छात्रवृत्ति के लिए करना है आवेदन, अब कागज काफी नहीं; बायोमेट्रिक वेरिफिकेशन करवाएगा शिक्षा विभाग

केंद्र व राज्य सरकार द्वारा प्रायोजित प्री व पोस्ट मैट्रिक छात्रवृति के लिए आवेदनों के सत्यापन के लिए नया नियम लागू कर दिया है। छात्रवृत्ति के आवेदनों का सत्यापन (Verification) अब फाइलों में लगे दस्तावेजों काफी नहीं होंगे। बल्कि बायोमेट्रिक वेरिफिकेशन भी जरूरी होगी। जिला स्तर पर सत्यापन बायोमेट्रिक वेरिफिकेशन से होगा।

पूर्व में छात्रवृत्ति योजनाओं के आवंटन में हुए फर्जीवाड़े के बाद केंद्र सरकार ने नियमों में यह बदलाव किया है। केंद्र से आए पत्र के बाद उच्च शिक्षा विभाग ने इसको लेकर प्रक्रिया शुरू कर दी है। शिक्षा विभाग ने इसके लिए विशेष अभियान शुरू कर दिया है। बायोमेट्रिक वेरिफिकेशन 20 दिसंबर तक होगी। विभाग ने इसके लिए नोडल अधिकारी भी बनाए हैं। ये आवेदनों की वेरिफिकेशन करेंगे।

उच्च शिक्षा निदेशक डॉ. अमरजीत कुमार शर्मा ने कहा कि प्रदेश के सभी सरकारी व निजी विश्वविद्यालयों, कॉलेजों, बीएड व अन्य तकनीकी कॉलेजों के अलावा स्कूलों के प्रभारियों को पत्र जारी किए हैं।

शिक्षा विभाग में 250 करोड़ का छात्रवृति घोटाला सामने आया था। जांच में कई संस्थान दोषी पाए गए थे। कई ऐसे छात्रों को छात्रवृत्ति की राशि जारी कर दी गई थी जो वहां पढ़ते ही नहीं थे। इसके बाद केंद्र ने नियम सख्त किए हैं।

Identify learning gaps of Class 9-12 students in first 15 days of new session: Himachal Government

Learning gaps of students of class 9 to 12 would be identified in the first 15 days of the new academic session based on results of previous year's final exam, and teachers would focus on improvement in Mathematics, Science, Hindi and English, officials said on Friday.

The move was part of the efforts to improve the quality of education in government schools.

The first 15 days would be utilised for bridging gaps in learning in the four subjects, Higher Education Director Amarjeet Sharma said in a letter.

Learning gaps would be assessed and remedial measures are to be taken accordingly, the letter said.

The baseline assessment should be displayed prominently and the teacher would monitor and regulate the learner's achievement, it said.

The compliance report and action taken thereof would be submitted to the Secretary (Education) within seven days, it added.

There are 1,401 government secondary (class 9 and 10) and high (class 11 and 12) schools schools in the state with 3,25,922 students enrolled in them as per the Unified District Information System for Education (U-DISE) report 2021-22. The total teacher strength in these schools is 40,194.

The entire class would be divided according to their levels and students would be given specific interventions. The baseline learning assessment should be shared during a meeting with parents which is to be organised after a month, it added.

The teacher will spend more time with children having lower levels of learning, while students who achieve the target set by teachers will participate in peer learning, the letter said.

Teachers will also ensure that students' learning is improving and are moving up to the higher level. They should also use library books as supplementary reading material for enhancement of reading and comprehension skills, it said.

The letter said the progress of each child would be shared with the parents regularly and the progress made by the child in different subjects would be made part of the student's portfolio. Baseline, mid-term and terminal assessment would be done in every school for languages (Hindi and English) and mathematics, it said.

शिक्षा में सुधार के लिए शिक्षकों को विदेश भेजेगी हिमाचल सरकार, 31 दिसंबर तक शैक्षिक व्यवस्था में होंगे कई बदलाव

राज्य के सरकारी स्कूलों में पढ़ाई का तौर तरीका बदलेगा। सरकारी स्कूलों में कार्यरत ऐसे शिक्षक जिन्होंने बीते सालों में बेहतर परीक्षा परिणाम दिया है उन्हें एक्सपोजर विजिट के लिए विदेश भेजा जाएगा। इंग्लैंड, ऑस्ट्रेलिया और सिंगापुर जैसे तीन देशों में शिक्षकों को भेजने की तैयारी है। समग्र शिक्षा अभियान (एसएसए) इसका प्रस्ताव तैयार करेगा। शिक्षकों का चयन उच्च शिक्षा व प्रारंभिक शिक्षा निदेशालय करेगा। समग्र शिक्षा अभियान के तहत ही इसके लिए बजट जारी किया जाएगा। यह पहला मौका है जब सरकार शिक्षकों को पढ़ाने की तकनीक सिखाने के लिए विदेश भेजने जा रही है।

