The Shimla Municipal Corporation (SMC), at a special meeting convened today, condemned the “act of violence” by CITU leaders against the Municipal Commissioner and staff. Councillors also hailed the action taken by the Commissioner on the directions of the High Court against the illegal vendors.
The MC House, cutting across party lines, also gave its nod to only those vendors who are registered and on the list of 1,065 vendors finalised earlier.
The House also passed a resolution on the Swachhta mission for the star plus ranking to the city in the Swachhta Survekshan for 2020 in the country.
The House was convened on the demand of the councillors after the “act of violence” came to light in a video clip on the gherao of the Commissioner office by CITU leaders.
It was presided by Mayor Kusum Sadret and Deputy Mayor Rakesh Sharma. The councillors dismissed the charges being levelled against him by CITU as baseless. Sadret said the corporation would set up vending and non-vending zones.
Municipal Commissioner Rai said the MC staff were only taking action against illegal vendors. The offenders were being fined Rs 500 on the spot and if they did not pay, they had to pay an additional penalty of Rs 100 every day and in some cases, the fine had gone up to Rs 5,000, he added.
On the other hand, CITU leaders claimed that the SMC was not implementing the Street Vending Act in letter and spirit and was imposing a huge fine on the poor vendors. The poor vendors were being targeted while the big ones were spared. Even the list prepared by the corporation had loopholes, claimed CITU leader Vijender Mehra.
