KS Tomar, Chairman, HP Public Service Commission, said today that the Centre had approved Rs 5.24-crore e-governance pilot project which would pave the way for an online paperless examination system in the state.
Tomar said the Department of Electronics and Information Technology (DEIT), Ministry of Communication and IT, had sanctioned the project for the state commission on a pilot basis that would be implemented within three years. “It will be replicated in other public service commissions all over the country subsequently,” he added.
He said the project would focus on providing online services to applicants, provide online study material, speedy disposal of departmental promotions and committees’ cases. “It will facilitate database centres by using the latest technology,” he added.
He said the project would be executed with the assistance of the National Institute of Electronics and Information Technology, a wing under the IT Ministry and the NIC, which had prepared the detailed project report submitted to the ministry.
The Chairman said the project would be funded by the World Bank. “It is a matter of pride for the state commission that other PSCs will be provided modules with the cloud enabled configurable multi-tenant system. This will improve functioning and efficiency of the commissions cutting down on delays in all cases dealt with by the commission,” he added.
Tomar cited example of Kerala’s online examination system, saying that a team under him went there, studied it and found that there was a need to make its implementation mandatory for all PSCs.
He said an initiative of organising the national conference of PSCs chairpersons here had yielded good results as it gave an opportunity to everyone to learn about the best practices being adopted by PCSs.
Tomar promised all PSCs that he would share with them e-delivery of public services once the project gets going. “After this project is successful, it will be replicated in all PSCs in the country,” he said.
