A spokesman of the State Government said that a meeting of the Core Advisory Group of SSA was held here today to share the findings of the baseline assessment done in May-June this year. The Principal Secretary, Education, Shri R.D. Dhiman chaired the meeting.
He said that the base line assessment of students of class 2nd to 8th done by the State on 27th to 29th May was discussed in the meeting. This test was conducted by the State Project Office, SSA on 5,08,944 students across the State in four subjects viz. Hindi, English, EVS and Maths. The evaluation was done at the schools level and the result were compiled and analyzed at cluster, block, district and State level. The improvement in learning levels would be measured against this base line through an end line to be conducted in December and March, he added.
He said that the trainings as well as the remedial teaching would be based on the base line which will also act as a diagnostic exercise to determine the learning gaps. This is expected to address the quality issues which is a matter of concern for the State. The Chief Minister had also expressed his concern on the declining quality of education during the Vidhan Sabha session. He said that the test was conducted at the start of the session and improvement in learning level was expected to reflect in the endline which will act as a baseline for the next session.
A third party evaluation was also done by Education Initiative (EI) and Learning Link Foundation (LLF) which conducted the baseline assessment in Hindi and Maths for classes 3rd 5th and 7th on June 14, 2013. The test was conducted to measure absolute level and relative improvements in student learning levels through an end line so that actionable and pragmatic feedback to improve the impact of the programme may be provided. The focus was also on assessing learning with understanding as opposed to rote learning.
The test was administered by H.P. State and LLF and was conducted on 28898 students from 1784 schools across the State.
The key findings of this assessment indicate that the State average performance ranges from 48.5% to 59.5% in Hindi and from 38.1% to 59.7% in Maths. with the students scoring lower on Higher Order questions as compared to straight forward questions. The deeper understanding of concepts decreases in higher classes and across class levels the performance of the students was found to be weaker in application of concepts including practical competencies, visual interpretation, observation and estimation. The analysis of the test also diagnosed the areas of improvement. Hamirpur has emerged as the top performing district.
The meeting was also attended by Special Secretary Education, Dr. Sandeep Bhatnagar, Deputy Secretary Shri Sunil Sharma, Director Elementary Education Shri Ashok Sharma, State Project Director (SSA) Shri D.C.Rana besides representatives from LLF, SPO and DIET.