गुरुवार को मुख्यमंत्री के सरकारी आवास ओकओवर में विद्या शिक्षा केंद्र के शुभारंभ पर मुख्यमंत्री सुखविंदर सिंह सुक्खू ने यह जानकारी दी। उन्होंने कहा कि हाल ही में उन्होंने शिक्षा विभाग की समीक्षा बैठक की थी। बैठक में कई अहम फैसले लिए हैं। उन्होंने कहा कि नए शैक्षणिक सत्र से नए बदलाव के साथ सरकार आ रही है। 31 दिसंबर के बाद पठन व पाठन में कई तरह के बदलाव किए जाएंगे।

राजनीति करने वाले शिक्षकों को सीएम की दो टूक

मुख्यमंत्री ने कहा कि शिक्षा के क्षेत्र में व्यवस्था परिवर्तन की जरूरत है। सरकार ने इस दिशा में कदम आगे बढ़ा दिया है। पूर्व सरकार ने चुनावों की राजनीति के लिए स्कूल खोले। न इनमें शिक्षक रखा न ही प्रदेश की आर्थिक स्थिति को देखा। सरकार ने चुनावी की राजनीति करने के लिए खोले स्कूलों को बंद किया है। मुख्यमंत्री सुक्खू ने कहा कि शिक्षा में कई तरह के बदलाव किए जा रहे हैं।

उन्होंने राजनीति करने वाले शिक्षकों को दो टूक चेतावनी दी। उन्होंने कहा कि कई शिक्षक ऐसे हैं जो पढ़ाने को कम समय देते हैं और राजनीति ज्यादा करते हैं। उन्होंने कहा कि वे राजनीति करे लेकिन अपना मूल काम न छोड़ें। बच्चों को बेहतर तरीके से पढ़ाए ताकि जब वह सफल हो तो कह सके कि मैं इस स्कूल से पढ़कर निकला हूं। सरकार हर शिक्षक के काम का मूल्यांकन कर रही है। यह मूल्यांकन भी ऑनलाइन होगा।

चुनाव में दी तीसरी गारंटी की पूरी

राज्य के सरकारी स्कूलों के बच्चे भी अब अंग्रेजी में बोलना-लिखना सीखेंगे। मुख्यमंत्री सुखविंदर सुक्खू ने कहा कि कांग्रेस सरकार ने सभी सरकारी स्कूलों में पहली कक्षा से ही अंग्रेजी मीडियम में पढ़ाई शुरू करने का नीतिगत फैसला लिया है। उन्होंने कहा कि कांग्रेस ने विधानसभा चुनाव में गारंटी दी थी कि प्रदेश के हर विधान सभा क्षेत्र में चार अंग्रेजी मीडियम स्कूल खोले जाएंगे, लेकिन सरकार ने फैंसला लिया कि अब सभी स्कूलों में अंग्रेजी मीडियम पढ़ाया जाए। अभी तक चुनिंदा स्कूलों में ही अंग्रेजी मीडियम में बच्चों को पढ़ाया जा रहा है।

आंगनबाड़ी वर्करों को राहत देने की तैयारी में सरकार; शिक्षा विभाग ने महिला एवं बाल विकास विभाग से मांगा ब्यौरा

राज्य के सरकारी स्कूलों में 4700 प्री प्राइमरी शिक्षकों की नियुक्ति में आंगनबाड़ी वर्करों को शामिल किया जा सकता है। पिछले 5 सालों से यह भर्तियां लटकी हुई है। सूत्रों के मुताबिक ऐसी आंगनबाड़ी वर्कर जिन की शैक्षणिक योग्यता स्नातक है या फिर 12वीं है व उनका अनुभव काफी ज्यादा है उन्हें ब्रिज कोर्स करवाया जाएगा। इसके बाद उन्हें भी इस भर्ती के लिए पात्र किया जाएगा।

विधि विभाग की भी ली जाएगी

शैक्षणिक योग्यता को 12वीं रखना है या स्नातक यह तय किया जाएगा। शिक्षा विभाग इसके लिए राष्ट्रीय शिक्षा नीति (एनईपी) के प्रावधानों को भी देख रहा है। उसके बाद विधि विभाग की राय भी इस पर ली जाएगी। विधि विभाग की राय के बाद ही अब इस प्रस्ताव को मंजूरी के लिए मंत्रिमंडल को भेजा जाएगा। बीते रोज हुई मंत्रिमंडल की बैठक में इस प्रस्ताव को भेजने की तैयारी थी, लेकिन कुछ बिंदुओं पर स्थिति सपष्ट न होने के चलते इसे फिलहाल रोका गया।

हाल ही में शिक्षा विभाग की महिला एवं बाल विकास विभाग के साथ आयोजित बैठक में इस पर विस्तृत चर्चा की गई। शिक्षा सचिव राकेश कंवर की अध्यक्षता में महिला एवं बाल विकास विभाग के अधिकारियों के साथ हुई बैठक में दोनों विभागों ने एक-दूसरे से अपनी शंकाओं से संबंधित जानकारियां मांगीं है। अगली बैठक में दोनों विभाग रिकॉर्ड के साथ रणनीति बनाएंगे। शिक्षा मंत्री रोहित ठाकुर ने प्री प्राइमरी शिक्षकों की भर्ती के प्रस्ताव को जल्द से जल्द मंत्रिमंडल की बैठक में लाने के निर्देश दिए हैं।

