Independence Day Celebrations in H.P.

70th Independence Day was celebrated with enthusiasm and gaiety throughout Himachal Pradesh today. Functions were organised at State, District and Sub-Divisional levels to mark the occasion. Unfurling National Flag, impressive march-past by contingents of Police, Home Guards, NCC, ITBP and cultural programmes were main attractions of the celebrations. People in large number in their traditional attire had started to assemble the venue of functions early morning to witness the celebration.
While presiding over the State Level Independence day celebration function at Solan, Chief Minister Mr Virbhadra Singh announced 6 percent Dearness Allowance to the serving employees and pensioners of the State government from 1st January 2016, to be included in salary of October and payable in November.  The employees and pensioners have already been provided interim relief of 5 percent from August 2016.
Chief Minister said that since the day we came to power, the goal of my Government had been to provide best of Education, Health services and Road connectivity to the people of Himachal Pradesh, besides ensuring their welfare by all means and the employees played a pivotal role in providing required fillip to the development.
“Education is the backbone of developed society and to achieve the objective, the primary focus of my Government has been to empower every child by providing basic and quality education”, said the Chief Minister.  To achieve the objective as many as 1010 schools in the State were either upgraded and the new ones opened. 'Mukhya Mantri Adarsh Vidyalya Yojna', has been launched to provide State of the Art infrastructural and teaching facilities in two Senior Secondary Schools in each constituency, he said.
As far as higher and vocational education is concerned as many as 24 ITI's, two Engineering Colleges and 41 colleges have been opened in the State particularly in rural and far flung areas which has brought revolution in field of girl education in such areas. During the present tenure of the Government, said Sh. Virbhadra, adding that Indian Institute of Information and Technology (IIIT) had been opened in Una district, Indian Institute of Management (IIM) in Sirmour district and Fine Arts College at Shimla which would help the youth to seek more options to adopt vocational courses.
We need to educate every child so that none of them miss opportunities of employment and self-employment in the later stage of their life, said he. During last three and a half years of my government regime, as many as 41,500 jobs had been provided in Government sector besides regularising thousands of daily wagers, said the Chief Minister.
Apart from this, under Skill Development Allowance Scheme, as many as 1.27 lakh youth has been benefited, wherein a sum of Rs 1000 was being given as allowance to unemployed youth and Rs 1500 to persons with special abilities per month respectively for enhancing their skill in a particular listed trade of their choice, he said, adding that a sum of Rs 93 crore had been spent on this.
Chief Minister said that during the last three and a half years of the present Government, as many as 135 health institutions had been either opened or upgraded, as compared to only 28 institutions opened during the tenure of the previous government. Over 2500 posts of different categories including doctors and Para-medical staff have been created during the present tenure of Congress regime as compared to only 473 posts created during the tenure of the previous Government. Three medical colleges are being opened in Hamirpur, Chamba and Sirmaur districts, he said, adding that AIIMS had been sanctioned for the State, which would be opened in Bilaspur district besides the State Government had taken over the ESIC Medical College at Ner Chowk in Mandi taking strength of Medical colleges in the State to six.
He said that Independence was a hard won battle and the contribution of people of Himachal Pradesh in the struggle for Independence can't be forgotten. I extend my heartiest felicitations to the people of the State on this day and also pay my homage and gratitude to Dr. Yashwant Singh Parmar, the founder and first Chief Minister of Himachal, who not only spearheaded the struggle for a separate entity to the State, but also laid a sound foundation for its development. He also stressed upon maintaining the Unity and integrity of the country.
The Chief Minister said that welfare of the people was also a priority agenda of his government. Over 3.87 lakh eligible widows, aged and people with special abilities are being given social security pension of Rs. 650 per month. Persons above 80 years of age and widows below forty years of age with child/children are getting social security pension of Rs. 1,200 per month.  The daily wages had been enhanced to Rs 200 from Rs 150, he said adding that all those contractual employees and daily wagers who have completed five years and seven years of their regular service respectively were being regularised.  Honorarium of Part-time Water Carriers, Water Guards, Tailoring Teachers, Gram Vidya Upasaks, Home Guards and Panchayat Chowkidars has been enhanced considerably, he said
He said that the gram panchayats should incorporate in the list of BPL the genuine beneficiaries and also the poorest of poor to be considered for all welfare schemes of the government.
A sum of Rs. 667 crore have been spent under the State Food Subsidy Scheme on providing pulses, edible oil and salt at subsidised rates during the last three years, he said, adding that over 37  lakh  people  of  the  State  are being provided food  security  under  'Rajiv  Ann  Yojana, 'including subsidised Ration.
The Chief Minister also detailed about the development activities in Solan district. Highlighting few, he said that a mini secretariat amounting to Rs 26 crore was coming up at Solan, which would house maximum offices under one roof to facilitate the people. Besides, a sum of Rs 5.41 has been sanctioned for Shamti By-Pass road, opening of new colleges at Dharampur, Diggal, Barotiwala and Kandaghat, setting up of 243 new industries in Solan district providing employment to more than 4500 people, construction of 144 kilometers of new roads and connecting 1894 villages with road in the district etc.
Adding that last but not the least, Chief Minister said that we will ever remain indebted to our freedom fighters, soldiers and Ex-servicemen who are held in high esteem. He said that as a mark of respect to the freedom fighters, the State Government has enhanced the ‘Samman Rashi’ of freedom fighters from Rs.7500 to Rs. 10,000 and for their widows and unmarried daughters from Rs. 3500 to Rs.5000 per month.
Earlier, the Chief Minister hoisted the National Flag and took salute from the impressive march past by contingents of Police, Home-guards, NCC, scouts and guides  and NSS cadets including  school Children. The Parade was led by ASP Mr Arjit Sen Thakur (IPS).
He also honoured the freedom fighters on the occasion.
A colourful cultural performance was presented on the occasion. He also gave away prizes to the participants of culture performances and others.
MPP and Power Minister, Mr Sujan Singh Pathania, Social Justice and Empowerment Minister, Dr. (Col.) Dhani Ram Shandil, Chief Parliamentary Secretaries, Mr Neeraj Bharti and Mr Mansa Ram, State Youth Congress President, Mr Vikramaditya Singh, MLA, Mr Mohan Lal Brakta, Chief Secretary Mr V.C. Pharka, DGP Mr Sanjay Kumar and other senior civil and Police officers were present on the occasion amongst other dignitaries and luminaries from the town.

