The work on the Rs 350-crore medical devices park project being set up at Lakhanpur in the Nalagarh industrial belt of Solan district is being done in phases. In the first phase, the work to level the hilly plot has been completed. Nearly 40 per cent work on the project in the second phase has also been completed.

Environment clearance granted

The State Environment Impact Assessment Authority had granted environment clearance to the project in August
The ongoing work to set up four laboratories, roads, cycle tracks, footpaths, a convention centre and factories on 2,250 sq m plots is likely to be completed by March 31, 2024
The State Environment Impact Assessment Authority had granted environment clearance to the project in August. Himachal Pradesh State Industrial Development Corporation (HPSIDC) Ltd was pursuing the project civil works. In the first phase, 15 plots measuring 5,000 sq m to 50,000 sq m each are being carved out on 650 bighas. "The environment clearance for 121.80 hectares for the project was received in August. The work on the project is being executed in phases. In the first phase, the levelling of the hilly plot has been completed. Nearly 40 per cent work in the second phase has also been completed," said Rajesh Minhas, Executive Engineer, HPSIDC, Nalagarh.

The ongoing work to set up four laboratories, infrastructure facilities like roads, cycle tracks, footpaths, a convention centre and factories on 2,250 sq m plots was likely to be completed by March 31, 2024.

Labs would be set up with the assistance of the Centre for Innovation and Bio-Design (CIBioD), PGIMER, Chandigarh, which has been engaged as a 'technical partner'. Of the proposed eight labs, four labs would be set up in the first phase.

Being the first medical devices park, the project would present numerous opportunities for investors. "The Kalam Institute of Health Technology, Visakhapatnam, which facilitates research on medical device components, is being roped in to prepare a list of equipment to be installed in the four labs. Officials concerned have visited the Kalam institute to understand the nitty-gritty of the project, which is likely to provide employment to 10,000 people," said TR Sharma, Joint Director, Industries.

He said that devices manufactured in the park would be tested in the four labs. The Industries Department was preparing standard operating procedures for the allotment of land to investors and the allotment of labs.

The Department of Industries has signed memorandums of understanding (MoUs) with NIPER, Mohali, for engaging it as a 'knowledge partner' and the CIBioD, PGI, Chandigarh, as a 'technical partner'. The MoUs for the park have been signed with an investment intent of more than Rs 800 crore.

Baddi factory manufacturing fake branded spice raided

The Baddi police today raided a spice-manufacturing factory in the Industrial Area that allegedly packaged counterfeit items of the popular spice brand, Ruchi.

The police seized as many as 12,000 cartons and 540 packets of spices bearing the labels of Ruchi.

The said factory was operating under the name of MMD Global Foods at Baddi.

Ruchi spices are operational since 1992 and have six units in the area. The firm has been awarded for its quality on the national-level several times. Surprisingly, for the past two months, the company staff had been receiving complaints of substandard spices being sold under their brand name.

As per the company employees, while enquiring about the source of such packets, the staff learnt about the fake factory, MMD Global Foods, which had earlier been selling spices under the name of Mother Choice.

The company staff claimed that despite several warnings, the factory manufacturing fake spices in the name of Ruchi spices, continued the business.

Following this, a police complaint was lodged today.

Baddi DSP Priyank Gupta said a case under the Copyright Act has been registered against MMD Global Foods, Baddi, and its sister companies found indulging in this nefarious activity. Further probe is underway, DSP Gupta said.

Solan Zila Parishad members side with striking employees

Members of the Solan Zila Parishad today took exception to the issuance of notice to the striking zila parishad employees by the state government and said their permission should be sought before acting against these employees.

Protesting since September 30

More than 4,700 zila parishad cadre employees have been on a pen-down strike since September 30 demanding merger with the rural development or the panchayati raj department
The employees rued that they had been denied the due financial benefits in the absence of this merger. The strike has severally hit rain-relief works
More than 4,700 zila parishad cadre employees have been on a pen-down strike since September 30 demanding merger with the rural development or the panchayati raj department. The employees rued that they had been denied the due financial benefits in the absence of this merger.

In a letter to the Chief Executive Officer today, Solan ZP chief Ramesh Thakur said: "It was unfortunate that the state government has issued notice to the ZP employees to return to work on October 3 or face stern action. When they have not been designated as government employees, on what basis the government has issued them a notice?"

He urged the CEO not to issue any such notice against the striking employees as the protest was their democratic right. "Since these employees have been providing services since the last about 25 years, their demand for merger was justified."