यह भी है पेंच

प्रदेश में 18950 आंगनबाड़ी केंद्र है। बैठक में चर्चा की गई कि जब प्री प्राइमरी स्कूल खुल जाएगा तो क्या वहां पर आंगनबाड़ी केंद्र खोलना जरूरी है। या जहां पर आंगनबाड़ी केंद्र पहले से चल रहा है वहां पर क्या प्री प्राइमरी स्कूल खोलना चाहिए।

आंगनबाड़ी वर्करों को दिए जाने वाले वेतन और शैक्षणिक योग्यता का रिकॉर्ड आगामी बैठक में महिला एवं बाल विकास विभाग की ओर से लाया जाएगा। बैठक में कहा गया कि निजी क्षेत्र में खुले प्ले स्कूलों की ओर अभिभावकों का रुझान कुछ वर्षों से बढ़ा है। आगनंबाड़ी केंद्रों में अब कम बच्चों को भेजा जाता है। केंद्रों के माध्यम से पोषाहार से संबंधित कार्य ही अधिक किए जा रहे हैं।

चार सालों से लटकी है भर्ती

प्री प्राइमरी शिक्षकों की नियुक्ति राज्य सरकार को करनी है। इसके लिए बजट केंद्र सरकार एसएसए के माध्यम से देगी। पिछले चार सालों से यह भर्ती लटकी हुई है। कई बार दिल्ली में भी इसको लेकर बैठकें हो चुकी है। राज्य शिक्षा विभाग के अधिकारी कई राज्यों के निरीक्षण कर चुके हैं लेकिन यह भर्ती सिरे नहीं चढ़ रही है।

13 वर्ष बीत जाने के बाद भी एसएमसी शिक्षकों के लिए नहीं बनी कोई स्थाई पॉलिसी

हिमाचल में एसएमसी से शिक्षकों की भर्ती प्रो. प्रेमकुमार धूमल की सरकार में शुरू हुई थी। धूमल सरकार ने साल 2011-12 में करीब 250 शिक्षकों को एसएमसी से प्रदेश के दुर्गम और दूरदराज क्षेत्रों के स्कूलों में नियुक्त किया था। पीटीए भर्तीयों से यह एसएमसी भर्तियां बेहतर मानी गई थी क्योंकि इन भर्तियों के नियम और आर्हताएं पीटीए से स्पष्ट थी और शैक्षणिक योग्ताओं को पूरा करती थी। इनकी नियुक्तियां SDM की अध्यक्षता में बनी कमेटी द्वारा किया गया था। मेरिट के आधार पर उनकी नियुक्तियां हुई । एसएमसी शिक्षकों को प्रदेश के दुर्गम और दूरदराज क्षेत्रों के स्कूलों में नियुक्त किया था। 

सत्ता परिवर्तन होने पर कांग्रेस सरकार ने 2014-17 में करीब 2100 शिक्षकों की भर्ती कर इस प्रथा को कायम रखा। फिर सत्ता बदलने पर जयराम सरकार ने 2018 में 250 शिक्षक भर्ती किए। 

वर्तमान में 2500 से अधिक शिक्षक वर्षों से नियमित करने के लिए सरकार से नीति बनाने की मांग कर रहे हैं, लेकिन किसी भी सरकार ने इन्हें नियमित नहीं किया। नियमितिकरण के लिए जयराम सरकार ने एक हाई पावर कमेटी का गठन भी किया था लेकिन उसका कोई भी परिणाम सामने नहीं आ पाया। 

सुक्खू सरकार ने भी एसएमसी शिक्षकों की समस्याओं और मांगों को देखते हुए ही शिक्षा मंत्री रोहित ठाकुर की अध्यक्षता में कैबिनेट सब कमेटी की गठन किया है। इस कमेटी में मंत्री अनिरुद्ध सिंह और विक्रमादित्य सिंह भी शामिल हैं। लेकिन आज तक इस सब कमेटी की एक भी बैठक आयोजित नहीं की गई और एसएमसी शिक्षक अपने आप को ठगा सा महसूस कर रहें हैं। 

Plan to upgrade 2,050 govt schools: Himachal CM

The state government has decided to convert 2,050 primary to senior secondary schools into Chief Minister schools of excellence in a phased manner by 2026-27, said Chief Minister Sukhvinder Singh Sukhu at a meeting of the Education Department here today. These institutions would start providing quality education from the next academic session, he added.

The Chief Minister directed the Education Department to prepare a list of such schools by December 13. He also ordered the department to prepare a school calendar to ensure mandatory 220 teaching days in an academic session. "The state government is contemplating bringing major reforms to provide quality education to students in government schools and all necessary steps will be taken in this direction," he said.

Sukhu said that English medium government schools would also be opened in the state. "A School Adoption Programme will be started shortly where block, subdivision and district level officials will be involved and their expertise will be utilised to improve the level of education," he added.

He directed the department officials to explore the possibility of roping in guest lecturers by inviting online applications. A detailed proposal be made for hiring guest lecturers and a provision be made to employ them in schools on vacant posts for a year or so, he said.

Sukhu directed the department to prepare a proposal for making clusters of primary and middle schools to ensure optimum utilisation of resources. Compulsory training of teachers would also be conducted on the first appointment, he added.