At Bilaspur

Presiding over district level Independence Day function at Bilaspur, Speaker, H.P. Vidhan Sabha Mr B.B.L. Butail felicitated the people of the State on this auspicious occasion and remembered the supreme sacrifices of the freedom fighters who laid down their lives for getting freedom and maintaining the unity and integrity of the Nation.
Mr Butail said the State Government was committed for welfare of all sections of the society and with a view to bring transparency and accountability in governance 30 more services had been brought under the ambit of Public Service Guarantee Act. He said the Government had started Skill Development Allowance Scheme for the youth for undertaking training in various trades. The daily wages had been increased to Rs. 200 and the monthly honorarium of part time water carriers had been enhanced to Rs. 1900.  He said more than 37 lakh ration card holders of the State had been brought under Rajeev Gandhi Ann Yojna and were being provided essential commodities at subsidized rates.
Chairman, State Planning Development and 20 Point Implemetation Committee Mr Ram Lal Thakur, Chief Parliamentary Secretary Mr Rajesh Dharmani, MLA Mr Bamber Thakur, former MLAs Mr Babu Ram Gautam, Mr Tilak Raj and Dr. Biru Ram Kishore were also present on the occasion.

At Shimla

While presiding over the Independence Day function at Shimla, Irrigation and Public Health Minister Smt. Vidya Stokes said the State Government was committed to provide safe drinking water supply and irrigation facilities to the people of the State. She said Rs. 773 crore had been spent on drinking water supply schemes and 6949 additional habitations had been provided drinking water facility besides installing 4890 handpumps in water scarcity areas of the State.
Smt. Stokes said that the State was implementing Rs. 1115 crore H.P. Horticulture Development Project being funded by the World Bank which would help in increasing the horticulture produce at large scale in the State. She said that 10211 habitations of Shimla district have been provided safe drinking water during last three years by spending Rs. 155 crore. She said 31 new primary schools were opened in district Shimla while 63 primary schools were upgraded to middle schools.
Chief Parliamentary Secretary Mr Nand Lal, MLA Mr Suresh Bhardwaj, Mayor, MC Shimla Mr Sanjay Chauhan were also present on the occasion among others.

