सरकार फिर से प्रदेश को विकास की पटड़ी पर लाएगी।
