हिमाचल के 20 आईएएस, 10 आईपीएस अधिकारी जाएंगे चुनाव ड्यूटी पर

हिमाचल प्रदेश के 20 आईएएस और 10 आईपीएस अफसर चुनाव ड्यूटी पर जाएंगे। छत्तीसगढ़, राजस्थान, मध्यप्रदेश, मिजोरम और तेलंगाना में विधानसभा चुनाव होने जा रहे हैं। सात से 30 नवंबर तक इन पांच राज्यों में विधानसभा चुनाव की प्रक्रिया चलेगी। 19 अक्तूबर से प्रदेश के आईएएस अफसर क्रमवार जाना शुरू होंगे। चुनाव आयोग की ओर से इन अधिकारियों की ड्यूट्यिां लगाई गई हैं। कौन सा अधिकारी किस राज्य में जाएगा, इसकी जानकारी आयोग की ओर से अलग से सरकार को दी जा रही है।

आईएएस अधिकारियों में नंदिता गुप्ता, सी पालरासू, प्रियतु मंडल, डॉ. आरके प्रूथी, विनोद कुमार, सुदेश कुमार मोक्टा, संदीप कुमार, ऋगवेद ठाकुर, डीसी नेगी, गोपाल चंद, कमल कांत सरोच, नीरज कुमार, रोहित जंबाल, अश्वनी कुमार शर्मा, रामकुमार गौतम, पंकज रॉय, प्रदीप ठाकुर, विनय सिंह, हरबंस सिंह ब्रेसकॉन और रीमा कश्यप की चुनाव ड्यूटी लगाई गई है। आईपीएस अधिकारियों में जेपी सिंह, डॉ. डीके चौधरी, गुरदेव चंद, अनुपम शर्मा, रोहित मालपानी, डॉ. कुशाल चंद शर्मा, डॉ. रमेश चंद्र छाजटा, देवाकर शर्मा, डॉ. मोनिका और भगत सिंह विधानसभा चुनाव करवाने जाएंगे। यह सभी अधिकारी अलग-अलग शेड्यूल के तहत ड्यूटी देने जाएंगे। चुनाव ड्यूटी के दौरान इन अधिकारियों के काम का अतिरिक्त कार्यभार अन्य अधिकारियों को सौंपा जाएगा।

Electors Verification Programme launched by Election Commission

Electors Verification Programme: The Election Commission launched the Electors Verification Programme (EVP) across the nation on September 1, 2019. The Electors Verification Programme is a one-stop solution to verify and authenticate voter details and ensure an error-free electoral roll.


The program was launched at all levels starting from the state/UT Headquarters by 32 CEOs, district level by about 700 DEOs and at around 1 million polling stations by BLOs/EROs and will continue from September 1, 2019 to October 15, 2019.

Electors Verification Programme Objective

The main aim of the Electors Verification Programme is to improve the health of electoral rolls and provide better electoral services to the citizens. The programme also aims to increase the level of communication between the voters and the commission.

How will this work?

Under the EVP programme, voters can verify or authenticate their details by logging on to NVSP portal (nvsp.in) or Voter Helpline App or Common Service Centres or by visiting any nearby voter facilitation centre. The EVP programme can be availed both online and offline.

A username and password will be provided to a voter from each family, allowing the person to upload all documents related to electoral registration and tag similar details about his or her family members. The entered details will be verified by block-level officers, by 36 CEOs at the state headquarters level, by 740 district electoral officers at the district level and by BLOs and electoral registration officers in around one million polling stations.

Following are the facilities that a voter can avail under the EVP programme:

• Verify and correct existing details

• Authenticate entry by furnishing scanned/DigiLocker copy of one of the following documents:

(i) Indian Passport

(ii) Driving License

(iii) Aadhaar Card

(iv) Ration Card

(v) Identity card for government/semi-government officials (vi) Bank Passbooks

(vii) Farmer's Identity Card

(viii) PAN Card

(ix) Smart Card issued by RGI

(x) Latest bill for water/electricity/telephone/gas connection.