At Mandi

Health & Family Welfare Minister Mr Kaul Singh Thakur presided over the district level Independence Day function at Mandi. He said more than 135 health institutions had been opened in the State by the present government and the decision had been taken to run ESI Medical College, Ner Chowk by the State Government. Besides three new medical colleges were being opened in the State out of which the classes in Nahan Medical College would be started from this academic session.
Referring to the development of Mandi district, Mr Thakur said that 18 primary health centres and five sub health centres had been opened in the district during last three years whereas five PHCs were upgraded as Community Health Centres and five CHCs to Civil Hospitals. He said 100 bedded and 50 bedded Mother and Child Health Centres had been approved for Mandi and Sundernagar respectively. He said three Sub Divisional Offices had been opened in the district and besides four new sub tehsils had been opened and four sub tehsils had been upgraded to tehsils to facilitate people.
Chief Parliamentary Secretary Mr Sohan Lal Thakur, MP Mr Ram Swaroop Sharma, MLA Mr Jai Ram Thakur, Vice Chairman of the Zila Parishad Mr Puran Chand Thakur and Nagar Parishad President Smt. Neelam Sharma were also present on the occasion.

At Dharamshala

 While presiding over the Independence Day function at Dharamshala in Kangra district, Food, Civil Supplies and Consumer Affairs Minister Mr G.S. Bali announced to start new transport service from all district headquarters to Shimla. These 15-20 seater vehicles would have AC facility and this service would be started within a month. He also announced 15 percent rebate in bus fare in HRTC buses to all the employees of the State Government, Public Sector Undertakings of the State and employees of the Central Government working in the State.
Mr Bali said HRTC would provide taxi service within next two months in Shimla and all district headquarters to facilitate the commuters. He announced to start super luxury Volvo bus services between Macleodganj to Delhi, Chamba to Delhi, Baijnath to Chandigarh, Shimla to Katra, Shimla to Haridwar and Manali to Amritsar. He said with a view to provide employment opportunities to the educated youth, HRTC would launch retail outlet petrol pumps in the State which would be given to the interested youth under Revenue Partnership basis. He also announced to start luxury vehicle transport services to Delhi from major towns of the State.  In the first phase, this service would be started from Nahan and Poanta Sahib.
The Minister announced free travel facility to HIV patients in general HRTC buses for undergoing Antiretroviral Therapy Treatment (ART) at Shimla.
Chief Parliamentary Secretary Mr Jagjivan Pal and representatives of Tibetan Government in exile were also present on the occasion.

At Chamba

Forest Minister, Mr Thakur Singh Bharmouri presided over the district-level Independence Day function at Chamba. He said the state government had opened 41 new colleges in the state during its present tenure. He said Mukhya Mantri Gyandeep Yojna would facilitate the students for taking education loan upto Rs.10 lakhs.
He said the government had restored TD (timber distribution) rights and 775 villages were excluded from wild life sanctuary areas thereby initiating the various development works in those villages which were hampered due to being part of sanctuary.
MLA Chamba Mr BK Chauhan, PCC secretary Mr Pawan Nayyar, Chairman District Marketing Committee Mr Neeraj Nayyar, Chairman municipal council Neelam Nayyar were also present besides ex-servicemen and other dignitaries.

At Una

Industries Minister Mr Mukesh Agnihotri presided over the district level Independence Day function at Una. Speaking on the occasion, the Minister said that under dynamic leadership of Chief Minister Mr Virbhadra Singh, Himachal Pradesh had emerged as a role model of development in the country. He said the State had received proposals of industrial investment amounting to Rs. 5,000 crore during last three and a half years. He said the industries department was soon going to organize an Investors Meet for the entrepreneurs at Baddi in Solan district which would pave the way for industrial development in the State.
Mr Agnihotri said that the State Government had provided employment to more than 27,000 youth in the government sector alone during last three and a half years and a decision had been taken to create and fill up 25000 new posts of employees in different departments in next two years.
He said the work on channelization of Swan river and its tributaries was under progress and so far Rs. 375 crore had been spent on this ambitious project. He said all 234 gram panchayats of the district had been made open defecation free and 55 panchayats had been provided Nirmal Gram Puraskar.

