Health Minister thanks PM for approving AIIMS at Bilaspur

Health Minister Vipin Parmar has thanked Prime Minister Narendra Modi and Union Health Minister J.P Nadda for sanctioning a sum of Rs. 1,351 crore under the Pradhan Mantri Swasthya Surakhsa Yojna (PMSSY) for setting up an AIIMS in Bilaspur.

He said getting a prestigious institute like AIIMS was a big achievement for which the people of the state were thankful to Prime Minister, who has already laid the foundation stone of the institute in Bilaspur district.

The Minister said AIIMS would prove to be a boon for quality health services within the state as people of the state so far have to visit PGIMER, Chandigarh or even New Delhi for serious diseases.

Parmar said the 750-bed AIIMS will have a medical college with an intake capacity of 100 seats and a nursing college with 60 seats. The AIIMS will have speciality and super speciality departments including trauma centres. There would also be an AYUSH department for treatment in traditional system of medicine. He added that efforts would be made to complete the construction work of AIIMS in 30 months.

He said the state government would accord priority for strengthening the health institutes by expanding the health infrastructure and filling up vacant posts of doctors. The state government has already taken a decision to fill up 100 posts of doctors, he said.

Himachal hikes aid to freedom fighters, dependents

Himachal Pradesh Chief Minister Virbhadra Singh announced substantial hike in honorarium of widows and unmarried daughters of freedom fighters from Rs 3,000 to Rs 5,000 per month.

He also announced increase in grant-in-aid for marriage of daughters of freedom fighters from Rs 10,000 to Rs 51,000 and granddaughters from Rs 10,000 to Rs 21,000. The amount for last rites was increased from Rs 5,000 to Rs 15,000 and Rs 10,000 respectively for the freedom fighters and their wives.

Presiding over the conference of state Freedom Fighters at Bilaspur, he said Congress had always looked after the interests of the freedom fighters and their families.

He said wives and unmarried daughters of 813 freedom fighters were being provided honorarium which included 96 living freedom fighters.

He accused the previous BJP government for ignoring freedom fighters.

The state had enhanced the 'honorarium' of freedom fighters from Rs 7,500 to Rs 10,000 per month from September 1, 2013.

Their dependents were allowed two per cent reservation in the government jobs while provision had been made for reserving one seat in MBBS, Dental and Ayurvedic colleges.

Lauding the people of Bilaspur town for their contribution to the nation's development, he said the old town was submerged due to construction of Bhakra Dam and many families were uprooted.

The Congress government had taken effective steps for rehabilitation of affected families and most of them had been provided plots while remaining families would be rehabilitated in next two-theree years.

He said that state governemnt had already announced plans to regularise encroachments by such families in the town.

The state would also regularise the houses constructed by the Balmiki community and also provide plots to houseless families, he said.

Preparations are underway to implement Direct Benefit Transfer (DBT) scheme for LPG subsidy in 7 more districts of Himachal Pradesh. Chamba, Kangra, Shimla, Solan, Sirmaur, Kullu, Lahaul Spiti are the seven districts of Himachal Pradesh where the scheme would be extended.

Before this, LPG subsidy through DBT scheme which began from 1st June includes Una, Bilaspur and Hamirpur districts of Himachal Pradesh. The scheme began in the fourth district (Mandi) of Himachal Pradesh from August 1. Government has started Cash Transfer Compliance Customer (CTC) system for more than 70% LPG consumers in the said districts.

For CTC consumers have been given a time frame till 30th September to provide their bank account linked Aadhaar number to their gas agencies. Those consumers would be denied of LPG subsidy from October 1 who will fail to submit their bank account linked Aadhaar number to their gas distributors until the set deadline. Consumer will have to buy LPG cylinder at market price from October 1 while the subsidy amount of 9 LPG cylinders per year would be credited into their Aadhaar linked bank account.

Pensioners urge CM to call meeting to solve problems

The district unit of the Himachal Pradesh State Pensioners Welfare Association has urged Chief Minister Virbhadra Singh to summon a meeting of the Joint Consultative Committee (JCC) of pensioners of the state so that all their long-pending problems are reviewed and solved at the earliest according to the election manifesto of the ruling party.

Hukam Singh Thakur, spokesman of the District unit of the Himachal Pradesh State Pensioners Welfare Association, while talking to mediapersons here today, said this unanimous resolution was adopted in a largely-attended meeting of the district unit. The meeting was presided over by Rama Nand Sharma. State senior vice-president JK Nadda and district general secretary Jagdish Dinesh also addressed the meeting.