• Furnish details of family members and verify their entries

• Update details of family members already enrolled as voters but permanently shifted or expired

• Furnish details of eligible un-enrolled family members (born on or before 01.01.2001) and prospective electors born between (02.01.2002 till 01.01.2003) who are residing with the elector.

• Furnish GIS Coordinates of House (through Mobile App) to avail better electoral Services

• Give feedback regarding existing polling stations and give suggestions on any alternate polling station.

Electors Verification Programme Significance

The one-time verification and authentication of details and sharing of contact detail would help electors to get an update on online application status, the status of EPIC, Election Day announcement, voter slip on their registered email and mobile number.

Besides, regular notification on modifications on serial no. and details of the polling station, change in BLO/ ERO and all other information related to polling station will also be shared with the electors.

The Election Commission began this programme by verifying and authenticating their details along with their families.

Full list of candidates going to polls in Himachal Pradesh in seventh phase of Lok Sabha election 2019

Polling will be held in all four Parliamentary Constituencies (PC) of Kangra, Mandi, Hamirpur, and Shimla on May 19.

SHIMLA: Voting for all four Lok Sabha constituencies in Himachal Pradesh is scheduled to take place in the last and seventh phase on Sunday, May 19.

Polling will be held in all four Parliamentary Constituencies (PC) of Kangra, Mandi, Hamirpur, and Shimla.

Kangra, Mandi, Hamirpur parliamentary constituencies are General Seats whereas Shimla PC is reserved for SC. As per Form 7A available on EC website, 11 candidates are contesting from Kangra, 17 from Mandi, 11 from Hamirpur and 6 from Shimla.

A total of 45 candidates are in the fray from these four Lok Sabha seats and their fate will be decided by over 53 lakh registered electors in the state.

The Election Commission of India has set up 7723 polling station across the state for smooth conduct of polls.

As per the data available, there are 5,330,154 voters, out of which 2,724,111 are males, 2,605,996 females and 47 third gender voters.

फोटोयुक्त मतदाता सूचियों में कुल 78033 नये मतदाता शामिल

निर्वाचन विभाग के एक प्रवक्ता ने आज यहां कहा कि भारत निर्वाचन आयोग द्वारा निर्धारित कार्यक्रम के अनुसार प्रदेश के समस्त विधासभा क्षेत्रों के लिए फोटोयुक्त मतदाता सूचियों के विशेष पुनरीक्षण का कार्य प्रथम जनवरी, 2017 की अहर्ता तिथि के आधार पर पूरा कर लिया गया है। 15 सितम्बर, 2017 को फोटोयुक्त मतदाता सूची को अन्तिम रूप में प्रकाशित किया जा चुका है।
उन्होंने कहा कि प्रदेश के समस्त 68 विधानसभा क्षेत्रों में फोटोयुक्त मतदाता सूचियों में कुल 48,27,644 मतदाताओं के नाम दर्ज थे। पुनरीक्षण के दौरान कुल 1, लाख 25 हजार 556 नए मतदाता पंजीकृत किए गए। 18-19 आयु वर्ग में 40 हजार 567 तथा 19$आयु वर्ग में 84 हजार 989 नए मतदाताओं के नाम दर्ज हुए हैं।
प्रवक्ता ने कहा कि 47 हजार 523 मतदाताओं के नाम मृत्यु/स्थान परिवर्तन/ दोहरे पंजीकरण आदि के कारण मतदाता सूचियों से हटाए गए है। इस प्रकार मतदाता सूचियों में कुल 78 हजार 33 मतदाताओं की बढ़ौतरी हुई है, जो कि प्रारूप में प्रकाशित मतदाताओं पर 1.62 प्रतिशत की बढ़ौतरी है।
उन्होंने कहा कि अब प्रदेश की समस्त विधानसभा निर्वाचन क्षेत्रों की फोटोयुक्त मतदाता सूचियों में कुल 49,05,677 मतदाता पंजीकृत है जिनमें 24 लाख 98 हजार 174 पुरूष तथा 24 लाख 7 हजार 503 महिलाएं है। पुनरीक्षण के दौरान मतदाता जनसंख्या अनुपात 654 से बड़कर 664 हो गया है। प्रदेश में सबसे अधिक मतदाता सुलह निर्वाचन क्षेत्र में 92,753 तथा सबसे कम लाहौल व स्पिति (अ.ज.जा) निर्वाचन क्षेत्र में 22,849 मतदाता है।
प्रवक्ता ने कहा कि अन्तिम रूप में मतदाता सूची सम्बन्धित जिला निर्वाचन कार्यलय/निर्वाचक रजिस्ट्रीकरण अधिकारी (एडीएम/एसडीएम), सहायक निर्वाचन रजिस्ट्रीकरण अधिकारी (तहसीलदार/नायब तहसीलदार) के कार्यालयों में अथवा प्रत्येक मतदान केन्द्र पर बूथ लेबल अधिकारियों के पास निरीक्षण के निःशुल्क उपलब्ध है।
इसके अलावा, राज्यों के समस्त विधानसभा क्षेत्रों की मतदाता सूचियां निर्वाचन विभाग की वैबसाई ीजजचरूध्ध्बमवीपउंबींसण्दपबण्पद पर भी उपलब्ध है। सूचियों में दर्ज नामों की पुष्टि उपरोक्त वैबसाईट से भी की जा सकती है। इच्छुक व्यक्ति इन मतदाता सूचियों की पीडीएफ फायलों की सीडी 100 रूपये प्रति सीडी की दर से मुख्य निर्वाचन अधिकारी हिमाचल प्रदेश शिमला के कार्यालय या सम्बन्धित जिला निर्वाचन अधिकारी के कार्यालय से भी प्राप्त की जा सकती है।