At Hamirpur

Urban Development Minister Mr Sudhir Sharma unfurled the National flag at Hamirpur. Speaking on the occasion, he said Urban Development and Town and Country Planning Department has launched an mobile app for online registration and approval for construction of buildings. A similar app would be soon launched for all urban local bodies of the State to provide birth and death certificates, all types of No Objection Certificates and payment of water, electricity bills and other taxes.
He said street lights in all urban areas would be replaced by LED lights which would help in reducing electricity bills. He said a scheme was under consideration to provide employment of 365 days to the poor people of the urban areas.
Chief Parliamentary Secretary Mr Inder Dutt Lakhanpal, Chairman, freedom fighters Welfare Board Mr Sushil Rattan, Vice Chairman, Disaster Management Authority Mr Rajender Rana, former CPS Smt. Anita Verma and other prominent persons of the town were also present on the occasion.

At Kullu

Excise and Taxation Minister Mr Prakash Chaudhary presided over the Independence Day function organized at historic Dhalpur ground. He said the State Government had ensured welfare of all sections of the society and the State had witnessed new heights of development during last three and half years. He said the social security pension had been enhanced to Rs. 650 and the financial assistance under Mukhya Mantri Kanya Dan Yojna had also been enhanced to Rs. 40,000.
Highlighting the development of Kullu district, Mr Chaudhary said a provision of Rs. 26 crore had been made during current financial year for welfare of the weaker sections of the society. He said 99 habitations of the district would be provided drinking water during this year and the work on Kullu, Manali and Banjar drinking water supply schemes was under progress. He said Rs. 14 crore had been approved for improving power supply to Kullu, Manali, Bhuntar and Banjar urban bodies.
MLA Mr Govind Singh Thakur, former Minister Mr Satya Prakash Thakur and other prominent persons were also present on the occasion.

At Nahan

Presiding over the Independence Day function at Nahan, Rural Development and Panchayati Raj Minister Mr Anil Sharma said that the State Government was laying special emphasis on development of rural areas and all efforts were being made to provide health, education and road facilities nearer to door steps of the people. He said Rs. 1549 crore were being spent during current financial year under Rural Development and Panchyati Raj Department.
Mr Anil Sharma said a target had been set to construct 12000 houses for the poor people during this financial year by spending Rs. 97 crores. The Government was also providing two biswas of land in urban areas and three biswas in rural areas to the landless families to construct their houses. He said a sum of Rs. 343 crore was being spent on animal husbandry sector in the State.
Chief Parliamentary Secretary Mr Vinay Kumar, Chairman, Employment Generation and Resource Mobilization Committee Mr Harshvardhan Chauhan, MLAs Mr Krinesh Jang and Dr. Rajeev Bindal were also present on the occasion among others.

At Keylong

Ayurveda Minister Mr Karan Singh unfurled the National flag at Keylong in Lahaul-Spiti district to mark the Independence Day celebrations. He said this tribal district had witnessed speedy development during last few years and today it was recognized on national level as far as development was concerned.
He said that the State Government was providing nine percent of its budget annually under Tribal Sub Plan to ensure all round development of tribal areas. A provision of Rs. 58.82 crore had been made during current financial year under Tribal Sub Plan for the district. Besides, Rs.1.54 crore were also being spent under Special Central Assistance in the district.
MLA Mr Ravi Thakur, Chairman Wool Federation Mr Raghubir Singh were also present on the occasion among others.

At Reckong Peo

 Deputy Speaker, H.P. Vidhan Sabha Mr Jagat Singh Negi while presiding over the Independence Day function at Reckong Peo in Kinnaur district said the State Government was implementing Rs. 111.19 crore Dr. Y.S. Parmar Swarojgar Yojna and Rs. 154 crore Rajeev Gandhi Mirco Irrigation Scheme to give boost to the horticulture activities and diversification of crops.
He said Mukhya Mantri Adarsh Krishi Gaon Yojna had been implemented in two panchayats of each assembly segment of the State. He said the Government had restored the TD rights to facilitate common people and 3157 eligible persons were provided timbers in Kinnaur Forest Division.
