FOR STUDENTS from the North-Eastern states studying in Chandigarh, news about the recent clash between two groups of students from Himachal Pradesh and Sikkim came as quite a surprise. The students from the North-East who have been coming to Chandigarh for better educational opportunities for the last few years believe Chandigarh has always been a safe city for them.
