Monsoon session of HP Assembly starts on a stormy note

The 10-day long monsoon session of Himachal Pradesh Assembly started on a stormy note today with an adamant opposition seeking immediate discussion on damage caused due to excessive rains, obstructing proceedings and trooping into the well of the House.

By disrupting proceedings on the beginning of monsoon session of Himachal Pradesh assembly, opposition BJP has made clear its intentions of not leaving any opportunity to corner the state government on every possible issue during the weeklong session. On Wednesday, BJP legislators stormed into the well of the House, raising slogans, after Speaker B B Butail rejected adjournment motion moved by the opposition seeking discussion on the recent floods in the state, on technical grounds.



As BJP legislators led by leader of opposition Prem Kumar Dhumal continued with their protest, the Speaker was forced to conduct the Question Hour proceedings amidst chaos as nothing was audible in the din. The stalemate started when the Speaker asked chief minister Virbhadra Singh to make a statement on damages suffered by the state due to recent heavy rains. But before the chief minister could start speaking, opposition legislators were on their toes seeking discussion on the issue first. BJP legislator Suresh Bhardwaj said they had even submitted notice for adjournment motion on the issue of seeking discussion on floods. "Kinnaur has suffered damages more than Uttarakhand," he said.

Speaker B B Butail said that discussion could be held at a later stage as many members had submitted questions related to the issue but the opposition members refused to budge and continued to demand discussion on the issue before the CM's statement.

Seeing the impasse continue, chief minister Virbhadra Singh intervened to say that the statement would have provided them more information about the ground situation which they (opposition) too might not be aware of. When the CM tried to read out his statement for a while, heated arguments ensued between opposition and ruling sides. On this the Speaker said that notice for adjournment motion was received on Wednesday morning but instead of providing three copies opposition members provided only one copy.

Leader of opposition Prem Kumar Dhumal said that the chief minister wanted to give a statement first but as per rule discussion could not be held after that. He said issues related to natural calamities should be clubbed together to hold the discussion. He requested the Speaker to allow discussion to ensure smooth functioning of the House.

As the Speaker asked the chief minister to continue with his statement, opposition started raising slogans inside the House. The Speaker started the Question Hour amid chaos but nothing was audible in the din and later the entire opposition rushed into the well of the House to protest and started raising slogans right in front of the chief minister.