He said that the state government would encourage schools and teachers doing commendable work by rewarding five schools at the district level. He added that admission to Class I in government schools at the age of six years should be ensured. He reviewed the progress made on Rajiv Gandhi Day-Boarding Schools being opened in every Assembly constituency of the state in a phased manner.

Sukhu said that the government would complete the construction of Atal Adarsh Vidyalayas at Gohar, Dharampur and Bangana. Education Minister Rohit Thakur, Chief Secretary Prabodh Saxena, Chief Minister's Principal Secretary Bharat Khera, Education Secretary Rakesh Kanwar, Director Higher Education Amarjeet Sharma, Director Elementary Education Ashish Kohli, and Project Director, Sarva Shiksha Abhiyan, Rajesh Sharma attended the meeting.

Top schools arrive for Slater Debates at Shimla BCS

As many as 15 teams from various schools across the country have arrived at Bishop Cotton School (BCS), Shimla, for the 26th Annual Slater Debates. The event will continue till October 31.

"It is more important than ever, especially in the light of the destructive conflicts currently taking place in Gaza, the Ukraine and Armenia, that young people learn how to 'disagree agreeably' and to resolve problems through the power of argument - not violence," said BCS Director Simon Weale before the competition started.

The Slater Debates are held in the honour of the first headmaster of the school- Rev Dr Samuel Slater who led the BCS from 1863-1885. This competition attracts the best debating schools from India. Last year, the girls of La Martiniere, Kolkata emerged victorious.

10 से 15 किलोमीटर दायरे वाले कम बच्चों के स्कूल होंगे मर्ज, बनेंगे मॉडल

हिमाचल प्रदेश में 10 से 15 किलोमीटर के दायरे वाले कम विद्यार्थियों के स्कूल मर्ज कर मॉडल बनाए जाएंगे। कैबिनेट की मंजूरी के बाद सेंटर ऑफ एक्सीलेंस स्कूलों के गठन की तैयारी में शिक्षा विभाग जुट गया है। नवंबर अंत तक सभी जिला उपनिदेशकों से मर्ज करने वाले स्कूलों की सूची मांगी गई है। मॉडल स्कूलों में सभी आधुनिक सुविधाओं सहित हर विषय के शिक्षक नियुक्त किए जाएंगे। शिक्षा मंत्री रोहित ठाकुर ने बताया कि गुणात्मक शिक्षा देने के लिए सरकार प्रयासरत है। कई योजनाओं को लेकर काम किया जा रहा है।

शिक्षा के अधिकार अधिनियम के तहत कम दूरी पर खुले स्कूलों और शिक्षकों के रिक्त पदों को प्रदेश में शिक्षा का स्तर गिरने के लिए जिम्मेवार माना जा रहा है। बीते दिनों राज्य सचिवालय में हुई शिक्षा विभाग की समीक्षा बैठक में नए स्कूल खोलने की प्रथा को बंद करने की पैरवी की गई। इसी कड़ी में फैसला लिया गया है कि अब 10 से 15 किलोमीटर की दूरी पर प्री प्राइमरी से 12वीं कक्षा तक एक ही स्कूल खोला जाए। इन स्कूलों में सभी विषयों के शिक्षक नियुक्त हों। बच्चों को पढ़ाई के लिए सभी सुविधाएं मुहैया करवाई जाएं। जिला उपनिदेशकों से ऐसे स्कूलों को एक माह के भीतर चिह्नित करने के निर्देश दिए गए हैं। विभागीय अधिकारियों ने बताया कि स्कूलों में कम बच्चे होने से सरकार पर बढ़ रहे खर्च को भी इस नई व्यवस्था से कम किया जा सकता है।

बाहरी राज्यों से पढ़ाई कर बने शिक्षकों की जांचीं जाएंगी डिग्रियां व सर्टिफिकेट

बाहरी राज्यों से पढ़ाई कर हिमाचल प्रदेश के सरकारी स्कूलों में पढ़ाने वाले टीजीटी, सीएंडवी और स्कूल प्रवक्ता न्यू की डिग्रियों और सर्टिफिकेट की जांच की जाएगी। कुछ शिक्षकों की फर्जी डिग्रियां मिलने के बाद उच्च शिक्षा निदेशालय ने इस बाबत निर्देश जारी किए हैं। जिला शिक्षा उपनिदेशकों को अपने स्तर पर जांच पूरी कर निदेशालय में रिपोर्ट भेजने के लिए कहा गया है। बीते दिनों कुछ शिक्षकों के पास बिहार की मगध यूनिवर्सिटी की फर्जी डिग्रियां मिलने पर निदेशालय ने संज्ञान लिया है। प्रदेश में कुछ शिक्षकों के पास फर्जी डिग्रियां होने की शिकायत को लेकर विजिलेंस जांच कर रही है। बीते दिनों विजिलेंस की टीम ने बिहार के मगध विश्वविद्यालय में जाकर जब इन डिग्रियों की पड़ताल की तो वे फर्जी निकलीं।

