CAG report has exposed poor governance: CPM - Shimla Now

The Communist Party of India (Marxist) today said the Comptroller and Auditor General (CAG) report had exposed poor governance and inept functioning of the state disaster management authority along with the rural development and forest departments, which had deprived people of social and economic benefits.
In a statement issued here today, CPI(M) state secretariat member Tikender Panwar said the CAG report elaborately spoke about the fraud and misappropriation of public money by the state government.
He said the CAG castigated the state disaster management authority for its unpreparedness in the event of a disaster as the authority did not utilise the funds from the Centre, thereby putting people at a greater risk of disasters.

Citing the CAG report, the party claimed that the State Environment Impact Assessment Authority and the State Pollution Control Board lacked adequate manpower for scrutiny of projects. This resulted in delay in the grant and renewal of environmental clearances resulting in projects being started without the pre-requisite clearances, Panwar said.

The CAG report revealed that against 5.91 lakh hectares of land required to be treated during 2009-16, only 0.86 lakh hectares (15 per cent) were treated as of March 2016, Panwar claimed. This confirmed that both the BJP and the Congress governments were incompetent, he added.

Panwar said the Centre did not release any funds during 2014-15 under the Integrated Watershed Management Programme because the state department failed to spend the required 60 per cent of the amount in 2013-14. This showed that the state government was not committed towards the agri-horticulture sector, he added.