Expenditure Monitoring Cell setup in Election Department

The Expenditure Monitoring Cell has been setup in the Chief Electoral Officer, Shimla for coordination on expenditure Monitoring with Election Commission, training expenditure related personnel and political party functionaries. It will also coordinate with District Election Officers and other enforcement agencies in connection with the ensuing Assembly Elections in Himachal Pradesh.

BJP creates history, wins Shimla Municipal Corporation

Counting of votes for the 34 seats of the Shimla Municipal Corporation took place on Saturday, election officials said here.

Since the beginning of the vote count, candidates supported by the BJP stayed ahead in the 34-member house of the Shimla Municipal Corporation.

According to a report, of the total 34, the BJP won on at least 17 seats whereas Congress-supported candidates trailing closely by winning on at least 12 seats.

Three seats have been won by independents, while one has been bagged by the CPI-M.

Three independent candidates Sharda Chauhan, Kusam Lata and Sanjay Parmar announced their support to the Congress. This means the Congress has the support of 15 candidates, still short of the BJP`s 17 winners.

"We are going to take control of the Municipal Corporation with the support of an independent," a senior Bharatiya Janata Party (BJP) leader told IANS.

Fourth independent winner Rakesh Kumar is a BJP rebel and he`s likely to extend support to the saffron party for getting a simple majority.

In 2012, the CPI-M won the posts of Mayor and Deputy Mayor, who were elected directly unlike this time. It thus ruled the civic body with its three members in the 25-seat house -- the majority of the councillors were from the BJP.

Nearly 58 per cent of over 91,000 electors exercised their franchise in the voting held on Friday.

Shimla goes to poll today

Around 91 thousand residents of Shimla, the erstwhile capital city of Britishers, would cast their vote on Friday to send their elected representatives in the Shimla Municipal Corporation for next five years.

Deputy Commissioner and State Election Commissioner, Rohan Chand Thakur on Thursday said that all the preparations for the elections had been completed.

He said that 153 polling booths had been made for polling in 34 wards of the city. Polling will start at 8 am and conclude at 4 pm on Friday.

The district administration has declared 23 booths as hyper-sensitive and 56 booths as sensitive.  Thakur said 1500 employees had been detailed to conduct the poll process.