विश्वविद्यालय प्रबंधन ने इन डिग्रियों को फर्जी करार दिया है। विजिलेंस टीम ने इस बाबत कोर्ट में चालान पेश कर दिया है। इसी कड़ी में अब शिक्षा निदेशालय ने सभी जिला उपनिदेशकों को पत्र जारी कर शिक्षकों की डिग्रियों और सर्टिफिकेट को जांचने के निर्देश दिए हैं। उपनिदेशकों को पहले चरण में देखना होगा कि कितने शिक्षकों की डिग्रियां और सर्टिफिकेट बाहरी राज्यों से हैं। ऐसे शिक्षकों की डिग्रियाें और सर्टिफिकेट को संबंधित विश्वविद्यालय से क्रास चेक करवाने को कहा है। इस पूरी प्रक्रिया को जल्द पूरा करने के निर्देश दिए गए हैं। विभागीय अधिकारियों ने बताया कि अभी तक शिकायतों के आधार पर ही डिग्रियाें और सर्टिफिकेट की जांच की जाती रही है। अब विभाग ने अपने स्तर पर सभी शिक्षकों की डिग्रियाें और सर्टिफिकेट की जांच करवाने का फैसला लिया है।

अभी बाहरी राज्यों से डिग्रियां हासिल कर प्रदेश के स्कूलों में बतौर शिक्षक सेवाएं देने वालों की डिग्रियां और दस्तावेज जांचे जाएंगे। इसके बाद प्रदेश के निजी शिक्षण संस्थानों से डिग्रियां हासिल कर स्कूलों में पढ़ाने वाले शिक्षकों की भी डिग्रियों की जांच की जाएगी, जिससे यह पता चलेगा कि कहीं फर्जी डिग्रियां लेकर लोगों ने शिक्षक की नौकरी तो नहीं हासिल कर ली। - डॉ. अमरजीत कुमार शर्मा उच्च शिक्षा निदेशक

New India Literacy Programme: हिमाचल के 89,000 लोग होंगे साक्षर, जानेंगे अक्षर ज्ञान

हिमाचल प्रदेश के 89,000 प्रौढ़ लोगों को नव भारत साक्षरता कार्यक्रम के तहत पढ़ना-लिखना सिखाया जाएगा। साक्षरता में देश में अव्वल राज्य में शुमार माने जाने वाले हिमाचल में आज भी हजारों लोग ऐसे हैं, जिनके लिए काला अक्षर भैंस बराबर है। यह आंकड़ा शिक्षा विभाग की ओर से डोर-टू-डोर सर्वेक्षण में सामने आया है। इसे केंद्रीय शिक्षा मंत्रालय के प्रौढ़ शिक्षा ब्यूरो को भेजा गया, जहां से केंद्रीय मदद हिमाचल प्रदेश पहुंच चुकी है। बजट मंजूरी का यह पत्र मंत्रालय के अवर सचिव प्रदीप बी. हेडाऊ ने जारी किया है। यह पत्र मुख्य सचिव, प्रधान सचिव शिक्षा और अन्य अधिकारियों को भेजा गया है। हिमाचल प्रदेश की 70 लाख से अधिक आबादी में से 89,000 लोग ऐसे हैं, जिन्हें पढ़ना-लिखना नहीं आता।

इन निरक्षर लोगों को साक्षर बनाने के लिए राज्य सरकार 2,07,75,820 रुपये खर्च करेगी। इसके लिए केंद्र ने 1,86,98,238 रुपये जारी कर लिए हैं, जबकि 20,77,582 रुपये राज्य सरकार खर्च करेगी। प्रौढ़ लोगों को पढ़ाने का यह काम न्यू इंडिया साक्षरता कार्यक्रम के तहत 2026-27 तक चलेगा। इनमें से 190.75 रुपये प्रति व्यक्ति सीधे तौर इनके पढ़ाने-लिखाने के मूलभूत व्यय के रूप में जारी किए जाएंगे। इस मद में कुल खर्च 1,69,76,750 रुपये आ रहा है। पढ़ना-लिखना सीखने वाले ऐसे लोगों के सर्वेक्षण और डाटा बेस इकट्ठा करने पर प्रति व्यक्ति 15 रुपये खर्च किए जाएंगे। इसके अलावा अन्य खर्च ऑनलाइन पढ़ाई और आईसीटी उपकरणों पर होगा। इसके लिए नोडल एजेंसी शिक्षा विभाग होगा।

हिमाचल प्रदेश के 10,000 मेधावियों और 7510 प्राइमरी शिक्षकों के लिए टैब की खरीद शुरू हो गई है। राज्य इलेक्ट्रॉनिक्स कॉरपोरेशन के माध्यम से खरीद के लिए शिक्षा विभाग ने प्रक्रिया शुरू कर दी है। 23 अक्तूबर से कंपनियां टेबलेट देने के लिए आवेदन कर सकेंगी। 7 नवंबर को बिड खुलने पर टेंडर अवार्ड होगा। मुख्यमंत्री सुखविंद्र सिंह सुक्खू की बजट घोषणा को पूरा करने के लिए शिक्षा विभाग जुट गया है। पूर्व की सरकारों के समय में मेधावियों को दिए जाने वाले लैपटॉप अब नहीं मिलेंगे। प्रदेश सरकार ने लैपटॉप की जगह टेबलेट देने का फैसला लिया है।

