Cabinet Decisions 04-01-2017

The Cabinet in its meeting held here today decided to acquire the entire land of ‘Bantony Castle’, near Kali Bari, Shimla, accepted the recommendations of negotiation committee and approved payment of Rs. 27.84 crore to the land owners for the entire property. Chief Minster said that the old building of ‘Bantony Castle’ would be refurbished with a museum to be set up at that place. In addition to this, a recreational park with a restaurant would also be developed in the area. It would be a great attraction for both tourists and locals.

Baghchhal Bridge to be constructed soon in Bilaspur

The Cabinet also decided to construct a long pending under construction 317.50 meter, span (pre-stressed) bridge over Govind Sagar at Baghchhal in Bilaspur district. The bridge being constructed for over last many years would connect Gehadwin and Kot-Kehloor constituencies, said the Chief Minister. On completion, it will benefit 14,000 people of 14 villages located on the river's left bank of Swarghat and 20,000 in 19 villages on the right bank of Shah-Talai.

The Cabinet decided to create new Patwar circle  Bataad-Galoo, in Tehsil Jubbal in district Shimla; Kandi in Tehsil Thunag in district Mandi; Ribba, Rakcham and Namgaya in Moorang; Sangla and Pooh Tehsils  in Kinnaur district alongwith creation of post of Patwaris for the all the above Patwar circles.

The Cabinet approved to rationalize rate of tax of AGT on Lime Stone and Fly Ash, which are raw material of finished goods, by reducing it to 25 percent as per budget announcement of the Chief Minister. This would give major relief to the industries which are paying taxes both on the transportation of raw material and as well as on finished goods.

Health Sector

The Cabinet gave its nod for opening Primary Health Centers at Kharapathar and Bholar in Jubbal Tehsil of Shimla district along with creation of three posts each including Medical Officers, Pharmacist and Class IV.

It also decided to create three posts of Senior Assistants in Ayurveda department, one for each zonal office, by way of promotion and three posts of Junior Office Assistants (IT) to be filled on contract basis.

It was also decided to create/fill one post of Law officer in Ayurveda Department.


Other Important Decisions

The Cabinet decided to cancel the agreement dated 5th May 2012 between YSS department and Himachal Pradesh Cricket Association (HPCA) in respect of outdoor stadium at Nurpur in district Kangra.

The Cabinet gave its nod for leasing of government land in favour of Himachal Pradesh City Transport and Bus Stand Management & Development Authority to pave the way for construction of Bus Stand at Up-Mohal Jangal Mahdudhja Kanwalpur, in Sunni in Shimla Rural constituency.

Decision was taken to upgrade temporary Police Post Rakkar as full-fledged Police Station.

Decision was taken to allot Jaisi (528 MW) HEP (renamed as Sunni Dam) to Sutlej Jal Vidyut Nigam.
Approval was accorded to construct new PWD rest house at Suliali in Nurpur

The Cabinet decided to upgrade Vet Dispensary Parada in Sirmaur district to Vet Hospital as per announcement of Chief Minster.

Jobs/ Post created/ Filled

The Cabinet gave its approval to fill up five posts of peon in Transport Department, Himachal Pradesh.

Approval was given for creation/filling up of 20 Junior Office Assistant (IT) on contract basis and filling up five vacant posts of clerks through LDR.
It was also approved to convert 12 posts of office in-charge-cum-superintendent/Manager to that of Junior Office Assistant (IT) on contract basis and creation and filling of 12 posts of Labour Welfare officers (on contract basis), four posts of Data Entry Operators, Four posts of Chowkidars and four posts of Sweepers (part time) on outsource basis in HP Building Other Construction Workers Welfare Board.

It also approved to engage 36 Sweepers on outsource basis in various offices of Labour and Employment Department and posts of two Peons on outsource basis for labour Court-cum-Industrial Tribunal, Shimla and Dharamshala.

Decision was taken to fill one post of Personal Assistant in department of Information and Technology.

It was decided to fill up four posts of Secretariat/Supporting Staff for State Resource Centre for Women.

The Cabinet gave its nod for creation of one post of Music teacher in ICSA Sundernagar against the post of part time Music Teacher.

Approval was given to fill up 18 posts of skilled Grafters in Horticulture department through direct recruitment on contract basis.


Amendments and Rules

The Cabinet decided to frame the Himachal Pradesh Right to Fair and Compensation and Transparency in Land Acquisition, Rehabilitation, and Resettlement (Compensation, Rehabilitation, and Resettlement & Development Plan) Rules, 2016.
