Mock drill on terrorist attack to be executed in Shimla

Mock exercise will be executed on 12 October 2015 at H.P. Secretariat, State Police Headquarter and Central School for Tibetans by the State Disaster Management Authority with the support of stakeholders, line departments besides Indian Army, National Disaster Response Force and ITBP etc.

Additional Chief Secretary Smt. Manisha Nanda disclosed this here today while presiding over the coordination conference and table top exercise on mock drill on terrorist attack at vulnerable locations in Shimla town.

She said disaster was a serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental impacts, which exceed the ability of the affected community or society to cope using its own resources. Any disaster can interrupt essential services, such as health care, electricity, transportation and communications.

Smt. Nanda said not all disasters, particularly natural disasters, could not be prevented, but the risk of loss of life and injury could be mitigated with good evacuation plans, environmental planning and design standards. She said that preparedness was the main way of reducing the impact of disasters. Community-based preparedness and management should be a high priority in physical therapy practice management, she added.
She said that Special drive of disaster management under the banner of ‘SAMARTH-2015’ would be launched from 1-13 October, 2015 for sensitizing and capacity building among masses in the State under which various programmes, workshops, rallies, events and mock drills etc. would be organized during two weeks State level campaign. These activities were designed to minimise loss of life and damage by facilitating timely and effective rescue, relief and rehabilitation.

Smt. Manisha Nanda appreciated the special efforts of the district administration and National Disaster Response Force (NDRF) for saving the lives of two labourers trapped in the under construction tunnel on the Kiratpur- Manali, four lane road project at Tihra village in Bilaspur district.
She said that various authorities particularly the authorities who were executing power and road projects in the State should strictly implement disaster plan. She said that training was important part in disaster management and it was more significant to develop leadership quality among youth to deal with any type of disaster.

Special Secretary, Revenue and Disaster Management Shri D.D. Sharma detailed about the activities to be executed during special drive under SAMARTH.
He said that mock drill was aimed at ensuring preparedness or proper response in human induced disaster and correcting defects notice anywhere in the drill to improve response to the situation. He said that the drill was meant for bringing together different departments of the State Government and agencies involved in emergent situations for better coordination.

Director, Information and Public Relations Dr. M.P. Sood gave his valuable suggestions including setting up of Media Centre at H.P. Secretariat to facilitate the media persons.

Officers of National Disaster Management Authority, Army, Police and other departments also attended the meeting.