शैक्षणिक सत्र 2022-23 के दौरान हिमाचल प्रदेश के सरकारी स्कूलों की दसवीं और बारहवीं कक्षा तथा कॉलेजों में पढ़ने वाले दस हजार मेधावियों को टेबलेट दिए जाने हैं। इसके अलावा प्राइमरी स्कूलों के 7,510 शिक्षकों को भी सुक्खू सरकार टेबलेट देगी। पूर्व सरकार ने वर्ष 2020-21 में प्रदेश स्कूल शिक्षा बोर्ड की दसवीं, बारहवीं और एचपीयू की कॉलेज की मेरिट में आने वाले दस हजार मेधावियों को स्मार्ट मोबाइल फोन दिए थे। इससे पहले मेधावियों को लैपटॉप दिए जाते थे। सुक्खू सरकार ने मोबाइल फोन की जगह टेबलेट देने का फैसला लिया है। इसी कड़ी में शिक्षा विभाग ने कवायद शुरू की है।

13 schools participate in Sanawar Literary Fest

The eighth edition of The Sanawar Literary Fest concluded at The Lawrence School, Sanawar, last evening. More than 45 students, representing 13 prestigious schools, exhibited their talents at the fest.

A host of activities such as poster-making, slogan-writing and ad-a-jingle were organised on the first day of the two-day fest. Showcasing their creativity, the students made a variety of posters and recited self-written poems in the ad-a-jingle competition on the theme 'Incredible India'.

The "Basantar Memorial Declamation Contest" dedicated to the memory of Second Lieutenant Arun Khetrapal, an alumnus of The Lawrence School who was awarded the Param Vir Chakra, marked the concluding event. The young soldier had made a supreme sacrifice in the Battle of Basantar in 1971.

2555 एसएमसी शिक्षकों का दो हजार बढ़ा वेतन, मिलेगा एरियर, अधिसूचना जारी

एसएमसी के माध्यम से नियुक्त प्रवक्ताओं को अब 14,978 रुपये की जगह 16,978 रुपये वेतन मिलेगा । डीपीई और टीजीटी को 14,978 की जगह 16,978 रुपये, सीएंडवी को 11,609 की जगह 13,609 और जेबीटी को 9,362 की जगह 11,362 रुपये वेतन मिलेगा।

हिमाचल प्रदेश के सरकारी स्कूलों में कार्यरत 2,555 एसएमसी शिक्षकों के वेतन में प्रतिमाह 2,000 रुपये की बढ़ोतरी कर दी गई है। मुख्यमंत्री की बजट घोषणा की शिक्षा विभाग ने अधिसूचना^ जारी कर दी है। एक अप्रैल 2023 से शिक्षकों को बढ़ा हुआ वेतन मिलेगा।

बढ़ा हुआ वेतन अक्तूबर के वेतन के साथ नवम्बर में मिलेगा। जबकि अभी एरियर जो अप्रैल 2023 से देय है भी शीघ्र जारी कर दिया जाएगा।

Himachal educational institutions regulator recommends closure of Indus International University over ‘irregularities’

The Himachal Pradesh Private Educational Institutions Regulatory Commission has recommended to begin the process for closure of Indus International University, Una, after the regulator found several "irregularities" in the functioning of the varsity.

The move by the private educational institutions regulator came after two committees constituted by it said in a report that there is a constant decline in enrolment of students in the university and it is not viable to run the university with such less strength and maintain requisite standards/quality of education.

The committees, which were formed following complaints such as ineligible faculty, underpaid staff, shortage of teachers, faculty with fake degree, among others, inspected the university in August and December last year 2022, said Secretary of the regulatory commission K R Saizal on Wednesday.

"We have written to the state government to conduct an inspection of the university and take appropriate action," Saizal told PTI.

The report also pointed out a faculty shortage and non-payment of salaries as per the norms. It revealed that only 135 students were admitted in the Indus International University during academic session 2019-20 and 55 students in 2020-21, while the university failed to get any admission in 2021-22.

The university received 166 applications for the session 2022-23 for both undergraduate and postgraduate programmes, the report found.

"In view of position explained herein above, the Commission is of the view that a detailed inspection of the said university may be conducted at the state government level and appropriate orders may be initiated against the university under section 42 of the Indus International University (Establishment and Regulation) Act, 2009," the letter said.

The letter with the subject, 'Regarding progressive closure of Indus International University, district Una' recommends appropriate action against the university under section 42 of the parent Act.

Section 42 of the Act provides that in case it appeared to the government that the university has contravened the provisions of the Act, or any directions issued by the government, it can issue a show cause notice for liquidation of the university after following the due process.

When contacted, Education Secretary Rakesh Kanwar said, "The matter has been brought to my knowledge and the state government would take action as per the rules."

हिमाचल के 80 हजार शिक्षकों के तबादले के लिए बदला नियम, अब इन स्कूलों में होगा ट्रांसफर; पढ़ें क्या है नया रूल

हिमाचल प्रदेश के सरकारी स्कूलों में तैनात शिक्षकों के तबादला नीति में सरकार ने बड़ा बदलाव किया है। शिक्षकों के तबादले  के लिए अब 30 किलोमीटर की दूरी तय कर दी है। यानि एक स्कूल से दूसरे स्कूल पर तबादला होने के लिए तीस किलोमीटर की दूरी होना अनिवार्य है।

इस फैसले से किसे मिलेगा फायदा? 