He said the arrangements for the counting of votes have also been done. Administration has set up two counting centers for counting of votes on June 17. Counting of wards from 1 to 18 and 27 to 34 would be done in Bachat Bhawan in DC office.

SDM, Urban Hemis Negi would preside the process of counting there. The counting for wards from 19 to 26 will be done in DC Court room, where SDM, Rural Gyan Sagar Negi will preside.

As the Shimla Municipal Corporation has again returned to indirect election for the post of Mayor and Deputy Mayor, the polling will be conducted for election of 34 wards this time as the number of wards was increased from 25 to 34. While ruling Congress has fielded its candidates on 28 wards, the main opposition BJP is contesting the MC elections on all the wards.

The CPM, which had won the coveted posts of Mayor and Deputy Mayor in the last direct elections in 2012, has fielded its candidates on 21 seats.

Riding on the Modi wave, BJP is trying to wrest the Shimla Municipal Corporation for the first time, ruling Congress has made sincere efforts particularly in the last three days, when Chief Minister Virbhadra Singh himself sweated while campaigning for the Congress supported candidates.

CPM, after a strong presence in the last MC house, is looking to improve its position.

Over 90,000 voters for Shimla Municipal Corporation elections

The Shimla Municipal Corporation (SMC) elections on June 16 will witness 91,000 voters casting their votes. Voters can vote even without a voter ID and the ones whose names are registered in electoral rolls will be able to cast their vote by showing any valid ID card which mentions the voter's name, father's and husband's.

In all 34 wards of Shimla there are 153 polling booths in which 23 are very sensitive, 56 are sensitive and 74 are normal." We have checked the proper functioning of all Electronic Voting Machines (EVM) through trial runs. We appeal to Shimla residents to maintain law and order while casting their vote," said Shimla election officer and Shimla deputy commissioner Rohan Chand Thakur.
On the voters whose details are missing from the electoral rolls, he said, "Their query is relevant as this has happened in some cases. I would tell all of them that whose names are in the electoral rolls are eligible to vote." he added
He said that for voters' identification, voters name, father or husband's name will be asked. For the identification requirements, they will allow voters to carry any of the 15 or more types of identity cards and passes other then voter id card. Permitted ID cards includes- driving licence, passport, income tax id card, bank/farmers/post office if card, sc/st/obc card, students id card, property registration/lease card, weapons licence, conductor licence by transport authority, pension card, x serviceman card, railway/ bus pass, disability card, adhaar card and others.
Meanwhile on the last day of campaigning on Wednesday, all three parties BJP, Congress and CPI(M) remained active. The candidates were allowed to do propaganda through street plays, speeches and rallies till 4 pm after which they were allowed to do only door-to-door campaigning. Some political parties even broke norms with the BJP posters pasted on the newly-painted walls of HP University even when sticking posters are strictly prohibited.

Amid water woes, Shimla civic body set to go to polls

The Shimla civic body, one of the oldest in the country, is set to go to polls on Friday.

Unlike earlier elections, when residents elected the mayor and his deputy, this time voters will only elect councillors. The party with the maximum councillors will have internal polling for mayor and deputy mayor.

For the Congress, the ruling party in the state, and the BJP, which has largely been out of the corporation in the past 31 years, winning the Shimla Municipal Corporation (SMC) elections is a prestige issue. The CPI-M is fighting anti-incumbency.


Stakes are high for six-time Chief Minister Virbhadra Singh as he is trying to prove he is still a mass leader and can lead the party in the forthcoming assembly polls also, while BJP`s two-time Chief Minister Prem Kumar Dhumal is fighting a "survival battle".

Dhumal is mainly challenged by his bete noire and Union Health Minister J.P. Nadda, who is trying to return to state politics ahead of the assembly elections.

Both Dhumal and Nadda are seeking votes for the BJP, generating a buzz among the voters.

The CPI-M, which came to power in 2012, rules the civic body with just three councillors in the 25-member House. The majority of the councillors are from Congress.

CPI-M Mayor Sanjay Chauhan and his deputy Tikender Panwar blame successive governments for eroding the autonomous character of the civic body. They say the corporation has been reduced to a "waste collector".