Another resolution said the government should immediately release at least 8 per cent dearness allowance (DA) instalment due since January this year. District president Rama Nand said all units in the district here had contributed Rs 1,62,221 towards the recent natural calamity in Kinnaur and Uttarakhand.

He said this amount was being sent to state president Jiva Nand Jivan through a demand draft, which would be forwarded to Chief Minister Virbhadra Singh along with other such amounts collected by district units of the state association in other districts.

Ex-serviceman fails to get timely treatment, dies

Ex-serviceman and transporter Jogender Singh Patial (58) of Berry Mian village, near here, died unattended by any doctor at the Regional Hospital here on Saturday after having waited for 15 minutes for treatment.

He died there even though his family and neighbours had rushed him to the hospital at 11 am on Saturday.

Milap Chand, former vice-president of the Berry Mian gram panchayat and brother of the deceased, told mediapersons that all efforts of relatives and attendants of the deceased to bring a doctor to examine him in time failed. They even failed to get a stretcher for him.

While scores of people accompanied by patients waited anxiously for doctors, there was no doctor in the OPD and the trauma centre.

Milap Chand said the deceased had complained of chest pain and was suspected to have had a heart attack. He was rushed to the hospital, but died there without getting timely medical aid.

A woman doctor came to check him after about 15 minutes' wait, but it was too late as he had already died.

He said they were going to complain against the hospital to the higher authorities regarding the mismanagement in the hospital and would demand action and a high-level probe in the matter. He also urged Health Minister Kaul Singh Thakur to conduct a probe into the incident.

Pratibha Singh urges to sanction funds for Photovoltaic Solar Power Plants

Member of Parliament Mrs Pratibha Singh called on Shri Farooq Abdullah Union Minister for New & Renewable Energy in New Delhi and requested him to sanction funds for Photovoltaic Solar Power Plants for the State Government Secretariat building, Shimla and famous Ridge Maidan to promote clean energy in the State Capital.

Mrs Pratibha Singh said that the State Government was focusing on Green Sources of energy and has sent proposals for meeting the power requirements from solar energy which is regarded as the most non-polluting source of energy.

Member of Parliament told that the State Government agency HIMURJA which is promoting the use of non-conventional energy has sent a proposal for installing 100 Kwp Photovoltaic Power Plant at the State Government Secretariat, Shimla and 20 Kwp capacity Photovoltaic Solar Plant for Ridge Maidan, Shimla. She told him that Detailed Project Reports (DPRs) of both of the solar plants have been sent to Ministry of New and Renewable Energy and requested him to sanction adequate funds for commissioning the plants.

Mrs Pratibha Singh said that 100 kilo watt solar plant would be directly connected to the main secretariat grid to provide its power needs from solar energy which would also help the Government to save electricity bill. She told that entire lighting system of Ridge Maidan would also be connected with solar plant. Once installed and proven efficient, the Government would explore possibilities of adding such more non-polluting plants at HIPA, Mashobra and Panchayat Bhawan Shimla for which DPRs of 100 kwp and 15kwp have already been prepared under Shimla Solar City Programme.

Mrs Pratibha Singh urged for sanction of funds for 150 kwp Solar Power Plant at Pin Valley Kaza and 500 kwp Solar Power Plant for REE village in Bilaspur. She demanded 2000 SPV Home Lighting System for slum areas in Shimla and 5000 SPV lanterns for beneficiaries in Shimla town.

She requested the Union Minister to sanction 20,000 SPV Lanterns and 20,000 SPV home lights for flood affected areas of Kinnaur on the pattern of Uttrakhand and told that electricity has not been restored completely in many villages due to recent flash floods and added that the areas experiences heavy snowfall in winters which leads to disruption in power supply time and again in entire area and requested to provide solar power systems to provide regular clean energy in entire tribal areas. She also demanded 5000 SPV Home Lighting System for remote and backward areas like Dodra Kwar where transmission lines were snapped in winters during heavy snow fall.

She told that HIMURJA has prepared a master plan for implementation of the Union Government-sponsored Solar City Project, for which the MNRE had selected the Shimla among 50 cities across the country. Under the project, the Union Government will provide 90% subsidy on renewable energy projects while 10% is to be borne by the concerned beneficiaries to reduce at least 10% of the projected demand of conventional energy through renewable energy. Through an awareness campaign, the project would promote solar devices such as photovoltaic systems, solar water heating, cooking, steam generating and air-conditioning systems, she added.