शिक्षक यदि च्वाइस पर भी अपना तबादला या एडजेस्टमेंट के लिए आवेदन करता है तब भी यह नियम लागू होगा। बीते सप्ताह आयोजित राज्य मंत्रिमंडल की बैठक में इस पर विस्तार से चर्चा की गई थी। कैबिनेट की मंजूरी के बाद इसको लेकर शिक्षा विभाग ने अधिसूचना जारी कर दी है। सरकार के इस निर्णय से शहर से दूर जिन स्कूलों में शिक्षक नहीं है वहां पर भी शिक्षक जाएंगे और शहर के स्कूलों में तबादलों को लेकर जिस तरह से आवेदन आते हैं उसमें भी कमी आएगी।

पहले 40 किलोमीटर करने की थी योजना

सूत्रों के मुताबिक तबादले के लिए इस दूरी को पहले 40 किलोमीटर करने की तैयारी थी। कैबिनेट में भी इस पर विस्तार से चर्चा की गई थी। बाद में इस दूरी को 25 से 30 किलोमीटर ही किया गया।

पूर्व सरकार की बनाई तबादला नीति फांक रही धूल

पूर्व सरकार के समय में शिक्षकों के तबादले के लिए नीति बनाई गई थी। इसमें तबादले के लिए ऑनलाइन पोर्टल भी तैयार किया गया था। हरियाणा की तर्ज पर हिमाचल में भी शिक्षकों के तबादलें होने थे। इसके लिए विभाग ने लाखों रुपए खर्च कर सॉफ्टवेयर भी तैयार किया था। कैबिनेट में कई बार इस पर चर्चा हुई लेकिन इस पर सरकार अंतिम निर्णय नहीं ले पाई।

यह शिक्षक आएंगे एक्ट की जद में

24 हजार के करीब जेबीटी, 14 हजार क्राफ्ट एंड वोकेशनल, 18 हजार टीजीटी, 900 मुख्यअध्यापक, 17 हजार लेक्चरर, 1950 के करीब प्रधानाचार्य स्कूल के अलावा एसएमसी व कंप्यूटर शिक्षक कार्यरत है।

शिक्षा विभाग से जुड़े हैं 1.15 लाख कर्मचारी

हिमाचल शिक्षा विभाग में 1 लाख 15 लाख कर्मचारी सीधे तौर पर शिक्षा विभाग के साथ जुड़े हैं। इनमें 80 हजार शिक्षक ही हैं। कुल कर्मचारियों की संख्या का यह हिस्सा काफी ज्यादा है। इसलिए कोई भी सरकार इनके खिलाफ सख्त नीति नहीं बना पाई। शिक्षा विभाग में ही सबसे ज्यादा तबादलें होते हैं।

Solan school gets top rank in edu survey

Doon Valley Public School, Nalagarh, has secured the top rank among co-educational day schools in Himachal and the third rank in India for the 'best technology integration' in the Education World Survey. Over 1,000 schools participated in this survey at the national level.

School chairperson Anoop Sharma, director Rajeev Sharma and principal Devendra Mahal were felicitated for this achievement at Delhi.

Education World's assessment is based on a comprehensive examination of over 14 distinct parameters, including academic excellence, individual attention, infrastructure facilities, innovative teaching, sports education and value for money.

Principal Devendra Mahal said, "The school has championed student development and remains steadfast in its commitment to nurture enlightened and responsible citizens. This honour is not just a reflection of the past accomplishments but a call to continue their journey of educational excellence."

Director Rajeev Sharma attributed the school's success to the effective leadership of principal Devendra Mahal and the dedication of students and teachers.

Best infrastructure facilities to be provided in schools: Suresh Bhardwaj

Education Minister Suresh Bhardwaj today said that State Government was committed to develop basic infrastructure in all educational institutes. He said that administrative approval of Rs. 16,18,41,000 has been given for construction of building of Vallabh Government College Mandi and Rs. 10,82,10,000 for Govt. College Bassa in Mandi district under RUSA component.

The Minister said that a sum of Rs. 798.76 lakh has also been sanction for providing better infrastructural facilities in 19 Govt. Senior Secondary Schools of Shimla district which include construction of school building, science laboratories and stadiums etc.

He said that the government was endeavouring to provide all basic facilities in the schools in a phased manner so that students of the rural areas could get better environment for pursing their studies at their door steps.

Bhardwaj said that the state government has accorded administrative approval of Rs. 4,90,86,000 under mid-day-meal scheme. The process has been started for giving promotion to the employees and the vacant posts of various categories would be filled up on priority basis.

16 teachers conferred State Award on Teacher's Day

Governor Acharya Devvrat today conferred State Awards upon 16 teachers and honoured four National Award winner teachers for the year 2017 in the presence of Chief Minister  Virbhadra Singh during a function held here today at Raj Bhawan on State level Teacher’s Day.

In his address, Acharya Devvrat said that the process of making of good human beings should be the basis of education.  The overall objective of development of children was to build a strong nation, so teachers have the obligation to imbibe moral values to the students.

"Teaching is a noble profession and carries a huge responsibility because the conduct, character and thoughts of teachers influence the students and therefore, they should perform their duties honestly and sincerely", said Governor.