Interestingly, the age-old issues of water shortage and the spread of waterborne diseases continue to be the main complaints, besides shortage of parking lots, traffic jams and unscientific disposal of solid waste.

But political observers say the main issue in the poll this time is Shimla`s failure to grab the Smart City tag which lost the city a lot of revenue. Both the BJP and CPI-M blame the ruling Congress of playing politics in the selection of Smart City.

Deliberately keeping the issue of Smart City on the backburner, as it is the BJP`s main poll plank, Virbhadra Singh said his government has evolved a World Bank-funded Rs 1,000 crore scheme to end the city`s water shortage issue at least for the next 50 years.

"We have started work on pumping Satluj river water from Kol Dam to end water shortage in Shimla," the Chief Minister said at the launch of party`s manifesto "Shimla-Sankalp-2017" here on Wednesday.

For the city`s beautification, he said the government has got funding from the Asian Development Bank for resorting and preserving the British-era Town Hall and developing The Ridge and The Mall areas.

Attacking the Congress and the CPI-M, BJP`s Dhumal has said the voters would punish both the parties for playing with the lives of people by supplying unsafe drinking water. A jaundice outbreak last year claimed over 30 lives which was caused by mixing of sewage from a nearby sewerage treatment plant with the natural water supply.

Countering Dhumal`s claims, CPI-M Deputy Mayor Panwar said Shimla has been seeing a jaundice epidemic every alternate year since 2007.

"In fact, the corporation has helped better the water supply and sewage treatment during our tenure. Now every drop of water that is lifted from the river and every drop of sewer that is treated and released into the river is the responsibility of the civic body. This has brought a qualitative change in water and sewerage management," Panwar told IANS.

B.D. Sharma, a local and former Press Secretary to the Chief Minister, however, blames the corporation and successive governments for deteriorating civic conditions.

"Though political parties have been promising the moon but no one has said a single word about ensuring systematic and planned development of the city," he said.

Planned for a maximum population of 16,000, Shimla is home to 1,70,000 people as per the 2011 census and generates 30.09 million litres of sewage per day.

BJP wins Bhoraj assembly by-poll

The Bharatiya Janata Party's Anil Dhiman on Thursday won the Bhoraj assembly constituency by-poll in Himachal Pradesh, defeating the Congress' Parmila Devi by a margin of over 8,000 votes, according to the Election Commission.
The commission said on its website that Anil Dhiman polled 24,434 votes out of a total 46,848 polled on Sunday. Parmila Devi got 16,144 votes.

Special paid holidays declared on 4 and 15 February

The state government has declared a special paid holiday on 4 February, 2017, which is a poll day, for the registered voters of Punjab in border areas of Una, Kangra, Chamba and Solan districts of the state on account of Punjab Vidhan Sabha elections.

A spokesperson of the state government said here today that it will be applicable to all government, semi-government employees and also to the employees working in industrial establishments, who are registered voters of Punjab.

He said that special paid holiday has also been declared on 15 February, 2017 for the registered voters of Uttrakhand on account of Uttrakhand Assembly elections for all the categories of employees as mentioned above.

These holidays would also be special holidays under Section 25 of Negotiable Instrument Act, 1881.

He clarified that these holidays will be given to employees only after production of certificate of the concerned Presiding Officer that the employee has actually cast his or her vote.

BJP activists were elated after the victory of their party in the Chandigarh Municipal Corporation elections. Leader of the Opposition PK Dhumal said the victory was referendum on the demonetisation policy of Prime Minister Narendra Modi.
The results illustrate that the people are supporting the drive against black money. The results are also a reflection of what would be the fate of the Congress in the Assembly elections to be held in Himachal next year, he said.
Health Minister Kaul Singh said most of the people living in Chandigarh were from the elite class and demonetisation had not affected them much. People in rural areas of Himachal are suffering due to shortage of cash.