"We have been designated as ZP cadre employees. This was despite the fact that they were drawing their salaries from the state government for several years. Though they were granted the state cadre about a month ago, but this has failed to provide them any succor," rued Rajesh Thakur, state president of the ZP employees association.

The strike has severally hit rain-relief works. A special reconstruction and rehabilitation package of Rs 4,500 was announced by the Chief Minister Sukhvinder Singh Sukhu for the 1,600 rain-affected families on September 30.

Absence of employees in the panchayats has crippled the working of the panchayats where works like issuance of certificates to the rain-affected families to enable them to avail the benefits of the package has been hit. Works under the Mahatma Gandhi Rural Employment Guarantee Scheme, too, has been hit with the strike.

Though the charge of panchayat secretaries has been temporarily handed over to gram rozgar sevaks, sewing teachers and panchayat chowkidars, who have been given financial powers to operate by the state government, but pending work was yet to catch pace.

The employees rued that the former BJP government had failed to address their genuine demand. Though the Congress had promised to accept their demand while it was in the Opposition, but now in power, the government was shying away from accepting the demand and asking them to join work on the pretext of executing the rain-affected work

Foundation Stone of Rs. 102.32 crore TDC at Baddi laid

Union Minister for Medium, Small and Micro Enterprises (MSME) Kalraj Mishra along with Chief Minister Virbhadra Singh today laid foundation stone of Rs. 102.32 crore Tool Room/ Technological Development Centre (TDC) of Small, Medium and Micro Enterprises   at Baddi in Solan district.

The Tool Room would be set up under the Technology Centre System Programme (TCSP) of Government of India.

Kalraj Mishra while addressing the august gathering said that the need was felt to open such Technology Centres to keep pace with the change in technology. He said that World Bank had sanctioned Rs. 2200 crore for setting up such Technology Centres for 15 places in the country, adding that 10 different places had been identified so far. He thanked the State government for providing 20 acres of land free of cost for the Technology Centre.

He said that this Technology Centre/ Tool Room  was a dream project of Virbhadra Singh and similar technology centres were coming up in Jammu and Kashmir, Haryana, Uttrakhand and other places where more than one lakh youth would be trained. He said that either these trained youths would set up their own industrial units or will be employed by major industries.

The Tool Room will provide quality training to the youth which would also be eco-friendly, he added.  He said the Prime Minister stressed for Make in India products and achieve the ‘Skilled India’ label to make ‘Bharat’ a manufacturing country, so that the world could use the products and import them with the label ‘Make in India’. He said that Ministry of MSME would provide adequate support for setting up rural based industrial units in the State as Himachal was hub of Medium, Small and Micro units.

Mishra said that the Tool Room set up under the Technology Centre System Programme (TCSP) focuses on technological and skilled manpower support to the industries of the region for design and development and engineering solutions including import substitution. He also detailed about several central scheme related to the Ministry of MSME. He said that the Ministry was also working towards strengthening the Rural Self Employment Training Institutes and said that for seeking online registration the GoI had made a provision of one page form to be filled within no time to facilitate the entrepreneurs.

The Union Minister announced shifting the Multipurpose Development Training Centre of GoI, from Kaned to Sundernagar in Mandi district on the request of Chief Minister.

CM dream project to be operationalised soon

Chief Minister Virbhadra Singh after welcoming and honouring the Union Minister said that Rs. 102.32 crore Technology Centre/Tool Room set up under the Technology Centre System Programme (TCSP) of Government of India, the foundation stone was laid jointly by Union Minister for MSME, Kalraj Mishra and by him,  would  be providing consultancy and advisory services in technology and engineering solutions for improvement of the quality system and productivity and would prove handy for providing employment to both the skilled and unskilled manpower.

Virbhadra Singh said that in April 2012, when he was Union Minister of the MSME, a mini Tool Room Centre was sanctioned to be opened at Baddi for which a land measuring 15000 sq. meters was available and foundation stone was laid by him though the land was not sufficient.

There was a need of full fledged Tool Room for which 20 acres of land was required and our government had identified and provided the land at Baddi and today the foundation stone had been laid by Union MSME Minister,  Kalraj Mishra for the modern Technology Centre which will support the MSME’s through production, training and advisory support to the industrialists and it was no less than the engineering institute for the skilled and un-skilled youth.

The Chief Minister thanked  Kalraj Mishra and said that the project was conceptualized and initiated during his stint as Union Minister of MSME, adding that he hopes that the technology centre when completed, would contribute towards skilling the youth of the state to make them employable in industry by designing courses relevant to them.