बिलासपुर में व्यापारी से 19 लाख का सोना बरामद

संवाददाता, बिलासपुर : बिलासपुर शहर में पुलिस ने बुधवार देर रात चंपा पार्क के पास स्थित एक निजी के होटल के बाहर एक व्यापारी से एक किलो तीन सौ छियासठ ग्राम का सोना बरामद किया। यह व्यापारी सोने को बेचने की ताक में था। ऐन वक्त पर पुलिस ने उसे शक के आधार पर पकड़ लिया। बाद में आबकारी एवं काराधान विभाग के अधिकारियों ने इस सोने का मूल्य लगभग 19 लाख 42 हजार आंका तथा इसी आधार पर जुर्माना वसूला। सूत्रों के अनुसार सदर पुलिसकर्मी बुधवार देर रात करीब डेढ़ बजे थाना प्रभारी राजकुमार के नेतृत्व में गश्त कर रहे

पीडब्ल्यूडी घुमारवीं को साढ़े नौ करोड़ की चपत

घुमारवीं — घुमारवीं लोक निर्माण विभाग के तहत विभिन्न सड़कों का बरसात के कारण काफी नुकसान हो गया है। विभाग द्वारा किया गया नुकसान का आंकलन नौ करोड़ साठ लाख रुपए हो चुका है, जबकि बरसात अभी भी जारी है। आगामी दिनों में और कितना नुकसान होगा, इसका अंदाजा लगाना मुश्किल है। इससे एक प्रश्न यह भी उठता है कि क्या विभाग ने बरसात से निपटने के लिए कोई इंतजाम नहीं किए थे। बरसात में सड़कों का सबसे ज्यादा नुकसान सड़कों के किनारे नालियां न बनाने से हुआ है। विभागीय आंकलन के अनुसार सबसे ज्यादा नुकसान घुमारवीं-सरकाघाट-जोगिंद्रनगर सड़का का हुआ है। उक्त सड़क सुपर हाई-वे बनना प्रस्तावित है। घुमारवीं मंडल के अधीन यह सड़क में पिछले दिनों बारिश से करीब 22 लाख रुपए का नुकसान हुआ है। हालत यह है कि विभिन्न स्थानों में सड़क टूट गई है और कई जगह ढंगे भी धंस गए है, जिस कारण लोगों के घरों को भी नुकसान होना शुरू हो गया है, जबकि विभाग द्वारा इस सड़क पर ढंगों का कार्य युद्ध स्तर पर जारी है। बरसात में हुआ नुकसान लोक निर्माण विभाग के लिए आफत बन गया है। पीडब्ल्यूडी विभाग के एक्सईएन पीसी वर्मा ने बताया कि विभाग को बरसात द्वारा हुए नुकसान का आंकलन कर उच्चाधिकारियों को भेज दिया गया है।

बल्कर व बस में टक्कर

घागस : बिनौला पंचायत में वीरवार सुबह लगभग 11 बजे राष्ट्रीय राजमार्ग-21 पर एक बल्कर (एचपी 69-0904) व साई ट्रैवल नामक निजी बस (एचपी-31-8109) में टक्कर हो गई। बल्कर बरमाणा से बिलासपुर की ओर जा रहा था। बस बिलासपुर से सुंदरनगर की ओर जा रही थी। दोनों वाहन अचानक ढ़ाबे के सामने टकरा गए। हादसे में बस चालक को चोटें आई हैं। बस में सवार यात्री सुरक्षित रहे। पुलिस ने मौके पर पहुंचकर बल्कर चालक के खिलाफ केस दर्ज कर लिया है।

संवाद सहयोगी, घुमारवीं : पट्टा पंचायत के गांव पट्टा में नाबार्ड के तहत किसानों व बागवानों के लिए जागरूकता शिविर का आयोजन किया गया। नाबार्ड के जिला विकास प्रबंधक विजय नेगी ने किसानों को किसान क्लबों के संबंध में जानकारी दी।

उन्होंने कहा कि किसान क्लबों के गठन के तीन वर्ष तक क्लब को दस हजार रुपये प्रति वर्ष दिए जाते हैं। क्लब को हर महीने बैठक करनी होती है। किसान क्लब के माध्यम से वर्ष में दो बार पशुओं की समस्या व बच्चों के स्वास्थ्य के लिए और कृषि-बागवानी से संबंधित शिविर लगाए जाते हैं।