While congratulating the awardees, he appealed the teaching community to work with more commitment and dedication. He added that if teacher would be capable, he could instill good qualities in students. He pointed out that children were incurious and whatever instilled in childhood would have lifelong impact upon their lives so the teachers should emerge as an inspiration to them by setting high examples of intellect and learning, practising  good behaviour and adopting perfect discipline in their conduct. He urged them to make students aware about the core values of our culture and glorious history in order to instill a sense of patriotism and pride for their country.

He expressed happiness that Himachal Pradesh had emerged as the most advanced and prosperous state in the field of education, for which the credit goes to the teaching community.

The Governor paid rich tributes to late Dr. S. Radhakrishnan, former President of India, on whose birthday Teacher’s Day is celebrated throughout the country.

He also released a souvenir on the occasion.

Chief Minister  Virbhadra Singh while addressing the occasion said that State government had given top priority to education sector in the state. He said the state has taken a lead in imparting quality education to children and in a survey, it was adjudged as the Best Big State in imparting higher education to youth in the country. The literacy percentage, which was 7.98 in 1951, was 88 percent in 2017.

He said in earlier days, children had to traverse long distances to reach school for education. Today there were more than 15,636 schools and 129 colleges catering to the basic and higher educational needs of the students at their very door-steps, stated the Chief Minster.

He said during present tenure of the government, 50 new colleges have been opened in far-flung and rural areas that witnessed girl students outnumbering boys in all institutions of higher learning.

He said the government has also pursued vocational education in 967 schools of the State with a motive to impart life skills in them necessary for securing employment.

He congratulated the awarded teacher and said that it was great honour in one's lifetime to get awards in the profession. He said teachers were the backbone of the civilized society and they should work with dedication.

 Sanjay Gupta, Principal Secretary, Education welcomed the dignitaries on the occasion and briefed out various activities and achievements of the education department.

 Manmohan Sharma, Director, Elementry Education proposed vote of thanks.

Workshop of Private Universities to be held on 22nd March

A Spokesman of Himachal Pradesh Private Educational Institutions Regulatory Commission said here today that Commission would organize workshop on ‘Moving towards Accreditation Sharing Knowledge and Developing an Agenda for Action” on 22nd March, 2016 at Hotel Holiday Home, Shimla. The workshop will be inaugurated by Chief Minister Virbhadra Singh.

The objective of workshop is to share and exchange good practices relating to teaching learning processes and enhancing employability of the students, which various universities have initiated and adopted to improve the quality of education.

He said that workshop would be attended by Vice Chancellors of State Private Universities, representatives of National Assessment and Accreditation Council (NAAC) Bengaluru, National Institute of Technical Teachers Training and Research (NITTTR) Chandigarh.

English and mathematics to be introduced from first standard: CM

With a view to improve the learning levels amongst the students from the early level, the State government has taken a decision to introduce English and Mathematics subjects along-with Hindi from first standard in all government schools.

Chief Minister Mr Virbhadra Singh stated this while addressing a mammoth gathering at Chadiyar in Baijnath assembly constituency of Kangra district today. He said this decision would go a long way in bringing the children studying in government schools at par with the students of private educational institutions.

He said education was the topmost priority of the State government and 994 new schools had been opened or upgraded since last three years besides opening 25 degree colleges in the State. Most of the colleges had been opened in remote and far-flung areas to provide facility of higher education to the rural youth especially girls near to their homes. He said the government had also fixed the responsibility of the teachers so as to ensure quality in the education standards.

The Chief Minister said possibilities would also be explored to set up PWD sub-division at Chadiyar and to upgrade Chadiyar as first referral unit.

He announced to rename senior secondary school, Chadiyar on the name of Bakshi Pratap Singh Memorial School. Remembering contributions of former Minister Bakshi Pratap Singh, he said basic facilities like hospital were provided in the Changar area during his tenure. He directed the health department to ensure better health care facilities in Chadiyar hospital.

Mr Virbhadra Singh said Himachal Pradesh was a peaceful state where all sections of society live with harmony. Though the state had majority of Hindu population, but other minorities were also living with same dignity and rights. Referring to the recent incident that took place in Chamba, he cautioned those elements who often indulge themselves in dividing the society in the name of caste, creed and religion and also try to give political shape to such incidents.

Earlier, the Chief Minister laid foundation stone of Simbal- Balh- Jamrela lift irrigation scheme to be constructed at a cost of  Rs. 99.10 lakhs. It will provide irrigation facility to Simbal, Balh and Jamrela villages.

He also laid foundation stone of lift irrigation scheme for Chek and Simbal villages at Salera to be constructed at a cost of Rs. 88.38 lakh benefiting population of 2930 of four villages. He announced to construct Bulana-Zikglabedu jeepable road and directed the PWD authorities for metalling of road leading to the house of former Minister Bakshi Pratap Singh.

The members of Gram Panchayat Matyal and Mr Ram Hanuman Tekri Temple honoured the Chief Minister on this occasion.

Vice President, Block Congress Committee, Baijnath Mr Gulab Chand presented a cheque of Rs. 15000 to the Chief Minister towards Chief Minister’s Relief Fund.

Local MLA Mr Kishori Lal thanked the Chief Minister for undertaking various developmental projects in his constituency during last three years and sanctioning more development projects during this tour.