He said that 40 percent of export was done by Medium, Small and Micro scale industries and it plays a pivotal role in strengthening the economy.

In Himachal Pradesh today we have more than 500 Medium and Large Scale and 40 thousand Small scale units with an investment exceeding over Rs.18,000 crore.

The Chief Minister said that the Union Ministry of MSME today contributes 95 percent of all  industrial enterprises and 40 percent of industrial output and for the very reason this sector was regarded as the ‘engine of the Indian economy’ and the largest employment provider in the industries.

Virbhadra Singh said that the Technology Centre will have infrastructure to provide professional training in various courses such as process automation in Tool Making, metal cutting, maintenance, advance welding, Information Technology, Training on Testing, Industrial automation etc.

He thanked the Union Minister for sparing his time for the valuable project.

The Chief Minister urged the Union Minister to re-store the Industrial package which had expired on January, 2013 and said that the issue had been raised many a times with GoI for extension of the Central incentive package and we hope you will favourably respond to this.

Virbhadra said that we intend to catalyse industrial growth of our state so that by 2022, industrial sector contributes at-least 25 percent to Gross Domestic Product.

Speaking on the occasion, Industries Minister Mukesh Agnihotri congratulated the Chief Minister for the beginning of his ‘Dream Project’ for which the Chief Minister was always eager to start the same at the earliest. He said that tool room renamed as Technology Centre would soon become operational on which an additional sum of Rs 170 crore or so would incur. He said that a nodal officer would be appointed to monitor the project for its time bound completion.

He said that 90 percent of industries in the state were small, micro and medium and Baddi-Barotiwala was the key area where these were well operational.

He raised the issue for re-storing the industrial package of the State and said that the state government had invited many big industrial houses in the state. We held several industrial meets in the country with the aim of inviting entrepreneurs to invest in the state.

He urged the Chief Minister to give appropriate budget for the industrial sector and also few incentives to the entrepreneurs. He said that Himachal had vast tourism potential and needs to be developed. He urged for adequate funds for developing the Pandoga and Kandrori industrial belts.

The Minister urged the Union Minister Kalraj Mishra to form a separate policy for setting up micro and small scale industries for the hill states.

Earlier, Principle Secretary, Industries, R.D Dhiman and Director Industries Amit Kashyap welcomed the Union Minister and the Chief Minister.

Parwanoo-Shimla four-laning project set to take off soon

Decks have been cleared for commencement of work on the first phase of Rs 2518 crore Parwanoo - Shimla four-laning project with the award of work from Parwanoo to Solan for Rs 748 crores to G R Infra Limited. The work on the project is likely to begin from September as the condition to make 80 per cent of land available has been fulfilled.
Forest clearance of 37 hectares of land and time limit of 30 months has been set for completion of the project from the date of actual commencement of work, said Project National Highway Authority of India (NHAI), Satish Kaul.
Efforts are afoot to settle arbitration cases in respect of 20 hectare of land acquired from private persons. The NHAI has expressed willingness to pay the entire award money when the arbitration cases are settled.
Under the project, one 825 metre one-way tunnel would be constructed near Barog Bypass, besides two railway over bridges at Sanawar and Barog Bypass and a flyover at Kumarhatti, reducing the distance by three km.
Besides, realignment of about seven km of road would reduce the length of the road to 39 km from the present 42 km. About 21-km long service roads will also be constructed at Dharampur and Solan while a toll barrier would be erected at Sanawar, he said.
Forest clearances have been accorded for 28 hectares of forest land in the second phase of the project from Solan to Kaithali Ghat (23 km) while arbitration proceedings are underway in respect of 26 hectares land acquired for the project.
The second phase to be executed at an estimated cost of Rs 570 crores envisages construction of 460 m long tunnel at Kandaghat and two railway over bridges at Kandaghat and Chambaghat.
The alignment for 27-km-long highway in the third phase from Kaithali Ghat to Dhalli would be totally new and will not touch the existing highway at any point. Link roads would be provided for the convenience of people to move to the old highway. A salient feature of the third phase of the project costing Rs 1200 crore would be construction of three tunnels near Anandpur, Shogi and at Dhalli with total length of about 2-km and an ultra modern single span 600 m long bridge at Malyana which would not only shorten the distance considerably but also save thousands of trees from being axed. Clearance of 40.3 hectares of forest land has been sought under this phase of the project. The total length of the Parwanoo- Shimla four-lane highway would be 89 km while the estimated cost would be Rs 2518 crores.