एनएच के जाम पर कसेगी लगाम

बिलासपुर — चंडीगढ़-मनाली राष्ट्रीय राजमार्ग-21 पर आए दिन लगने वाला जाम अब आम नहीं रहेगा। इससे छुटकारा पाने के लिए पुलिस विभाग ने एक योजना तैयार की है। इसके तहत एनएच को बीटों मेंविभाजित कर बाकायदा पुलिस कर्मियों की ड्यूटियां लगेंगी। यही नहीं, वाहन चलाते समय मोबाइल फोन सुनने वालों पर पैनी निगाह रहेगी और यदि मामला सामने आता है तो वीडियो रिकार्डिंग कर कड़ी कार्रवाई के लिए मामले न्यायालय मेंप्रेषित किए जाएंगे। इसके अलावा प्रवासियों पर भी पैनी नजर रखी जाएगी और उनके यहां आने वाले रिश्तेदारों के बारे में उन्हें संबंधित पुलिस थाने को सूचित करना होगा। यह खुलासा बिलासपुर जिला के नवनियुक्त पुलिस अधीक्षक कपिल शर्मा ने बुधवार को यहां पत्रकारों से बातचीत में किया है। उन्होंने बताया कि समाज में पुलिस व पत्रकार एक दूसरे के पूरक होते हैं। जनसेवा दोनों ही वर्गों का ध्येय होता है इसलिए आपसी मेल और सामंजस्य आवश्यक है। उन्होंने कहा कि बिलासपुर की भौगोलिक परिस्थतियों से वह भली भांति परिचित हैं लिहाजा सभी के सहयोग से समाज को अपराधमुक्त करने के लिए कोई दिक्कत नहीं आएगी। श्री शर्मा ने कहा कि पुलिस और जनता के बीच सौहार्दपूर्ण वातावरण बना रहे इसके लिए वह विशेष प्रयास करेंगे। यदि कोई शिकायतकर्ता अपनी गुहार लेकर थाना पहंुचता है तो उसे भय की बजाय भय मुक्त समझना चाहिए। उन्होंने कहा कि एनएच पर दुर्घटनाओं को देखते हुए पुलिस पैट्रोलिंग को चुस्त दुरुस्त किया जाएगा। यातायात व्यवस्था को सुचारू बनाए रखने के लिए पुलिस प्रशासन दो सप्ताह का यातायात जागरूकता कार्यक्रम चलाएगीं।

मनरेगा के लक्ष्य को समय रहते पूरा करें : कुलदीप

संवाददाता, बिलासपुर : बिलासपुर में बुधवार को जिला परिषद की बैठक आयोजित हुई, जिसमें मनरेगा सहित अन्य सभी प्रमुख मुददों पर चर्चा हुई। बैठक की अध्यक्षता करते हुए जिला परिषद अध्यक्ष कुलदीप ठाकुर ने कहा कि विभागीय अधिकारी मनरेगा के तहत तय लक्ष्य को समय रहते पूरा करें ताकि मनरेगा के कार्य समय पर पूरे हों तथा लोगों को उनका लाभ मिल सके। उन्होंने मनरेगा के कार्यों में हो रही देरी पर चिंता जताते हुए कहा कि देरी होने से अन्य योजनाएं भी प्रभावित होती हैं। उन्होंने लोगों से मनरेगा से जुड़ी योजनाओं का लाभ उ

बेला-लंजता में सर्पदंश से व्यक्ति की मौत

संवाद सहयोगी, भराड़ी : उपमंडल घुमारवीं के अंतर्गत गाव बेला-लंजता में एक 40 वर्षीय व्यक्ति की सर्पदंश से मौत हो गई। यह युवक मंगलवार देर रात अपने बिस्तर पर सोया हुआ था कि उसे सांप ने डस लिया। परिवार के सदस्य इस युवक को विष झाड़ने के लिए झंडूत्ता ले गए लेकिन बाद में तबीयत बिगड़ने पर जिला अस्पताल ले गए जहां उसने बुधवार दोपहर दम तोड़ दिया।

बिलासपुर पीजी कॉलेज में एबीवीपी व बीएसए कार्यकर्ताओं में झड़प

संवाददाता, बिलासपुर : बिलासपुर पीजी कॉलेज में मंगलवार को एबीवीपी कार्यकर्ताओं तथा बिलासपुर स्टूडेंट एसोसिएशन (बीएसए) के बीच भिड़ंत हो गई। हालांकि कॉलेज में पुलिस के जवान भी मौजूद थे लेकिन फिर भी इन छात्र संगठनों के बीच भिड़ंत हो गई, जिसमें कुछ छात्रों को चोटें आई हैं।

एबीवीपी कार्यकर्ताओं ने अपने ही छात्रों की गिरफ्तारी के विरोध में थाने का घेराव भी किया। पुलिस ने मामला दर्ज कर छानबीन शुरू कर दी है। सूत्रों के अनुसार कॉलेज में एक छात्रा ने बीएसए के कार्यकर्ता पर उसे अपशब्द कहने तथा बदतम
