Himachal Pradesh governor returns file seeking Dhumal's prosecution - Shimla Now

In a setback to Congress government in Himachal Pradesh, governor Urmila Singh has returned the file seeking prosecution sanction against former chief minister Prem Kumar Dhumal with the observation that in such matters the governor's nod was not required.
