BJP, Congress spar over governance issue

Shimla, January 2(PTI) The release of a booklet by BJP trashing the achievements of the Congress government in Himachal Pradesh over past two years has triggered a war of words with both the parties accusing each other of financial mismanagement and failure on developmental front.