Notification for Rajya Sabha election issued

The Election Commission of India has announced the election schedule to one seat of Rajya Sabha from Himachal Pradesh that will fall vacant on 2nd April, 2016 on completion of term of Bimla Kashyap, according to Narender Chauhan, Chief Electoral Officer, Himachal Pradesh.

According to the notification issued, the last date for filing nominations is 11th March, 2016.  Nomination papers would be scrutinized on 12th March, 2016. The last date for withdrawal of candidature is 14th March, 2016.

The voting, if necessary, would be held on 21st March, 2016 between 9.00 am to 4.00 pm at Himachal Pradesh Vidhan Sabha complex, Shimla and counting would take place at 5.00 PM on same day.

Over 4.7 lakh to exercise right to vote

As many as 4,70,857 voters would exercise their franchise for electing 3,090 Panchayati Raj representatives in Shimla district which includes 363 pradhans and up-pradhans each, 2,159 gram panchayat members, 181 panchayat samiti members and 24 zila parishad members.
In a statement issues here, Shimla Deputy Commissioner Dinesh Malhotra said 845 posts would be reserved for women in the general category, 411 for Scheduled Castes (SC) women, eight for Scheduled Tribes (ST) women while 214 posts would be reserved for Scheduled Castes members for 2159 gram panchayat members.
He said out of the 363 pradhans, 123 are reserved for women of general category, 56 for SC women, four for Other Backward Classes (OBC) women and 50 for SCs and two for OBCs.
For the elections of 181 panchayat samiti members, 64 are reserved for general category women, 28 for SC women, two for OBC women and 24 for SCs while eight posts are reserved for general category women, four for SC women and three for SCs out of the total 24 zila parishad members.
The voting would be held at 1,174 polling booths in which 806 polling parties comprising 3,890 polling staff and assistant returning officers would be deployed, he added.

Panchayats elections not to be held on party symbols: Chief Minister

“Har ghar ke chuhle ke piche rajniti ki jaye, yeh mujhe gwara nahin” (I do not like politics to enter in every kitchen) said Virbhadra Singh, adding that as far as possible the people should select their Panchayats representatives unanimously, and only if, there was no consensus on the selection of the candidate, voting should be done.

He said that along with ensuring development and creating goodwill amongst all, the Panchayats representatives should carry everyone along and in the same boat.

Panchayats were playing important role in development and has been an important part of the Constitution, he said, adding that since long Panchayats were involved in settling minor disputes in villages but with the passage of time they were given a Constitutional status with more   powers to ensure upliftment of the people of the rural areas.

Announcing the launching of the month  long Special Sanitation Campaign throughout the State till 31st October, Chief Minister said that it would be carried  keeping in view the targets as set under   ‘Swachh Bharat Abhiyan’ to make every Panchayat and local bodies ‘Green and Clean’ and sanitation free.

Community participation in achieving total sanitation is playing significant role in creating awareness amongst the people to adopt measures of cleanliness and to make Himachal a better place to live in, he said.

Exhorting the Panchayat representatives and those of Urban local Bodies and NGOs, Virbhadra Singh said that under this campaign, they should create awareness amongst the masses and take the campaign to the far- flung areas of the State convincing the rural populace about the benefits of construction of toilets and its uses to make their villages total Open Defecation Free (ODF).

The Government is committed to achieve the motto of ‘Swachh Himachal, Swasth Himachal’ (clean and healthy Himachal) as besides assuring cleanliness it also serves the purpose of social security and safety of women and confidence. He said that as per the provision of Panchayati Raj Act, 1994, Panchayats were bound to maintain cleanliness at all costs.

 “I am pleased to notice changes in the society and the way the people have changed their mindset towards adopting sanitation campaigns and awareness programmes ensuring that their surroundings were neat and clean.” said the Chief Minister.

As a step towards motivating the children and the society as a whole, the State Government has started ‘School Swachayata Puraskars’ and ‘Mahila Mandal Protsahan Yojna’, besides ‘Rajya Protsahan Yojna’ for achieving the objectives of sanitation campaigns during its earlier tenure in 2005-06, said Virbhadra Singh adding that every year the State Government was spending a sum of rupees four crore on cleanliness campaigns and to make such campaigns a success. He said that the State Government had also empowered Panchayats to look after the sanitation activities.

