Putting the state government in dock over the outbreak of jaundice in Shimla, former PCC general secretary Kuldeep Rathore on Sunday asked for penal action against the authorities, which failed to supply clean water to the residents and hoped that Chief Minister Virbhadra Singh will act against the erring officials without much delay. Addressing a press conference here Rathore said, "The outbreak of jaundice –which has taken entire town in its grip leaving over 4000 people affected, besides over half a dozen deaths, is an act of criminal negligence and an unpardonable crime.