He also distributed the prizes to the various Panchayat representatives present on the occasion with Nirmal Gram Puraskar and Sampooran Swachayata Abhiyan. He congratulated the Panchayat representatives for winning the awards and urged them to carry on this mission in times to come. The other Panchayats which were not in the list of awardees should also work hard, he said.

The Chief Minister also evinced keen interest in the exhibition set up by the Rural Development and Panchayati Raj Department in which various NGO’s from as far as Chamba, Kangra, Mandi and other districts had showcased their local products and had displayed the modern techniques for running and construction of toilets in rural areas and other bio-degradable products.

The BDOs Association presented a cheque of Rs. 1.51lakh to Chief Minister Virbhadra Singh towards Chief Minister’s Relief Fund.

Rural Development and Panchayati Raj Minister, Anil Sharma welcomed the Chief Minister to the function and also honoured him and other distinguished guests on the occasion. Speaking on the occasion, he said that Sanitation Mission was the biggest programme being implemented in the State and the PR representatives shoulder their responsibility with great zeal to take Himachal tread towards the Nirmal State. He said that it was a difficult task to dispose of both solid and liquid waste, but the implementing agencies achieved their targets in the larger interest of the State. He thanked the Chief Minister for honouring the occasion.

Secretary, Rural Development and Panchayati Raj, Onkar Chand Sharma, while welcoming the Chief Minister said that there were as many as 21  Panchayats getting the Nirmal Gram awards  as  were notified by Union government  in 2013-14 and similarly 198 Panchayats of various Districts, Sub-Divisions and Blocks were presented the awards under Total Sanitation Campaign. He also detailed about other activities of the department.

Chief Parliamentary Secretaries, Inder Dutt Lakhanpal and Sohan Lal, Director, RD&PR, Dr. Ajay Sharma, Deputy Commissioner, Shimla Dinesh Malhotra were also present on the occasion amongst Panchayati Raj representatives from all over the State.

Election Commission launches programme to link Photo Identity Card with Aadhaar

Chief Electoral Officer Mr Narender Chauhan said here today that as per the directions of Election Commission of India (ECI), the National Electoral Rolls Purification and Authentication Programme (NERPAP) had been launched in the State from 3rd March to 31st July, 2015. He said that during this period Electors Photo Identity Card data of electors would be linked with Aadhaar Data of UIDAI and necessary corrections in electors rolls would be carried out alongwith the registration of left out eligible voters and deletion of ineligible electors.

Mr Chauhan said that Booth level Officers would make house to house visit in a phased manner between March and June, 2015 for authenticating electors details in respect of every elector and would provide Form 6,7,8 and 8A so as to apply for a fresh enrollment, correction, deletion or transposition, if asked for. The Booth Level Officer will also collect information pertaining to Aadhaar number, mobile number, e-mail ids of the electors unregistered eligible voters. In case any house is found locked or the family member fails to provide complete information, the Booth Level Officer will leave behind a request letter and will revisit that house subsequently for collecting the said information in the prescribed format.

Mr Chauhan said that electors details could be linked with the Aadhaar number by visiting the Election Commission of India’s website. This information can also be provided by the elector unregistered eligible voter by way of sending an SMS or by e-mail to District Election Officer or by making a call at toll free no. 1950. In addition to this, photo copies of Aadhaar Card and Electors Photo Identity Cards can also be submitted to the Booth Level Officers or in the office of Electoral Registration Officer or District Election Officer.

He said that a person having registration of elector at two places was a punishable offence under the provisions of Section 31 of Representation of the People Act, 1950. He said that an opportunity was being given to all such electors who have been enrolled at more than one place to apply for deletion in Form7 from all such place or places excepting the place of their ordinary residence.

Mr Chauhan said that linkage of elector data with Aadhaar number would check dual registration He urged all electors and Political Parties to extend their full cooperation for making this Programme a success.
